CITY OF LEON VALLEY CITIZEN POLICE ADVISORY COMMITTEE Leon Valley Conference Center 6421 Evers Rd, Leon Valley, Texas 78240 Wednesday, January 15, 2025, at 6:30 p.m. MINUTES The Citizen Police Advisory Committee met on the 15th day of January 2025, at the Leon Valley Conference Center located at 6421 Evers Rd, Leon Valley, Texas 78240 for the purpose of the following business: Agenda Item #1 Call to Order and Announcement of a Quorum Manuel Rubio called the Police Advisory Committee Meeting to order at 6:05 pm, but there was not a quorum present. Members present included Manuel Rubio, Darby Riley, Vera "Ann" Sawyer, Ronnie Morgan, and City Council members Rey Orozco and Philip Campos (late arrival). The chair and members decided to continue meeting as a citizen had shown up and wanted to address a concern to the committee, and attending Documented staff present were Police Chief David Gonzalez, and Police Lieutenant members had taken time out of their schedule to attend. Kasey Tucker. Agenda Item #6 Citizens to be Heard As there was only a single citizen present, this agenda item was moved up to accommodate this resident. Melissa Zavala, a citizen of Seneca West brought up an animal concern regarding the lack of regulation on spaying/neutering of animals from three local pet stores in Leon Valley. She cited that citizens should go to their local shelters to adopt animals in need. She cited that the City of San Antonio should be Agenda Item #2 Discussion regarding the tour of Leon Valley Police Department and Impound Lot on December 17th and December 18th by the Mayor, Council Chair Rubio expressed his thanks for the recent tour of Police and Impound facilities scheduled by Chief Gonzalez and Lt. Tucker for the Mayor, City Council, and Citizen Police Advisory Committee members on Tuesday, December 17th at 5:30 pm and Wednesday, December 18th at 9:00 am. Those who attended these tours included Mayor Chris Riley, City Council members Philip Campos and Rey Orozco, and CPAC Committee helping out the city of Leon Valley with animal needs. Those who attended the tour discussed the orderliness and dedication of all the department members to delivering professional services even within Agenda Item #3 Discussion regarding police department concerns regarding Public Safety, Traffic Flow Improvements, Challenges, and Crime Prevention Discussion was held regarding implements that the Police Department is exploring to be used to increase public safety such as LIDR cameras, FLOK camera systems, bulletproof Ina addition, specific criminal activity such as burglaries and mail theft were discussed as there had been a break-in of a community mailbox in Pavona Ridge and a discussion of the costs associated with replacing these mailboxes. A discussion ensued on how these crimes can be facilitated and how better crime prevention measures can be utilized to combat some of these crimes. Challenges included resource allocation and training budgets to provide officers with the necessary tools. Regarding traffic flow, Chief Gonzalez advised that citizens must notify police of police-related issues citing a recent call placed to Public Works of an Auto Carrier traveling on Hodges that was stuck for an extended period unable to make a turn from that street onto Evers.
