Minutes for Regular Session Council Meeting City of Hillcrest Village Monday, December 16, 2024 Mayor Dawson called the Regular Session Council meeting to order at 6:00 pm. Absent: Alderman Mondragon and' Travis Hobbs Chris Duncan, City. Attorney, showed up late at 6:48 pm. nyocation/Pledge Public Forum NA. No Invocation given. Pledge was done. epors/Recommendaton from Contractors/Employes: A. Caleb-MUNICIPAL DISTRICT SERVICES- Caleb gave his monthly report. B. Shohn Davison - MARSHAL'S OFFICE - Marshal Davison gave his report. . Travis Hobbs - EMERGENCY MANAGEMENT COORDINATOR- Travis was absent, Mayor Dawson gave his monthly report. TDEM has approved Hillcrest Village for the generator grant. Sewer line grant has been kicked back tol FEMA, hoping to have the grant money by the end of 2025. Minutes: Alderman Allbright motioned to approve the minutes for Regular Session Council Meeting November 6, 2024, City Projects Workshop and November 18, 2024, Council meeting. Alderman McGilvray seconded that motion. All present approved and the motion carried. Monthly Financial Statements: Alderman Armistead went over the financials answering Councils questions. Alderman Allbright motioned to approve the November 2024 Financial Statements. Alderman Smith seconded that motion. All present approved and the motion carried. A. Follow-Up Business: 1. DISCUSSION AND POSSIBLE ACTION REGARDING ADOPTING CITY ORDINANCES FORA AN INVESTMENT POLICY, PROCUREMENT POLICY (FEDERAL AND NON-FEDERAL), AND GENERAL POLICIES AND PROCEDURES. Alderman Allbright motioned to table this topic till January 2025 Council meeting. Alderman McGilvray seconded. All presented and the motion carried. 2. DISCUSSION AND POSSIBLE ACTION REGARDING ADDING STOP SIGNS AND SPEED BUMPS AT VARIOUS LOCATIONS THROUGHOUT THE CITY. Council had a discussion. Mayor Dawson wants to add crosswalks down Main Street. There is a difference between a speed bump and speed hump, which is bolted tot the roadway. Alderman Allbright motioned to table this topic till January 2025 council meeting. Alderman McGilvray seconded. All present approved and the motion carried. B. New Businesy/Discussion: 1. DISCUSSION AND POSSIBLE ACTION ON CLOSING COVID GRANT ACCOUNT AT FIRST Council had a discussion. Alderman McGilvray motion to have Mayor Brad Dawson and Alderman Ramiro Mondragon close the COVID Grant account at First National Bank of Alvin. 2. DISCUSSION AND POSSIBLE ACTION ON RENEWING THE CD MATURING ON DECEMBER 22, 2024, AT FIRST NATIONAL BANK. Mayor Dawson stated Alderman Mondragon had done research on new Certificate of Deposit rates, but unfortunately not present tonight. Alderman Smith motioned to close the CD at First National Bank and move it to another bank with a 3. DISCUSSION AND POSSIBLE ACTION ON APPROVAL OF A CITY EMAIL ISSUED TO THE CITY INSPECTOR FOR BUSINESS COMMUNICATION. Mayor spoke regarding this issue. Alderman Smith motioned to approve the inspector's email of inspection@hillcrestvllagetx.gov. Alderman Allbright seconded. All present approved and motion carried. 4. DISCUSSION AND POSSIBLE ACTION ON SEEKING STAFF SUPPORT FOR THE CITY OF Alderman McGilvray motions that we take action on seeking staff support for the city and that we the Council authorize the Mayor to take the steps to handle this task and create aj job description.
