MOUNTAIN VIEW TOWN COUNCIL SPECIAL MEETING AND VIA ZOOM January 14, 2024 5:00 PM 4176 BENTON STREET, MOUNTAIN VIEW, CO 80212 1. Call to Order 2. Roll Call Mayor Mitcham called the meeting to order at 5:00 p.m. in Town Hall, 4176 Benton Street, Mountain View, Colorado. Present: Mayor Emilie Mitcham, Council Member Leal Algiene, Mayor Pro Tem Kathleen Bailey, Council Member Laura Dennis, Council Member Brittany Loecher, Council Member Brent Metz, and Council Member Nancy Unger. A Quorum was Staff in attendance: Town Administrator John Beltrone, Town Attorney Austin Pierce Mayor Pro Tem moved to change the agenda sO the Public Comment period would come before the discussion of the Clerk appointment. It was seconded. Mayor Mitcham explained the need to have the public comment period after the resolution was due to the necessity to have the Town Attorney present for the full discussion of the resolution on the agenda. Council discussion ensued after which established. Flanagan. Mayor Mitcham asked the Town Clerk to call the vote. The motion passed unanimously by roll call vote. 3. Public Comment Clerk. Town resident Dodie Dosh asked how many people applied to the position of Town Town resident Melinda Plemel stated that community members were here due to one person's really poor decision, and because oft that decision there was an overwhelming desire for this person to be recalled. She advocated against appointing a new person, when someone is already in the position and the process is under way, even though she recognized that mistakes had been made. She ended her statement by saying that Council Member Metz should recuse himself from the decision at hand. Town resident Jeff Kiddie asked for a print-out or statute number for the guidelines of how the recall is being run, stating he did not consider that legal advice. 4. Resolution 2025-01-14A-/ A Resolution of the Town of Mountain View, Colorado Mayor Pro Tem Bailey moved to approve the resolution. It was seconded. Council Member Metz stated he is voluntarily recusing himself during the agenda item due to his conflict of interest, Mayor Mitcham excused him from the table. Mayor Mitcham shared the history of creating and advertising the Town Clerk position, and how current circumstances had revealed the urgent need to appoint someone with experience administering elections as well as municipal clerk experience. Administrator Beltrone stated roughly fifty candidates applied for the currently advertised Administrative Clerk position and none had enough experience for this version of the Town Clerk job. Town Attorney left the meeting at roughly 5:50 p.m. After additional discussion, Mayor Pro Tem Bailey moved to amend the resolution to add the name of Onorina Maloney as the appointed Town Clerk. It was seconded. The motion passed via roll call vote, by a vote of 3 to 2 vote with Mayor Pro Tem Bailey, and Council Members Loecher and Unger voting in favor and Council Members Algiene and Dennis voting against. Council Member Metz returned toi the table at 6:18 p.m. 5.
