City of Groveland Minutes Recreation Advisory Committee Meeting Tuesday, January 14, 2025 The City of Groveland Recreation Advisory Committee (RAC)held a regularly scheduled meeting on Tuesday, January 14, 2025 in the Lake David Community Center located at 450 S. Lake Avenue, Groveland, FL 34736. Chair-Person Joscelyn Campbell called the meeting to order at 5:30 p.m. with the following members present: Vice-Chair Linda Cowels, Frederick Wood, Chuck Kenzig, Michael Gris, David Badillo, David Bergstein, and School Board Member Representative Lashawn Irvin. City staff present were Parks & Community Services Director Mike Walker and Recording ecretalyAdminstralve Assistant Maritza Calderon. Keep Lake beautiful Groveland, Mascotte community clean-up day. January 25, 2025 from Adult Co-ed Volleyball is kicking off in response to requests from the community. Registration for the Co-ed Volleyball league is open throughout this month, with games beginning on February 3, 2025. Following that, Basketball season will start. 9:00 am to 12:00 PM OLD BUSINESS 1. Capital Improvement Plan (FY24-25) Mr. Walker referenced the first quarter of the fiscal year to the Capital Improvement spreadsheet contained in the agenda packet and reported the following: South Lake Regional Park - Bidding packet is being put together,The Engineer is putting in his proposal to handle the Bid solicitation and the construction phase of it once we complete the bidding packet we will go out to bid for 30 days that the bidding packet will be put together and construction should start by April 2025 this will be a 10 to 12 month Cherry Lake Park Phase 2 - Construction documents need to be designed, adding additional lighting around the lawn and playground area. Mr. Walker presented a diagram oft the Cherry Lake Park to show where the lighting is needed. We Presented 2 months ago we were awarded $200,000 grant money from FERDAP to build two tennis courts and another basketball court and Diagram was shown to RAC Members to show what it will look like (four tennis courts or Pickel ball court and three basketball courts, the rec center, Ronald Sefton Gaffney Park Phase - Currently in Surveying the property, construction documents will be put together and construction will start in four to five months end of spring or summer. Cherry Lake Park = A map was presented showing the footprint of the existing tennis courts. As previously mentioned on the City's website, Mr. Walker has received several inquiries via email and a resident by the name of Alex Mattioli who emailed in sport oft the tennis court about the potential inclusion of tennis or pickleball courts in the area. The RAC Committee has also discussed the addition of pickleball facilities. During the FERDAP application process, the original conceptual plan included two tennis courts, additional basketball courts, walkways, trails, trash receptacles, and other amenities. The $200,000 state grant awarded was based on this plan, with the requirement to match the funding for a total project budget of $400,000. We reached out to FERDAP to explore the possibility of replacing one tennis court with a pickleball court. The current footprint, as outlined in the Kimley-Horn conceptual plan, could easily accommodate both tennis and pickleball courts. FERDAP has expressed receptiveness to this change, and we have received written confirmation. This proposal was brought back to the Recreation Advisory Committee for further input and support. Presenter Eric Golden and Jeff Fields shared their ideas for the new racquet court, seeking RAC's motion and support for modifying the FERDAP grant to include both tennis and pickleball courts, though no final decision is expected at this time. Motion: Committee Member David Bergstein to add one tennis court and four pickleball and discuss Padel, seconded by Committee Member Michael Gris. City Asset Naming at Cherry Lake Park - Glen Jusczyk traveled from Massachusetts to submit a request to the City Manager's office regarding the naming ofa city asset at Cherry Lake Park in honor of his late daughter, Malia, and Mr. Stone. Both Malia and Mr. Stone grew up near the Cherry Lake area. Glenj presented to the Committee, speaking about the asset naming request and providing insight into the legacy and inspiration ofMalia's life. Glen was. joined by family members who participated in the presentation via Zoom. Mr. Walker mentioned that Committee members, Mr. Padillo and Mr. Kenzig Thej possibility ofas soccer field at Cherry Lake Park was discussed. While the timeline for the construction oft the soccer field is uncertain, the family is awarc ofthe potential for it in the future. The South Lake Regional Park layout, which includes plans for a soccer field around March 2026, was reviewed. The family expressed interest in tying the asset naming to the soccer field, should it be built. Additionally, al USA Soccer handout was provided, outlining aj program that offers children, including those with challenges, the opportunity to participate in soccer. Children start back January 21, 2025. The new training center will have thirty new seats. Twelve computers in the computer lab. One game room = in need of a foosball table Library books were added to the library as of January 14,2025. Vice Chair Cowels reported that staff are excited about the new Else Tomlin Community center and ready to get started. Training rooms and multipurpose rooms are nice and ready which will hold classes to teach English for non-English speakers among other classes to include tutoring. They have a committee that will meet to go over the vision and mission of the Else Tomlin Community center. b.
