Weinberg, Mayor, called the meeting to order at ESTABLISH QUORUM- - Pursuant to AB2449, Sally Meadows, Comncimember,rqusted During the Special Meeting of October 8, 2024 at 6:00 p.m., there was ai motion by Dailey and Second by Fligor to approve the remote attendance of Councilmember Meadows. Motion PLEDGE OF ALLEGIANCE- Neysa Fligor, Councilmember, led the Pledge of Allegiance. toa attend the meeting remotely due to ai medical issue. carried unanimously by roll call vote. REPORT ON CLOSED SESSION There were: no public comments during the Closed Session meeting. During the Closed Session meetings of October 8, 2024, the only reportable action was the unanimous approval oft the remote attendance request of Couhcilmember Meadows. CHANGES TO' THE ORDER OF THE. AGENDA There were no changes to the order of the agenda. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA There were no speakers during Public Comment. CONSENT CALENDAR There were: no public speakers for the Consent Calendar. Lynette Lee Eng, Councimember, requested to pull Item 3 for further discussion. Jonathan D. Authorize the City Manager to execute an agreement with Harris & Associates for the 2024-2025 Downtown Parking Lot Resurfacing Project in the amount of $243,222.00; and authorize the City Manager to execute a change order not to exceed 10% ($24,300) of the total contract amount on behalf oft the City and find the Council's action categorically exempt pursuant to CEQA Section 15301(c) consisting of the operation, repair, maintenance, ori minor alteration ofe existing public or private structures or facilities, such as parking plazas, involving negligible or no expansion of existing or former use. Hold Public Hearing No. 5 to receive aj presentation from the City's consulting demographer, Redistricting Partners, solicit public input on draft district maps and the order of elections oft the: five new districts including whether candidates for City Council must be residents and electors oft the district in which they seek election for any period of time prior to filing their nomination papers and declaring their intent to run; reach agreement on1 the mapi to become the City's final district elections map; and to consider an ordinance adopting district-based elections and approving the final district map: for the Jon Maginot, Assistant City Manager and Paul Mitchell, Redistricting Partners, presented City ofLos Altos the report.
