Public Hearing began at 10:07 a.m. to discuss, consider, and/or take action on the amount of mandatory payments that the Wichita County Commissioners Court intends to require from local hospitals in Fiscal Year 2025. There was public comment by Bob Pert, Vice President of Finance at United Regional, informing the court on the Local Provider Participation Fund. The hcaring ended at 10:12 a.m. 25.0128.064 Motion made by Commissioner Mahler and seconded by Commissioner Bcauchamp to approve Resolution setting the Fiscal Year 2025 mandatory payment rate for the Wichita County Hcalth Care Provider Participation Program. There was public comment by Blanc Boswell expressing his support oft the proposed Subdivision Regulations and the mentioned amendments to Chapter 3. The hearing ended at 10:29 a,m. 25.0128.065 Motion made by Commissioner Fincannon and seconded by Commissioner Bcauchamp to approve and adopt the proposed Wichita County Subdivision Regulations with proposed changes. A copy is attached hereto as Exhibit "B". Motion carried unanimously. Consent Agenda item #4 was heard next. 25.0128.066 Motion made by Commissioner Beauchamp and seconded by Commissioner Fincannon to approve AT&T quote in the amount of$7,099.27 to run fiber cable to the Iowa Park Annex building to be paid from Permanent Improvement with linc(s) determined by the County Auditor. Motion carried unanimously. 25.0128.067 Motion made by Commissioncr Beauchamp and seconded by Commissioner Mahler to approve the regular bills for payment, verify payroll taxes have been filed, and order County Treasurer to disburse payroll and/or bills within 72 hours via U.S. Mail, FEDEX, UPS or clectronically unless directed otherwise or may be picked up and legered in the Treasurer's Office. Motion carried 4-0-1. Commissioner Fincannon abstained. 25.0128.068 Motion made by Commissioner Fincannon and seconded by Commissioner Mahler to approve and ratify the minutes ofthe January 21, 2025 regular session and the January 24, 2025 special session. Motion carricd unanimously. 25.0128.069 Motion made by Commissioner Beauchamp and seconded by Commissioner Mahler to authorize advanced approval of purchasc of refreshments for our Regional TXDMV licensed Dealer Training that will take place February 5th at the Wichita County Courthouse as being for a public purpose and at a maximum cost of $350.00 to be paid from Dept. 499 with linc(s) determined by the County Auditor. Motion carricd unanimously. 25.0128.070 Motion made by Commissioner Fincannon and seconded by Commissioner Mahler to amend Court Order 22.1031.749 for authorization of a $24,000 budget transfer from the Sheriff's 2025 capital expenditures budget to the CDA's 2025 capital expenditures budget. Motion carried unanimously. 25.0128.071 Motion made by Commissioner Beauchamp and seconded by Commissioner Fincannon to approve raising the current maximum allowable amount to $1,000.00 on all Road & Bridge debit cards to allow for the purchase of fuel and supplies as needed by cach precinct. Motion carried unanimously. General Business item #I0 regarding kecping or selling the Precinct 5 15-yard Dump Truck was hear next with no action taken.
