MEETING MINUTES December 4, 2024 Carroll County Planning and Zoning Commission Location: Reagan Room, 003 Michael Kane, Vice Chair Ralph Robertson Peter Lester Matthew Hoff Steven Smith Tom Gordon III, Ex-officio Members Present: Janice R. Kirkner, Chair Members Absent: Richard J. Soisson, Alternate Present with the Commission were the following persons: Hannah Weber and Javier Toro, Bureau of Comprehensive Planning; Christopher Heyn, Department of Planning and Land Management; Elizabeth Moore, County Attorney's Office; Daphne Daly, Planning Commission Secretary; and, Gail Hawkins, Clerk. CALLTOORDERDER/WELCOME PLEDGE OF ALLEGIANCE ESTABLISHMENT OF QUORUM Mr. Vice Chair Kane called the meeting to order at approximately 6:00 PM. Ms. Hawkins took attendance and noted that six members were present, and a quorum was established. OTHER Planning and Zoning Commission Official Minutes January 8, 2025 WESTMINSTER ANNEXATION NO.83 Ms. Weber provided an overview of Westminster Annexation #83, (Optimum Properties, LLC). Also present were. Kelly Shaffer-Miller, attorney, on behalfofthe petitioner. The annexation area isint the County's"R-20,000" Residential. All adjoining properties within the City ofWestminster are zoned "R-10,000" Residential. The city has indicated its intent to place the annexation area into the "R-10,000" Residential zoning district. This annexation does require a zoning waiver. The Planning Staffi is recommending the City give public notice by posting the property, prior to the date of the public hearing, and notifying all adjoining property owners. The petition is scheduled to bej presented to the Board of Carroll County Commissioners on December 5, 2024. Mr. Lester asked which zone the properties in the tan color outline are in. Ms. Weber explained Mr. Lester asked which zoning district the properties in the yellow color outline are in. Ms. Weber explained the properties in yellow are in the County's "R-20,000" zoning district. Mr. Lester askedi ifthe access from the County ist the small area on the map. Ms. Weber confirmed Mr. Kane asked ift the access to the lots would be through a flag lot. Ms. Weber deferred to Kelly Shaffer-Miller, attorney for the petitioner, on the layout of the property. Ms. Shaffer-Miller explained BPRI has the Concept Plan showing four lots coming offt the use-in-common drive, Kent Terrace. Ms. Shaffer-Miller explained the between the two annexations, Annexation 83 and Annexation 85, the petitioner is requesting 19 lots total, consistent with "R-10,000" zoning. Mr. Robertson asked for clarification on whether an enclave is being created. Ms. Weber explained Discussion: they are in the City of Westminster's "R-10,000" zoning district. that access is through Woodside Drive. that an enclave is not being created. Discussion: Mr. Kane asked for the definition of a Tech Hub. Mr. Gray stated he would get back to the Mr. Lester asked for the definition of Mobile Manufacturing Movement. Mr. Gray explained goods that are manufactured closer to the consumers. Mr. Hoff gave the example of3D printing. Mr. Lester asked which counties Carroll County is trying to benchmark against. Mr. Gray explained the counties are Baltimore, Frederick, Harford, and York in Pennsylvania. Mr. Robertson stated Adams County would be Carroll County's best benchmark. Carroll County does Mr. Robertson asked if the Avondale properties are zoned Commercial or Industrial. Mr. Gray Mr. Robertson asked whether a decision been made on the property the County owns in Mt. Airy. He also asked what the percentage of land used at the airport is, and how close it is until a total build out. Mr. Gray stated Department of Economic Development would be the Department to Commissioner Gordon stated a Tech Hubi isa a geographical location where there is a concentration oft technological related businesses and start-ups, along with supporting infrastructure and talent Commissioner Gordon asked what county has the lowest economy. Mr. Gray stated this information is in his spreadsheet, he will check and get back to the Commission. Also, the municipalities will bei invited to come in and: share their outlook. MASTER PLAN: DATA HANDBOOK, PART1 Ms. Daly shared responses to several questions asked by the Commission at prior meetings. Ms. Daly presented the presentation on the Data Handbook, Part 1. Discussion: Madam Chair asked if the data presented on housing in the county includes the municipalities. Madam Chair asked for clarification on death rate data contained in the Vital Statistics and Health section. Ms. Daly explained the statistics are age adjusted death rates, which factors in natural Ms. Daly confirmed yes, the municipalities are included. death rates to arrive at deaths attributed to other than natural causes. GENERAL PUBLIC COMMENT Gilda Hogan, citizen, said she is concerned about the drones hovering over her area the last seven days. She asked ifthey are associated with the Piedmont Power Lines. Discussion: Madam Chair explained Real Estate Offices uses drones to take pictures ofj property. Mr. Robertson stated the Piedmont Power Line company is using drones with their surveying trucks to look at property. ADJOURNMENT PM.
