Paul Black UPRFPD. Chief Evans spoke with you ai few meetings ago about the project and study they did on the Hwy. 160 corridor and Hwy. 160 and Bayfield Parkway intersection. Katie sent them all the information and they saw that there was some money awarded form Congress and CDOT matched it. They realized that the Town Manager is not here anymore and she was the project manager. Would like to enter in to al MOU with the Town. Very interested in thati intersection. That money is sitting there and wants to get this project done. School District is floating al bond out there. Would like their legal staff to put together an MOU and present itt to you. Trustee Nyberg and Morlan would like this on the agenda. Trustee Zazzaro asks how long it would take to do an MOU to have UPRFPD be the project manager on this. Town Attorney Goldman states their legal will Brad Blake Pine River Commons wants to add some things to the light at the intersection. States the funding will go away in 2027. Itwould be a tragedy ifi it went away. CDOT is very excited about this project. Would be Lucy Stewart speaks to the water bills going out. Feels she is paying the summer rate. Wants to see something from the city as this is what your bill is. Trustee Katsos encourages her to call the utility counter and ask the questions. Kathy Cathcart (Finance Director) states to stop! by and she will go over the bill with her. Matt Campbell 612 Dove Ranch. Developed a water loak right around when the city stopped sending out bills. Got his bill and ity was $4000 and asked if the city had a mitigation program that most cities have. Would have known if he was getting water bills. Asking for a mitigation. Mayor Au asks the Board if they want it on the next Andrew Klotz with the Cinnamon Heights project wanted to stop by and give a once a month update on Cinnamon Heights. All contracts signed in the end of December. Got the storm water approved from the State. Might start moving dirt maybe this week or next week. Plan is to start on the west side of the road then start on the east side and may have to close that road and Public' Works Director Jeremy Schulz is aware. Theresa McCoy and she manages the grants on the State side of things. States everything is fine but mentioned that Ms. Sickles the former Town Manager had signature authority. They need a resolution or something that shows ar new signatory. Michael Goldman (Town Attorney mentions we have a resolution on the agenda tonight for the make a draft and then he and the Board will review it. happy to help and is helping thei fire district. Normal operations. More benches and tables in the parks installed. Lots of mitigation at Little Pine and Roadside Park. Would like to make at fire line around the park. Paul Black states the grant for UPRFPD is in review for the mitigation there. Was able to use the wood they mitigated. Gained al lot knowledge on sports field management. Will be assisting Rec with moving the basketball hoops, as they are heavy. Also adding more equipment adds to operational costs. Over budget in supplies due to the lift in the shop. After the last meeting with the PARQ committee, wants to take part in the meetings if the Board is ok with that. Feels we can make the park plan a reality. This month we start vehicle maintenance. Trustee Morlan asks if you went over on the budget do we have to make an adjustment. Ms. Dustin Hayden (Town Clerk) gives report. Gives a youth basketball update. 108 kids signed up. Kindergartners only had one team sO DJ Pacheco (Rec Coordinator) will have them practice here but play games in Ignacio where there are five teams in that age bracket. Pickle ball starting soon. Does not feel that we should move itf from admin. Feels iti is important that if we need to get a signature on a grant or something like that when iti is there every day for admin staff. Trustee Morlan asks Town Attorney Goldman about the legalities of a Board member or admin staff having signature authority. Mr. Goldman points out that one admin person and one board member could be a solution sO that you have one or the other. Thel legality is pointed out in the second whereas paragraph of the resolution. Mr. Goldman suggest not spreading that signature authority around. Trustee Katsos states that since Ms. Cathcart does the finances that having Mr. Schulz do it would be satisfactory. Trustee Zazzaro asks for clarity about the practicality and having the Mayor sign things ifiti is a conflict of interest with some Mr. Motion to Approve Resolution #647 establishing signature authority to thel Mayor and change the Mayor Pro Tem to Jeremy Schulz in lieu of the absence of a Town Manager or Interim Town Manager: Trustee Morlan Schulz is working on. Feels iti is more practical to have Mr. Schulz added. There may be a motion by this Board about interviewing a couple of those candidates. There may also be some action taken about what to do in the meantime while we are searching and interviewing Interim Town Manager candidates as far as the staff goes. Brad Blake would like to endorse Pat Vaughn as Interim Town Manager. He is from the area and has a professional working relation with him. This willl be our first phase of interviews, should either one of these not be a good fit then we have phase two. As far as staff is concerned we were presented with al breakdown with how the staff is going to oversee the areas of town management and we will review on Thursday for compensation for their extra load and we would like tor make sure. Happy New Year. Nothing to report. Had a meeting with the Good Food Collective. Interviewing people about things they need. See what they are working on. Probably pick the library for their meeting spot. People can come see what they are working on. Great to see Paul Black here tonight for UPRFPD and talking about the east side intersection. Bayfield Chamber of Commerce meeting is next Thursday. Having their annual membership holiday party at the Sky Ute Casino. Considering doing that weather depending. They did send me iti in writing what they wanted Town Hall space for. Iwill forward that to the Board. They were talking about insurance and limited storage needs and meeting space availability. So this may be something we need to address with a new Town Manager or with Mr. Schulz. Goes over some stats on emergency preparedness. Wants to find ways that we can educate the community on emergency preparedness. Trustee Morlan Trustee Nyberg RHA meets Thursday. Sent the Board a report of the housing needs assessment. Interesting read. Nothing yet Feb. 13th is the next meeting for the Southwest TPR. Mayor Au states make sure to push that east side on the Lal Platal Economic Alliance.
