Hamilton, County Council Appointee Robert Sandlass, Treasurer James Richardson, County Executive Appointee Joseph Siemek, Director, Department of Public' Works Margaret Hartka, Deputy County Attorney Announcement from Robert McCord Mr. Robert McCord notified the attendees that Harford County Government was following protocol under the Open Meetings Act. Approval of Minutes of January 14. 2025 Board of Estimates Meeting The minutes of January 14, 2025 Board of Estimates Meeting were approved by general consent. Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Item No. 01-28-25-01 Captain Jenkins presented Solicitation No. 25-279 on behalf of Warden Daniel Galbraith; HCDC Suicide Prevention Captain Johnathan Jenkins from the Harford County Sheriffs Office stated that this proposal is for the purchase and installation of Gold Medal Safety padding fort two (2) medical cells in the ground floor medical area in the South' Wing at the Harford County Detention Center. The padding will bei installed over the existing walls, floor, door, and! bunks. The Harford County Sheriffs Office recommended award in the amount of $76,698.40 to Cornerstone Detention Products, Incorporated of Montgomery, Alabama in accordance with Section 41-25 of thel Harford County Code. Ad question was raised by Mr. Hamilton regarding labor charges on the estimate. The presenter did not have sufficient information to answer the question. Mr. Sandlass asked permission to withdrawal his motion which was granted by Mr. McCord, with the understanding thei item can be presented at at future Board of Estimates meeting. Mr. Sandlass made ar motion to approve the recommendation, seconded by Mr. Siemek. Captain Jenkins presented Solicitation No. 25-144; 4Sight Labs' Wrist Bands; Single Source. Cells; Piggyback-GSA Contract: # GS-07F-269AA. Item No. 01-28-25-02 Captain Johnathan Jenkins from the Harford County Sheriffs Office is requesting approval for the purchase of thirty (30) medical monitoring wristbands, software, and licenses. Thei implementation of the medical monitoring wristbands will allow added oversight into the health and wellbeing of the inmate population and help ensure a safe The Harford County Sheriffs Office recommends award in the amount of $100,397.00 for year one and $66,375.00 per year for option years to 4Sight Labs, Incorporated of San Francisco, California in accordance with Section 41-25 environment. oft the Harford County Code. This motion was unanimously approved. Item No. 01-28-25-03 Mr. Sandlass made ar motion to approve the recommendation, seconded by Mr. Siemek. Mr. Cunningham presented Solicitation No. 25-142; ECRS Install Homestead Wakefield Elementary School; Mr. Randy Cunningham from the Department of Emergency Services stated that this proposal is for the purchase and installation of an Emergency Communications Repeater System (ECRS) at Homestead Wakefield Elementary School. After conducting coverage testing, it was determined an ECRS was needed to allow for effective public The Department of Emergency Services recommends award int the amount of $69,703.41 to Mobile Communications Piggyback- State of Maryland Contract # 060B7400088. safety radio communications within the school. Item No. 01-28-25-04 Mr. Sandlass made ar motion to approve the recommendation, seconded by Mr. Siemek. Mr. Blomquist presented Solicitation No. 24-353; Legal Services; Change Order #2. Mr. Jefferson Blomquist from the Department of Law stated that this proposal is for funding legal services related to The Department ofl Law requests approval of Change Order # 2 ini the amount not to exceed $45,000.00, increasing the contract not to exceed total to $100,000.001 to Kramon & Graham, P.A. of Baltimore, Maryland in accordance with the Harford County Board of Ethics. Section 41-25 oft the Harford County Code. This motion was approved with 1 member disapproving and 1 member abstaining.
