TOWN OF DAYTON MONDAY,JANUARY 27, 2025 TOWN COUNCIL STRATEGIC PLANNING SESSION 9:00 A.M. AGENDA COUNCIL MEMBERS PRESENT: Mayor Lee, Vice-Mayor Bradford Dyjak, Melody Pannell, J.D. Sager, Ralph Hensley, Susan Mathias. Emily Estes arrived at 9:30 A.M. COUNCIL MEMBERS ABSENT: None ALSO PRESENT: Brian J. Borne, Town Manager; Christine Wade, Deputy Clerk; Jennifer Reppe, Public Works Supervisor; Police Chief Justin Trout and Christa Hall, Treasurer. Peter Stephenson CALL TO ORDER: Mayor Lee called the Strategic Planning Session to order and Christine Wade, DISCUSSION: Mayor Lee expressed gratitude to everyone for taking the time to engage in the Strategic Planning for the Town of Dayton. He then handed the meeting over to Town Manager Borne, who introduced Peter Stephenson from the Virginia Risk Sharing Association (VRSA). Mr. Borne provided some background on Mr. Stephenson, noting that he is a Local Government Specialist who joined VRSA in 2018 after a distinguished 32-year career in local government. Mr. Stephenson initiated the day by discussing workplace relationships in local government, the importance oft teamwork for achieving success, and the current assessment oft the Town's strengths, challenges, and opportunities. This led to an extensive conversation about the Town's Mission and Vision Statement. Councilperson Estes announced her departure at 11:30 a.m. stating she had tol leave for work. After a break for lunch, the group reconvened to discuss the Capital Improvement Plan (CIP), the Downtown Master Plan, and the next steps forward. Councilperson Pannell announced. her ADJOURNMENT: With: nothing further to discuss, the Strategic Planning Session concluded at from VERSA was also in attendance.
