Present: Jesse Nelson, Mayor Judy Vandergrift, Mayor Pro Tem Sam Peebles, Commissioner Pat Perno, Commissioner Jamie Warrick, Commissioner Vickie Gainer, City Manager Sergeant at Arms Amy Myers, City Legal Counsel Item # 1. Call to order. Mayor Nelson called the meeting to order at 5:30 P.M. Item # 2. Invocation and the Pledge of Allegiance. The invocation was given by Pastor Ramsey followed by the Pledge of Allegiance. Item #3. Public Commentary. Ms. Parker - Wanted to revisit the January 2024 situation. She read from the email and continued to provide her opinion against the content and thej process. She would like them to go back, re-vote, and delete that amount. She also spoke about Chief] Ramie who had asked in church for her forgiveness for his actions. She would like that he goes back to all the people he has wronged and wrongfully Mr. Walker - 1106 Michigan Ave - stated that in the last commission meeting a commissioner remarked that he should visit his optometrist to see clearer. For his clarification he was diagnosed with astigmatism. He went on to explain his vision health and that his vision has been certified by the military multiple times over the years, and he has 25/25 vision. Item #4. Mayor's Report. The Mayor reserved his report for the first meeting in February. Item #5. Commissioners' Reports. Commissioner Peebles - Advised they had brought the overtime issue up at the last meeting and clarified in he spirit oftransparency it was brought back on the agenda and voted on officially. He liked the advice given by the Beshearse' to require more during the Commission meetings. His coffee meeting went well, and hel had good discussions with a few: residents. Has corresponded and met with ai few other residents this week, including discussions about how to use the CRA more effectively. Enjoyed attending the MLK event. Thanked everyone who worked at the MLK event and the first Commissioner Perno - discovered that snow can be crippling ify you have a business that has to close Commissioner Warrick - enjoyed attending thel MLK event. Held his time with a commissioner with ai few residents. He reminded all that his number is 850-391-1217 to call him or message ifthey like. He did receive emails and met with ai number ofresidents about the subdivision across thel bridge. At the last meeting he mis-stated that Commissioner Vandergrift was appointed, realizing only afterwards that she had actually run for office thereafter, SO apologies. Commissioner Vandergrift -1 thanked the first responders and staff for clearing the roads and keeping people safe and allowing access to emergency services. Thanked Ms. Gainer for SO diligently getting the state to clear up HW77. She had spoken to several individuals who live in the Cassa Del Mar area. She also enjoyed attending the MLK event. Wanted to address the comment about the 1.5 commissioners = shel has served here for more than two years now. The citizens ofLynn Haven have five commissioners and the person who made that statement doesn'thave a clue about what they do and how they want to move forward from the past. She went on to state that no, they are not] perfect, we all make mistakes, we try to rectify those mistakes. She wanted to reassure the residents that they have four commissioners and a Mayor that work hard for them, and she is proud to work with them. Item #6. City Manager's Report. A. Warrant list: There were no questions. City Manager Gainer thanked all staffmembers for working as ai team to clear the city roads and keep the city safe during the snowstorm, even though they did not have all the equipment required to deal with that situation. Presentation by Stantec for discussion only ofthe Stormwater Assessment and' Tier The City Manager invited Peter Napoli and Kyle Stevens from Stantec to present the Stormwater Commissioner Peebles - excellent report with tons of data. This is exactly what he was asking for and he likes these options that make sO much sense, and he definitely would support one of these scenarios. He really likes Scenario #2 with the one time 50% for the next fivey years, and the one with Commissioner Perno - scenario 1B and 2A with 50%, that were the larger percentage that falls ini the middle. What would they be paying based on now?1 Mr. Stevens said that the homes currently paying $91 will move to be $189 under a 3-tier restructured scenario 2 with 50%.
