Minutes ofWorkshop: January 07, 2025 Mayor Pratka called the workshop to order at 5:33 pm. Brian Muska, Chris Nors, Cody Harris, Jerrel Bolton, and Matt Miller were present. Item #9, ChiefWhite gave a brief description of the Texas SmartBuy Membership Program stating that; to purchase the mandatory test kits for DWI blood draws to be submitted to DPS labs we must hold a membership to this program. The cost is $100 ayear and a Item's #10 and #11, Chief White stated that the intent of these items is to dispose of and replace the current spare patrol vehicle. Mayor Pratka stated that' WestFest has granted $5000.00 to the city and he would like to consider using those funds towards the purchase Item #8, Bill Sanders went over the Statement of Net Position (Pg.10). General Fund has an increase of $3,500,852.00 from last year, Water/ Sewer has a deficit of $2,717,750.00, and resolution is required. price. the overall change in net position is $783,102.00. Approval of the 2024 Municipal Maintenance Agreement with TxDOT, Adam Miles stated that he read the agreement, and it is safe to proceed. On a motion by Matt Miller, seconded by. Jerrel Bolton; Approve 2024 Municipal Maintenance Agreement 8. Approval of the City of West's 2023- - 2024 financial audit. Bill Sanders spoke a little more in depth about the Statement of Net Position (Pg.10), stating that some of the deficit in Water/ Sewer is money borrowed from that fund to make the payment for $1,045,188.64. The amount noted in receivables is money that has not been paid to the city, yet for the QIPP program. Mr. Sanders stated that Water and Sewer connections are up, and water sales show 85% being sold and only 15% being lost. Overall, the cityi is in good financial standing. On a motion by. ChiefWhite stated this vehicle currently has over 170,000 miles on it, and he foresees additional issues arising. ChiefWhite would like to trade this vehicle in towards the purchase of another spare patrol vehicle. Brian Muska asked ifi it was legal to trade it in or does it need to go up for bids?. Adam Miles stated that a trade in would be a legal means of disposal. Matt Miller asked where the vehicle would be traded in, and ChiefWhite stated it would be at Kapavik. On a motion by. Jerrel Bolton, seconded by Matt Miller; Approval to dispose of the 11.Purchase of spare police patrol vehicle. Chief White stated that Kapavik Supply has a ready to go patrol unit, full outfitted, with 114,000 miles, and in better condition that the above mentioned vehicle for trade in. Mayor Pratka suggested that we use the $5000.00 granted to the city from WestFest.
