REGULAR COUNCIL MEETING -] December 9, 2024 The City Council oft the City ofLa Grange met in Regular Session on Monday, December 9, 2024, in the City Hall Council Chambers at 155E. Colorado Street with the following members present: Mayor Jan Dockery, Mayor Pro tem Kathy Weishuhn, Councilmember Bonnie Busch, Councilmember Katie Gross, Councilmember Chris Jernigan, Councilmember Bryan Kerr, Councilmember Kim Newton, Councilmember Ken Taylor, and Councilmember Violet Zbranek. Staff present: City Manager Jack Thompson, Assistant City Manager Frank Menefee, City Attorney Marie Angela Flores Beck, City Secretary Janet Bayer, Finance Director Brett Wolff, and Chiefof Police David Gilbreath. Visitors: Alyssa Bickford with Lanford Community Management Services, Inc, and Teresa von Rosenberg. Mayor. Jan Dockery called the meeting to order. Next were pledges to the US and Texas Flags. Mayor Pro tem Kathy Weishuhn gave the invocation. PRESENTATIONS/PROCLAMATIONS None. PUBLICHEARINGS None. CONSENT AGENDA The first item under consent agenda was to discuss and/or consider approval ofNovember 25, 2024 minutes. Motion Mayor Pro tem Weishuhn, Second Councilmember Taylor to approve the November 25, 2024, minutes as presented. Motion carried 8-0. The second item was to discuss and/or consider Re-appointments to Fayette Public Library Museum Archives Advisory Board. The Library Board recommended that the following members whose terms will expire on. December 31, 2024, be re-appointed for a three-year term - Brianne Bernsen, Kathy Carter, and Greg Walker. Motion Councilmember Zbranek, Second Councilmember Gross to approve the Fayette Public Library Museum Archives Advisory Board Re-Appointments as presented. Motion carried 8-0. The third item is to discuss 2025 City Officers' General Election Calendar. The General Election for City Officers is May 3, 2025. The first day to file an application for a place on the ballot is. January 15th, 2025. The last day to file is February 14, 2025. City Officers up for (re)election are Mayor Jan Dockery, Ward 1 Councilmember Katie Gross, Ward 2 Councilmember Ken Taylor, Ward 3 Councilmember Bonnie Busch, and Ward 4 Councilmember Chris Jernigan. REGULAR AGENDA The first item under regular agenda was ai report on Water/Wastewater Department responsibilities and operations by Andy Blaha, Water/Wastewater Department Supervisor. There are 5€ employees between the departments who are regulated by TCEQ - Texas Commission on Environmental Quality on rules, permits, licenses, and/or compliance. There are 6 water wells within the city that average 550,000 gallons/day total. Our wastewater treatment plant averages 400,000 gallons/day. We have 11 sewer lift stations within the city. In 2021, the city developed an Emergency Preparedness Plan required after the "great freeze". Wel have 4 trailer mount generators s-mobile for our wells or lift stations and aj permanent mounted generator for our wastewater treatment plant. The city is grateful for another resource available to us: 2-4"ir interconnects with Fayette Water Supply Corporation at Svoboda Lane and Hwy 159. The second item was to discuss and/or consider adopting a Resolution authorizing and approving the creation ofTexas Municipal Gas Acquisition and Supply Corporation VI and approving the certificate of formation and bylaws therefor and appointing directors thereof. The city has previously authorized the creation of a number of public facility corporations, including those doing business as MuniGas, TexGas I, TexGas II, TexGas III, TexGas IV and TexGas V, to finance and acquire natural gas supplies for ai municipal cooperative natural gas purchasing program. Given the opportunity to finance and acquire an additional supply of natural gas for the program, MERC has proposed that TexGas VI be created as a public facility corporation to finance the acquisition of an additional prepaid natural gas supply that will be sold tol MuniGas. Motion Mayor Pro tem Weishuhn, Second Councilmember Newton to approve the Resolution authorizing and approving the creation ofTexGas VI and approving the Certificate of Formation and Bylaws therefor appointing directors thereof. Motion carried 6-0-2, with Councilmember Busch and Councilmember Taylor abstaining. The third item was to discuss and/or consider removal of. Janetta Morris as director ofl Municipal Power Acquisition and Supply Corporation (d/bla MuniWatt) and appointment of Shawn Raborn as director ofMuniWatt for the remainder ofl her term. Motion Councilmember Newton, Second Councilmember Buscl to approve the removal of. Janetta Morris as a director ofl MuniWatt and appoint Shawn Raborn as a director ofMuniWatt for the remainder ofl her term. Motion carried 8-0. The fourth item was to discuss and/or consider Local Financial Policy and Procedures pertaining to the GLO Community Development Block Grant - Mitigation (CDBG-MIT) Method of Distribution (MOD) Program, Contract #24-063-076-E687. A Financial Policy and Procedures document is required for approval by the City Council as part oft the GLO Community Block Grant process. Alyssa Bickford with Langford Community Management Services, Inc was available to answer any questions that council had. Councilmember Taylor stated the Tax Appraisal Board is looking for members to serve on the Staff Updates City Manager Thompson reminded City Council oft the next Special City Council meeting on Tuesday, December 17t, at 6:00 pm to discuss branding for the City ofLa Grange. Library Director, Allison Hollek, invited City Council to thel library's] Holiday Open House on December 11th from 10:00 am -1:00 pm where Santa will be coming to visit. They will also be hosting al holiday movie event on December 18th from 5:30 -8:00 pm where the community can enjoy music and refreshments then view The Polar Express movie. Registration is required. ChiefofPolice David Gilbreath stated there were 360 calls for service in November, 33 ofwhich were for animal control. There have been 942 citations issued this year SO far along with 692 warnings. Citizen Participation Under Citizen Participation, Teresa von Rosenberg spoke. Items of Community Interest Breakfast with Santa will be held at the Recreation Center on Saturday, December 14th from 8:30am -11 am. Councilmember Zbranek invited everyone to the Monday, December 16th Country Music Opry honoring Councilmember Arthur Bosque. Doors open at 5:30 pm; the show begins at 7 pm. Santa will be making an appearance. At 6:35 PM a Motion was made by Mayor Pro tem Weishuhn, with a Second by Councilmember Taylor that the meeting be adjourned. Motion carried 8-0.
