EONY oF CITY OF LEON VALLEY CITIZEN POLICE ADVISORY COMMITTEE Leon Valley Conference Center 6421 Evers Rd, Leon' Valley, Texas 78240 Wednesday, November 13, 2024, at 6:30 p.m. MINUTES The Citizen Police Advisory Committee met on the 13th day of November 2024, at the Leon Valley Conference Center located at 6421 Evers Rd, Leon Valley, Texas 78240 for the purpose of the following business: Agenda Item #1 Call to Order and Announcement of a Quorum Manuel Rubio called the Police Advisory Committee Meeting to order at 6:35 pm. Committee Members present included Olen Yarnell, Andrea Roofe, Vera "Anne Sawyer, Bill Stannard, Frank Gonzalez, Tina Chasan, and City Council member Rey Orozco. Documented staff present were City Manager Crystal Caldera and with Police Chief David Agenda Item #2 Discussion and Possible Action on the Approval of the Following Gonzalez and Police Lieutenant Kasey Tucker. minutes: October 23, 2024, Citizens Police Advisory Committee. This was postponed and added for approval at the next meeting. Agenda Item #3 Discussion regarding the creation of the Citizen's Police Advisory Committee under Leon Valley City Ordinance- Sec. 1.06.003 Citizen's police advisory committee with a focus on its current direction and focus. CM Caldera discussed the mission and focus of the Committee with a discussion of the ordinance and history of the Citizen Police Advisory Committee, lack of attendance and question regarding commitment of members. Tina Chasan requested announcements ofn meetings on the marquee, Lion;s Roar submissions and E-News distribution. Members proposed setting specific dates for attendance to make it easier for citizens to Members discussed a request for Animal Control officers to be present for meetings and give regular updates. Chief Gonzalez stated staff are not present at times of meetings and that the focus of this group is Police advisory but could address specific agenda items as they arise. Tina Chasan brought up putting a facility at the Fire Department as this had been discussed at another meeting sometime in the past. City Manager know when upcoming meetings would be held. Leon Valley Police. Advisory Committee Meeting Minutes November 13, 2024 Caldera addressed these questions, discussing non-feasibility due to manpower shortages, cost ofi infrastructure, and required training. Discussion of TNR article for Lion's Roar to increase awareness. Bill Stannard brought up a concern about loose dogs (off-leash) in the creek area. Members were advised to call for services at the Agenda Item #4 Discussion regarding the Leon Valley Police Department's growth Discussion was made regarding the new subdivisions under construction in Leon Valley and how the addition of these new housing communities and residents will impact police services. Chief Gonzalez advised that these additions would prompt the addition of additional patrol staffing to meet the increasing needs of current and new residents. Additional discussion of the need for members to support our goal of becoming a TCOLE Training Provider through a subcommittee to serve as a board. Additional consideration was made requesting how the City will address the end of Red Light Camera program in 2037. City manager Caldera discussed that these budgetary items have been brought to Council sO that planning can occur well in advance of this end. City Manager Caldera sought to engage committee members by advising members and citizens to make their voices heard through engagement with their Mayor and City Council members by telling their representatives what they need as citizens.
