Held first reading and introduction of an ordinance amending Title 3, Chapter 3.30 Informal Bidding, to increase informal bidding thresholds and service definitions in accordance with updated Assembly Bill 2192 (2024) amendments to the Public Contract Code. Ayes: Noes: Absent: Abstain: Diallo, Torres-orCallagnan and Akinjo None Lazard None 5.2 UNSCHEDULED CITY COUNCIL VACANCY WITH TERM ENDING DECEMBER 2026 Director of Government Services and City Clerk (City Clerk) Teresa Vargas provided the presentation on options to fill the City Council vacancy: The vacancy was as a result of Paul Akinjo being elected Mayor and leaving an unscheduled City Council Member vacancy for the City Clerk Teresa Vargas Vargas announced a public comment letter received from Jimmy Zien supporting the appointment of Stephen Dresser, as the City Council Candidate with the next highest number of votes. The following in person speakers spoke in support of appointing Stephen Dresser, as the City Council Candidate with the next highest number of votes: Sheilla Zavallos, Bob Wallace, Steve Howe, Patty Klingman, Stephen (Steve) Dresser, Bob Klingman, George Jackson, Tosh Ishihara, Bennie Gatto, and Mark Elliott. Mansoor Fazel spoke in support of accepting applications for appointment consideration. A question and answer period followed. The City Council discussed the matter. Vice Mayor Torres-oCallagnan and Councimember Diallo expressed interest in accepting applications for consideration and invited those interested in applying. Mayor Akinjo expressed interest in appointing the City. Council Candidate with the next highest number of MOTION FAILED by Mayor Akinjo to continue the discussion to the next regular City Council meeting, due to lack of second. There were no motions made to adopt the proposed resolution, due to insufficient majority votes (minimum of three aye votes). The question and answer period continued.
