MINUTES OF THE COMMISSIONERS COURT REGULAR SESSION FEBRUARY 4, 2025 BEI IT REMEMBERED, that on the 4th day of February 2025 A.D. at 10:00 a.m. the Honorable Commissioners Court of Wichita County, Texas met in a regular session at the Courthouse in Wichita Falls, Texas pursuant to adjourning January 28, 2025, with the following members present: County Judge Jim Johnson Commissioner Mickey Fincannon, Precinct No. 2 Commissioner Barry Mahler, Precinct No. 3 Commissioner Jeff Watts, Precinct No. 4 Zoom audio and video were made available for this meeting. Invocation by Commissioner Fincannon Pledge of Allegiance Pledge to the Texas Flag Presentation of Employee of the Month award for January 2025 to James Carpenter, DA Investigator. Presentation of Proclamation Designating February 2025 as Teen Dating Violence Awareness Month. Public Comments: 10:11 a.m. - 10:14 a.m. Commissioner Watts mentioned Commissioner Mahler's involvement in the successful community cleanup that took place this past weekend on the east side of Wichita Falls, emphasizing the strong involvement oflocal leadership. The event was a great success due to both residents and community leaders alike. Commissioner Fincannon shared that he attended the Wildland Academy this weekend, noting that it was an impressive and well-executed event. Commissioner Fincannon also mentioned the success ofthe Burkburnett Chamber Night Out event that took place this past week. Commissioners Court Minutes February4, 2025 Page 2 of3 25.0204.074 To approve Braun Intertec Corporation's proposal to complete a geotechnical evaluation for the Wichita County Burkburnett Annex at an additional cost of$7,360.00 and Corlett Probst & Boyd, P.L.L.C. proposal for surveying and civil engineering services for the Wichita County Burkburnett Annex at an additional cost of$ $10,225.00 to bc paid from Permanent Improvement with linc(s) determined by the County Auditor. Motion carried unanimously. 25.0204.075 Motion made by Commissioner Fincannon and seconded by Commissioner Mahler to approve the regular bills for payment as amended including Judge Johnson' s recommendation to remove the bill received from the City of lowa Park for a water bill at the Iowa Park annex pending further investigation into the amount of water usage, verify payroll taxes have been filed, and order County Treasurer to disburse payroll and/or bills within 72 hours via U.S. Mail, FEDEX, UPS or clectronically unless dirccted otherwise or may be picked up and legered in the Treasurer's Office. Motion carried unanimously. 25.0204.076 Motion made by Commissioner Mahler and seconded by Commissioner Fincannon to approve and ratify the minutes of the January 28, 2025 regular session. Motion carried unanimously. General Business Item #3 & #4 regarding Nymphaea Solar, LLC were tabled with no action taken. 25.0204.077 Motion made by Commissioner Mahler and seconded by Commissioner Fincannon to approve the purchase of a printer for in the District Attorney's office in the amount of$1,732.52 with a recurring monthly cost for service and supplies with a base price of$6 per month with a monthly bill for page count and approve the County Judge to sign the Visual Edge IT contract to be paid from Dept. 429 with line(s) determined by the County Auditor. A copy is attached hereto as Exhibit "A". Motion carried unanimously. 25.0204.078 Motion made by Commissioner Fincannon and seconded by Commissioner Mahler to approve and accept Total Loss Offer from TAC for a Sheriff's Office Vehicle as follows: 2019 Chevrolet Tahoe Vin IGNLCDEC8KR178677 Actual Cash Value: $21,145.50 Salvage Value: (-4,000.00) Less Deductible: ($5,000.00) Offer: $12,145.50 Motion carried unanimously. 25.0204.079 Motion made by Commissioner Fincannon and seconded by Commissioner Watts to approve and authorize the issuance of a purchase order for Enterprise Fleet Management quote #8599632 in the amount of $64,295.40 for the purchase of a 2025 Chevrolet Silverado 1500 truck and quote #8599633 in the amount of $64,960.40 for the purchase of a 2025 Chevrolet Silverado 1500 truck, both for Constable Precinct 1 Office to be paid from Dept. 409, General Fund Contingencies, with line(s) determined by the County Auditor. Motion carried unanimously. 25.0204.080 Motion made by Commissioner Fincannon and seconded by Commissioner Mahler to approve CTSI quote #027572 in the amount of$10,422.87 and CTSI quote #027606 in the amount of $915.00 for Cisco WebEX hardware and licenses in the total amount of$11,337.87 to be paid from Dept. 412 with line(s) determined by the County Auditor. Motion carried unanimously. Received update on Courthouse Renovations and County Courthouse Annexes. With no further action taken, Commissioners Court was adjourned at 10:48 a.m. and will meet in a special session on Friday, February 7, 2025.
