COMMISSIONER COURT MINUTES JANUARY 28TH, ,2025 STATE OF TEXAS Be it remembered that Commissioner's Court met in a Regular Meeting January 28", 2025 at 9:00 a.m. with Judge Boyd presiding. CALL TO ORDER Establish Quorum- Commissioners Sharp, Holman, Holloway and Bryan were all present. Invocation- Commissioner Holman Pledge of Allegiance- Judge Boyd 1. Discuss and consider approval of the minutes for the Commissioner Court on the 14th day of January 2024 Commissioner Bryan made the motion to approve the January 14th, 2025 Court Minutes. Commissioner Holman seconded the motion. The Court Minutes were approved with all ayes. Discuss and consider Monthly Reports: A. Payroll- Commissioner Holloway made the motion to approve Payroll. Commissioner Bryan seconded the motion. Payroll was approved with all ayes. B. Expenditures- Commissioner Holloway made the motion to approve Expenditures. Commissioner Bryan seconded the motion. Expenditures were approved with all ayes. C. Treasurer- Commissioner Bryan made the motion to approve the Treasurer's Report. Commissioner Holman seconded the motion. The Report was approved with all ayes. D. County Clerk E. District Clerk F. Tax Office- Commissioner Holman made the motion to approve the Tax Office Report. Commissioner Bryan seconded the motion. The Report was approved with all ayes. G. Sheriff Dept. H. Justice of the Peace 2. Public Ammouncemens/Comment: Opportunity for the General Public to address the Court on any matter. The Court may not discuss any presented issue, nor may any action be taken on any issue at this time. Comments are limited to 3 Minutes. There were none. Commissioner Holloway made the motion to approve Travel Vouchers for Makenzie Banks/County Agent, Meena Wise and Rebecca Mowrey/Sheriff Dept. Commissioner Sharp seconded the motion. The Motion was approved with all ayes. 4. Discuss and take appropriate action Re: Salary Grievance Committee Judges drawing Judge Boyd drew names from the last Grand Jury to serve on the Grievance Committee for 2025. The three public members are: Courtney Davis, Zachery Garrett and Sherry Poindexter. Alternates are Cardell Moore, Bambi Bailey. Commissioner Bryan made the motion to approve the names drawn for the Grievance Committee. Commissioner Holman seconded the motion. The Motion was approved with all ayes. 5. Discuss and take appropriate action Re: Discuss County Mineral Right Lease No action taken on this Item. 6. Discuss and take appropriate action Re: Changes to Oil Lease. Commissioner Holloway made the motion to approve County Attorney Jon Bates Policy for Oil and Gas Leases and to submit notices and negotiate Bids for San Augustine County. Commissioner Bryan seconded the motion. The motion was approved with all ayes. 7. Discuss and take appropriate action Re: Sheriff Department Commissioner Holman made the motion to approve the Resolution approving the submission of the grant application for the "Special Investigator. Commissioner Bryan seconded the motion. The Resolution was approved with all ayes. 8. Discuss and take appropriate action Re: Approval of Order Designating certain personal property or surplus Equipment. Commissioner Holloway made the motion to approve the Order Designating certain personal property as salvage or surplus property. Commissioner Sharp seconded the motion. Discuss and take appropriate action Re: Approved Purple Wave Auction and Surplus Material Commissioner Bryan made the motion to approve the Property List for bidding on the purplewave.com website. Commissioner Holman seconded the motion. The motion was approved with all ayes. 10. Discuss and take appropriate action Re: Certificate of Completion Award to County Clerk for Continuing Education County Clerk Noble completed the 20hrs for certification. 11. Discuss and take appropriate action Re: Cooperative Forest Road Agreement between San Augustine County and the USDA, Forest Service National Forest & Grasslands in Texas. Commissioner Holloway made the motion to approve the Cooperative Forest Road Agreement. Commissioner Bryan seconded the motion. The Agreement was approved with all ayes. 12. Discuss and take appropriate action Re: Commissioner Precinct 1 Adam Sharp School Certificate. Commissioner Sharp has completed the Public Information Act Training and the Open Meetings Act Training. 13. Discuss and take appropriate action Re: Commissioner Precinct 1 CR 100A added to map. Commissioner Sharp told the Court that he was adding CR 100A to the map and that it was a County maintained road. Commissioner Bryan made the motion to approve adding CR 100A to the map. Commissioner Holloway seconded the motion. The motion was approved with all ayes. 14. Discuss and take appropriate action Re: Commissioner Precinct 1 updated mileage report. Commissioner Sharp gave an update on the mileage, roads, and bridges in Precinct 1. 15. Future Agenda Items 16. Adjournment- All business complete Commissioner Sharp made the motion to adjourn.
