Muncy Borough Council Meeting Minutes January 16, 2025 The meeting of thel Muncy Borough Council was called to order in the Library/Media Center of the Muncy High School at 6:30pm by President Scott Delany. The Pledge of Allegiance followed and ai moment of silence for Armed Forces, First Responders and Front-Line workers. Council Members present: Georgel Henry, Thad Martin, Ryan Scruggs, Dick Sutton, and Scott Staff Present: Borough Manager Charley Hall, Secretary/Ireasurer Katie Hakes, Chief Dorman Guests Present: Donna Sutton, Wayne Wolfgang, Chip Gottschall, Craig Scruggs, Molly Delany, Guest Participation: Three potential council candidates, Tara Ashby, Pharron Banghart and Ed Brockman spoke about their interest on serving on Council. Council had the opportunity after hearing these three candidates speak to ask questions to these individuals. Dick Sutton made a motion to: nominate Tara Ashby. Thad Martin 2nd the motion. George Henry made ai motion to nominate Ed Brockman. No 2nd motion made for Mr. Brockman. Roll Call vote for Tara Ashby: George Henry - Yes, Thad Martin - Yes, Ryan Scruggs - Yes, Richard Sutton - Yes, Scott President Delany thanked the other candidates for their interest and reminded them there will be Old Business: The street crew has started to clean out the attic. At the February meeting, an New Business: The streets committee met, reviewed three different consultant teams for the Carpenter Street Bridge Engineer. The committee recommended. Livic Civil, as they are currently involved in other projects around the borough at this time. Thad Martin made ai motion to Announcements: Charley elaborated on an email sent by Mr. Henry in regards to information that is shared with members of council and how that information is shared. Based on recommendations from the Solicitor, all members ofc council who actively participate in the meetings receive the information required to make decisions accordingly. Ifanyone is being kept from that information, it is because Charley believes those individuals fall under the category of not actively participating in meetings. George Henry expressed how he is about transparency, fiscal accountability and communication and everyone needs to work together, meet in the Sutton is impressed with the boroughs Solicitor Chris Kenyon and expressed "money well spent". George Henry asked Charley to give an update on his progress with Journey Bank about the parcel of ground that isl located next to the parcel ofl land the borough just obtained from the library. In speaking with local representatives of] Journey Bank, Charley wasi informed that in order for the bank to consider that parcel for the borough, the Muncy Public Library would have tos step aside from their agreement that they have with the bank, in keeping with the agreement and wishes of the former, now deceased, bank president, Dan Berninger, who: made that Public Participation: Pharron Banghart was directed to Vic, Codes/Zoning officer on a codes question she asked. Pharron also asked ifthere was an update on the dog park Councilman Bill Scott was working on with Muncy Creek Township.
