Benbrook MINUTES OF THE MEETING OF THE BENBROOK CITY COUNCIL THURSDAY, JANUARY 16, 2025 The regular meeting of the Benbrook City Council was held on January 16, 2025 at 7:00 p.m. in the Council Chambers with the following Council members present: Jason Ward, Mayor Renee Franklin Larry Marshall Dustin Phillips Gary Addison Laura Mackey Keith Tiner Also Present: Jim Hinderaker, City Manager Ethan Cox, Assistant City Manager Beth Fischer, City Secretary Bennett Howell, Director of Public Services Commander Craig Ross Scouts of America Troop 95 Others: I. REPORTS FROM CITY MANAGER V. A. GENERAL G-2682 Appointment to Animal Shelter Advisory Committee Commander Craig Ross gave the following report: Section 823.05 of the Texas Health and Safety Code requires the governing body of a municipality in which an animal shelter is located to appoint an advisory committee. The committee must be composed of at least one licensed veterinarian, one county or municipal official, one person whose duties include the daily operation of an animal shelter, and one Commander Michael Mullinax, whopreviously served ont the Animal Shelter Advisory Committee, retired from the Benbrook Police Department in October of 2024. Staff recommends that Commander Rick Cooper replace him on the committee. representative from an animal welfare organization. Current committee members are: Dr. Rhonda Daniels, Animal Doctors of North Texas Jennifer Sharp, Benbrook Animal Control Officer Richard Hunter, 4-Paws Representative Motion by Ms. Mackey, seconded by Mr. Phillips replace retired Commander Michael Mullinax with Commander Rick Cooper. G-2683 Ordinance amending Title 10-Vehicles and Traffic of the Benbrook Municipal Code (1985) by amending Section 10.24-a amending school zone times around Benbrook Middle High School 2 Bennett Howell gave the following report: The Fort Worth Independent School District (FWISD) seeks to improve the traffic patterns around Benbrook Middle High School. The current school zone times, 7:00 a.m.-10:00 a.m. and 2:00 p.m.- 5:00 p.m., were set for an elementary school with half-day classes that no longer To better accommodate current vehicular and pedestrian traffic, FWISD proposes revising the school zone times. The updated schedule would. adjust the morning period to 7:15 a.m. to 8:45 a.m. and the afternoon period to 3:00 p.m. to 4:30 p.m. These changes better align with the school's hours of 8:15 a.m. to 3:45 p.m. and meet the needs of the middle high school. generally accepted traffic engineering standards. Ordinance No. 1507 being "AN ORDINANCE OF THE CITY OF BENBROOK, TEXAS, AMENDING CHAPTER 10.24 - SPEED LIMITS, TITLE 10 - VEHICLES AND TRAFFIC OF THE BENBROOK MUNICIPAL CODE (1985), AS AMENDED, BY REVISING THE CITY'S SPEED LIMIT REGULATIONS; PROVIDING FOR VIOLATIONS, PENALTIES AND INJUNCTION; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR PUBLICATION IN PAMPHLET FORM; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; PROVIDING FOR PUBLICATION IN THE OFFICIAL NEWSPAPER; AND PROVIDING AN EFFECTIVE DATE." SECTION II PENALTY CLAUSE Any person, firm or corporation who violates, disobeys, omits, neglects or refuses to comply with or who resists the enforcement of any of the provisions of this Ordinance shall be fined not more than Two Thousand Dollars ($2,000.00). SECTION IX EFFECTIVE DATE This ordinance shall be in full force and effect from and after its passage and publication as required by law. VI. INFORMAL CITIZEN COMMENTS VII. COUNCIL MEMBER AND STAFF COMMENTS Councimember Franklin reminded everyone of the City offices will be closed on Monday, January 20, 2025, and to seek local opportunities to serve, in honor of Dr. Dr. Marshall thanked the Scouts of Troop 95 for their participation and volume as Mayor Ward shared his appreciation for the Scouts of America organization in supporting the youth oft the community and all the families involved.
