CALL TO ORDER Mayor Pro Tem Winget called the meeting to order at 7:00 p.m. 2. EXECUTIVE SESSION There were no Executive Session items. 3. Councimember Britton introduced representatives of Human Coalition, Pregnancy Resource Center of Rockwall, and Resource Ministry to join members of the City Council for the reading of the proclamation. Deputy Mayor Pro Tem Shinder presented the proclamation. 4B. Presentation of a Life Saving Award to Detective Jeff Freeman. Chief Denning presented the Life Saving Award to Detective Freeman. Members of the Police Department joined in the presentation. 4C. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. C2 The filing period for candidates for Councilmember Places 2, 4 and 6 ends February 14th. And the filing period for candidates for Mayor will begin on February 5th and will end on March 3rd. Consider action to approve an amendment to Chapter 22, Article VIII of the Code of Ordinances Cori Reaume, Director of Community Development, presented this item. The requirement for concrete to be the only allowable parking surface in the front yard and unscreened side yards remain unchanged, with allowance for alternatives to be allowed in certain cases in a rear yard or screened side yard. She defined the term "approach" as the portion of the driveway from the edge of paving of the alley or street to the outside of the right-of-way line/properly line. The driveway approach abutting a city street or alley, as well as primary driveways, must be constructed of concrete. Discuss and consider action to approve a resolution authorizing the purchase of services for the Wet Zone Water Park, from BG Interpool Inc., through a BuyBoard Cooperative Contract, for a price not to exceed $662,057.00; authorizing the City Manager or his designee to execute all necessary documents to effectuate said purchase; and providing an effective date. Brittney Farr, Director of Economic Development and Community Engagement, presented Items The Wet Zone waterslide improvements will focus on the red and yellow slides, while all slides will receive at facelift, including painting. The red and yellow slides will undergo interior restoration and a new gel coat application. New splash guards will be installed at the bottom of the blue and green slides to improve safety and reduce water waste, along with general cleaning, waxing, and rust removal on the staircases. The mechanical improvements will include replacing equipment such as pumps, valves, and flow meters, and replastering pool shelves. Receive an update from the Rowlett Housing Finance Corporation Executive Director on the status of the property located at 7420 Lakeview Parkway, better! known as Lakeview Pointe Senior Living. Peter Urrutia, Rowlett Housing Finance Corporation Executive Director stated the property has received certificates of occupancy and now they are working on a marketing plan to fill vacancies on the property. Despite past challenges, including a fire that delayed the opening of the first building, they have successfully rebuilt and two of the buildings are 80% leased. The final building is being filled with 16 residents scheduled tor movei in during January and February, and that number ise expected to increase. 10739 7D. Discuss and consider a resolution approving a tax-exempt bond issuance to be undertaken by the Rowlett Housing Finance Corporation. Peter Urrutia, Rowlett Housing Finance Corporation Executive Director, made a brief statement and introduced the Rowlett Housing Finance Corporation bond and general counsel, Ryan Bowen. Mr. Bowen stated this resolution is to authorize the Acting Mayor to sign for approval, a necessary step for issuing bonds due to a federal tax requirement. A public hearing was held with no comments or participation from the public. This issuance aims to ensure compliance with ai federal tax rule that requires 50% oft the project to bei financed with tax-exempt bonds, which is part of the allocation for the 4% low-income housing tax credits. The issuance also benefits from a change in tax lawi from 2020, increasing the value oft tax credits and boosting equity fort the project, addressing delays and cost increases due tot the pandemic and a fire that impacted the development. Members of the Council inquired about who holds the debt, the potential consequences ift the bond underperforms, the impact to the PILOT payments, the telephonic public hearing process, impact Victoria Thomas, City Attorney, confirmed that telephonic public hearings are allowed, and it was properly noticed with the IRS regulations. She also stated the City is under no obligation for the bond.
