Commissioners inquired about an update on the usage of cell phones in the courthouse, Sheriff Stains commented that a meeting was coming up fori further discussions. Motion by Commissioner Bunch to hire Tracy Miller as a Security Guard for the Fulton County A brief Salary Board meeting was held to set Mr. Miller's wages. Separate minutes are on file. Commissioners met with CDBG Coordinator Patti Hess to have CDBG documents approved and Motion by Commissioner Shives to approve the CDBG (Community Development Block Grant) Courthouse, effective April 25, 2023. All in favor. 198 Motion by Commissioner Shives to approve Commissioner Ulsh executing Application #1 to Keeta Quay for their first payment for the McConnellsburg Curb Cuts Project Phase II, in the amount of Motion by Commissioner Bunch authorizing Commissioner Ulsh to execute the Change Order for the McConnellsburg Borough Curb Cuts Project Phase II, reducing the cost by $55.00. Commissioner Shives departed the meeting at 9:00 a.m. Commissioners met with Career Placement Specialist Joyce Lynch and Executive Director Barb Covert, both with Employment and Training, Inc. Lynch and Covert provided the Commissioners with a snapshot of programs and services offered. Lynch noted that the county unemployment rate stands at 3.1% with the state unemployment rate higher at 4.4%. Also discussed was the 2-year Commercial Motion by Commissioner Ulsh to execute a 2-year Commercial Lease renewal between Employment and Training, Inc. and the County of Fulton for 122 West Market Street, McConnellsburg, PA, 17233 Commissioners attended a Zoom meeting with Gary Pintado with Industrial Appraisal Company who was assigned to Fulton County by PCORP. Also in attendance by Zoom was Keith Wentz, Risk Management Director for CCAP. Building and Maintenance Director Brad Seville attended in person. Pintado explained that he would need an updated list of county owned properties to get the appraisal process set up as part of normal routine procedures. Pintado noted this is part of the county's CCAP Motion by Commissioner Ulsh to accept Craig Dunkle's verbal notice of resignation to EMA/911 Director Brian Barton from his EMA/911 Dispatcher position, effective immediately.
