MINUTES OF THE GOVERNING BODY OF THE CITY OF DIBOLL, TEXAS REGULARSESSESSIONMEETINGONTUESDAY,FEBRUARY13,2024,AT5:15P.M, INTHEI DIBOLL CITY HALL CHAMBERS. COUNCIL PRESENT Mayor Trey Wilkerson, Mayor Pro Tem Daniel Lopez, Councilmembers Jana Coulter, Luis Maldonado, Nora Munoz, Ruben Terrazas and Ray Williams, Jr. COUNCIL ABSENT None STAFF PRESENT City Manager Jason A. Arnold, City Secretary Rosa Olvera, Finance Director Sam Durham, ChiefofPolice Michael Skillern and Public Works Director Joshua Richard. Call to Order: Mayor Trey Wilkerson called the meeting to order at 5:15p.m. Mayor Trey Wilkerson gave the invocation, then led the Pledge of Allegiance which was recited by those in attendance. OFDIO CITIZENS PRESENTATION: (Limited to31 minutes) This item provides the opportunity to address the City Council on any matter whether or not itis posted on the agenda. However, in accordance withthe" Texas Open Meetings Act, Section 551.041, the Council cannot discuss, deliberate, or takeany action on matters not listed on the agenda. At this time, the Council will receive citizen comments, and ifi necessary, may refer the matter to City staff for research, resolution, or referral to Council on a future agenda. Public Participation: Eight (8) Diboll residents addressed Council regarding the 2024 baseball/softball season. Item #1: CONSENT AGENDA: All matters listed under Consent Agenda are considered to bei routine by the City Council and will be enacted by one motion. There will not be separate discussion. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Consider approval oft the following reports: a. Minutes from January 9, 2024, Regular Session Meeting b. Financial Statement for. January 2024 12-Month Attendance Record for January 2024 d. Investment Report for Quarter ending December 2023 All in Favor, none opposed, motion carries. Luis Maldonado made ai motion to approve and Ray Williams, Jr. second. Item #2: Consideration and possible action to approve Resolution 2024-02-001 support the Angelina County Emergency Animal Shelter Tactical Plan. Nora Munoz: made a motion to approve and Luis Maldonado second. All in Favor, none opposed, motion carries. Pagelof2 Item #3: Consideration and possible action to approve 2024 Street Overlay Project using funds from ARPA and the General Fund. Project scope will focus on overlay of prioritized streets from the 2023 Street Grade. Analysis based upon amount of funds available. Daniel Lopez made ai motion to approve and Jana Coulter second. All in Favor, none opposed, motion carries. Item #4: Consideration and possible action to approve engineering agreement with KSA for engineering services on the 2024 Street Overlay Project. Daniel Lopez made ai motion to approve and Ruben Terrazas second. All inl Favor, none opposed, motion carries. Item #5: Consideration and possible action to approve Resolution 2024-02-002 of the City of Diboll, Texas providing for the calling and ordering oft the May 4, 2024 General Election for the purpose of electing a Mayor, District 2 Councilmember, District 4 Councilmember and At Large Place 6 Councilmember providing for the necessary notices and fixing the date.
