MARSHALL'S REPORT - Please see attached. Marshal Ghougasian reported that he trimmed some vegetation along the east side of the railroad tracks north of the Milton Rd. crossing. Hei indicated that it had improved the view but more needs to be trimmed and he indicated het felt a contractor is needed to perform the task. A conversation was had by Attorney Neill, Ms. Van Hekken, Mayor Thiess and Marshall Ghougasian with regards to the letter Attorney Neill sent to Brightline. He indicated to them about the blocked view. Also discussed that there is only one entrance and exit at that crossing prohibiting residents exit and entrance when they are having issues. The Marshall spoke with a representative from South Florida Builders who indicated they were purchasing the 18.5-acre property at Torpey 5. BUILDING OFFICIAL'S REPORT = Please see attached. Building Official Carl Peterson reported $ 1,193.85 in permit fees collected for the month of November 2024. Inspections Rd. and Rouse Rd. with the intention of development. Page 1 of4 mileage and fees paid totaled $1,840.40. This included 3 hours' research on previous permits. Discussion with regards to pouring a pad for boat parking in the side yard on small lots. A review oft the St. Lucie counties ordinance and other entities will be completed as well as the Village ordinance for RVand Boat/Trailers parking and will be discussed at the next MOTION: A motion was made to approve the Building Officials report for November meeting. 2024 with payment. Discussion was had about the proposed guidelines, maintenance of the vegetation, how trimming will be handled, yard waste and placement of garbage cans and recycling cans not to be put on the road, display of house numbers. If neighborhood dogs are a problem, call animal control. Awaiting a surveyleasement that was found that warrants future discussion. Ingrid Van Hekken made mention that she would like to see if Guideline #2 (trimming) could be revisited. She wanted clarification if the road is public or private. Attorney Neil asked the Board of Aldermaen it approve these guidelines. Amotion was made to approve St. Lucie School Guidelines 2-6. Mr. Neill presented thei item noting the previously received petition of more than 70 citizens to reject the annexation and various consideration and arguments that could be made. Mayor Thiess added that there were other matters pending that should have priority. Discussion ensued and thel Board members expressed a disinclination to move forwards with the annexation. Mr. Neill advised that, since there was no petition for annexation pending, there was no petition to be denied but that he would take no further action on the matter other than advising Mr. Mowery oft the Board's inclination. b) DlacusionApohntiment of Alderman for Vacant Position. Mr. Neill updated the Board and advised that the only applicant was Paul Sinnott. There was discussion about reopening the timeframe for application. Mr. Neill advised that there was no required procedure for notices or applications set out in the Charter. It was also noted that the term of office is through the upcoming election in May. Approximately 32 hours dedicated to patrols/StludeVllage business Additional Time: 2.0 (Fine Hearing Feb: 11) Dec: 14-F Received notification from a resident on Rouse Rd ofan incident that occurred at 4:30 AM. A woman with a! 5yo child approached him in obvious distress. She was speaking in Spanish and he was unable to communicate with her. As a result, he called 911 and waited 30 minutes for an officer to arrive. The arriving officer did not speak Spanish and they had to wait for an another officer that did. It was determined that the woman and her son were forcibly brought to the location in a vehicle by a man from Miami who then attempted to sexually assault her before being pepper sprayed byl her. She tookl his keys and ran eastward were: she met up with the resident who was walking his dog. While deputies were investigating his vehicle the perpetrator ran over thel berm along' Vista Palm and into the wooded area' West of Old Dixie Hwy. The vehicle was determined tol have been stolen but thel identity of the man was determined from his wallet that was lefti init. Deputies informed me that they think iti is likely that he has returned tot the Miami area. February 12-Imet with FPUA and showed them all the areas ofthe village where tree limbs are too close to power lines.
