January 2025, the Ballinger City Council met in a special joint session with Runnels County Commissioners Court at 6 p.m., at the Runnels County Activity Center located at 209 S 7th, with the following members present: Dawni Seymore Richard "Rick" Morrish Ken Manley Ryan Lange Steve Gray Staff Present: Lindsey Gayoso Sharon Hicks Cord Bowman Ray Cornutt Mayor Mayor Pro-Tem Councilmember Place #1(absent) Councilmember Place #3(absent) Councilmember Place #4 City Manager City Attorney Public Works Director Chiefof Police All Runnels County Commissioners, County Judge, County Attorney and County Sheriff were also in attendance. Following the Runnels County Judge calling their portion ofthe meeting to 1. Call meeting to Order: Mayor Seymore called the meeting to order at 6:02 p.m. 2. Prayer and Pledges: Commissioner Poehls gave the invocation and led the pledges. 3. Public Comment on Agenda Items other than Public Hearing: N/A 4. Regular Agenda Items for Discussion, Consideration and/or Action: order the City proceeded as follows: a. Workshop: Interlocal Agreement regarding dispatching services between Runnels i. The City and County discussed dispatching services that the County is taking the lead on and the associated fee related to the City of] Ballinger. Discussion included the level of service provided, the amount of fee requested, concerns about the City having limited capability to request improvements to dispatch while being requested to pay over $80,000 and the amount of funds the City is requesting for firefighting services. The City will consider continuing this agreement at its February 3, 2025 County and the City of Ballinger. meeting. b. Workshop: Interlocal Agreement regarding firefighting services between Runnels County and the City ofBallinger. i. The City and County discussed that the City is subsidizing County runs of fire and EMS and that is against state law. The County and City are continuing to discuss. January 7,2025. The City Attorney and Police Chief will meet with the County Attorney and Sheriff to discuss. 5. Executive Session: Council did not convene into Executive session. a. Section 551.071 Consultation with the City Attorney. 6. Adjourn: Following the adjournment by the County, Councilmember Gray made a motion to adjourn. Councilmember Morrish seconded the motion.
