LCALLTOORDER 2. INVOCATION The regular meeting was called to order by Mayor Norman at 5:56 p.m. Manager Mike Koser offered the invocation. 3. ADOPTION OF AGENDA (MOTION) Commissioner Chris Matthews made a motion to adopt the agenda as presented. Commissioner Monta Davis-Oliver seconded the motion, and the motion passed unanimously. Vote: 4/0 4. PUBLIC COMMENTS Mr. Carl Vestal, owner of 202 Bevel Jones Court, approached the Board regarding al high water bill. He reported that vandalism had occurred at his property, where a water spigot was left on for several days. Mr. Vestal requested that the sewer portion of! his bill be removed. After some discussion about how Mr. Vestal will prevent this from happening Commissioner Monta Davis-Oliver made ai motion t0 remove the sewer charge of approximately $124 from Mr. Vestal 's water bill. Commissioner Chris Matthews again, the Board agreed to remove the sewer charge. seconded the motion, andi the motion passed unanimously. Vote: 4/0 5. APPROVAL OF MINUTES (MOTION) Commissioner Monta Davis-Oliver made a motion to approve the following minutes as presented. Vote: 4/0 December 2, 2024 (Regular Meeting Minutes) 6.CONSENT AGENDA ITEM(S)#1 (Motion Needed to Approve ItemsAttachment t#I) Budget Amendment #2 to increase fund balance to pay for increased Budget Amendment #3 to increase fund balance to pay for new Flail cost of4th of. July Fireworks. A tax void totaling $1,942.26 Atax discovery totaling $28,313.88 An invoice totaling $6,629.72 Mower. Commissioner Chris Matthews made a motion to approve the Consent Agenda items as presented. Commissioner Scotl Winebarger seconded the motion, and the motion passed unanimously. Vote: 4/0 7. FIRECHIEF'S REPORT 8. POLICE CHIEF'S REPORT Fire ChiefJody Doss presented his monthly report to the Board. Police Chief Dimmette presented his monthly report to the Board, noting that it includes the annual totals ofs service calls handled by the Police Department. 9.PUBLIC SERVICES DIRECTOR REPORT Public Works Director Jacob Swaim provided an update to the Board regarding the roundabouts. He mentioned that Frontier Natural Gas is nearing completion of their utility line relocation. Additionally, the sewer line work is currently inj progress. Mr. Swaim informed the Board that all utility work will be conducted at night. 10. EVENTI PLANNER REPORT Event Planner Lauren Willard provided an overview ofrecent activities. She informed the Board that she has been collaborating with the Yadkinville Downtown Collective to encourage the group to move forward with forming a 501(c)(3) organization. The next Ms. Willard mentioned that Mr. John Willingham has established a Wall Mural Committee for Downtown. She asked ift the Town could assist business owners in funding their mural projects, should they choose to participate. It was discussed that the Town offers a Façade Grant, and the Tourism Development Authority might be able to meeting is scheduled for January 14th at 9:00 a.m. allocate funds for this initiative. 11. TOWN ATTORNEY BEN HARDING Town Attorney Ben Harding had nothing to report. 12. PLANNING REPORT 13.1 MANAGER'S REPORT Manager Koser gave an overview ofthe Planning activity. Resolution No. 2025-01 Dedication of Fernwood Phase 1 and Phase 2 Streets, Right-of-ways, Water lines, Water Line Easements, Sewer Lines, Sanitary Sewer Collector Lines, and Surface Water Drainage Lines (Attachment Manager Koser presented Resolution No. 2025-01 to accept the dedication of Fernwood's streets, as well as water and sewer systems. Vote: 4/0 Quotes for Speakers at the Park (Attachment #4): Town Clerk Alex Potts presented two quotes for the installation of outdoor speakers at Yadkinville Community Park, both provided by Audio Unlimited. The first quote totaled $17,373, while the second came to $21,166. Ms. Potts mentioned that she is also exploring alternative options. The Board discussed whether to proceed with this project. Manager Koser added that he is looking into diagnostics for the digital park sign. He noted that the manufacturer is located out ofstate, and there may be a need to consider an upgrade. The Board reached a Manager Koser noted that Mr. Robert Baldwin has decided to continue his development with the current zoning of the Rural Residential District. Town Facilities will be closed on Monday,January 20"h, in observance of consensus to prioritize the sign. Northwood Church Road Update: Martin Luther King Jr. Day. 14.
