Council Minutes Biennial Organizational Meeting January 3, 2023 - 6:30 p.m. - 502 Front St. E, Coeburn, VA Attendees: Upon roll call, all members of council were present. Jimmy Williams Town Manager, was also present. Cathy Sharpe - Clerk/Treasurer, and William Sturgill - Town Attorney, were not present. Call to Order: Town Manager Jimmy Williams called the meeting to order. Mr. Joe Still gave the invocation. The group remained standing for the Pledge of Allegiance led by Mr. Jimmy Williams. Approval of the Agenda: Mr. Deventae Mooney made a motion to approve the agenda as presented. Ms. Sharon Still seconded the motion, which resulted in all Ayes. Reorganization: A. Election of Mayor - Mr. Jeff Kiser nominated Sharon Still as Mayor. Mr. Carles Collins nominated Deventae Mooney as Mayor. A roll call vote resulted with Joe Still, Carles Collins, Deventae Mooney and Sharon Still voting for Deventae Mooney and Jeff Kiser voting for Sharon Still. Mr. Deventae Mooney was elected as Mayor. Mr. Jimmy Williams swore in Mr. Deventae Mooney as Mayor for a term ending on B. Election of Vice Mayor - Mr. Carles Collins nominated Sharon Still as Vice Mayor. AI roll call vote resulted with Joe Still, Carles Collins, Deventae Mooney and Sharon Still voting for Sharon Still as Vice Mayor. Jeff Kiser abstained from voting. Mayor Deventae Mooney swore in Ms. Sharon Still as Vice Mayor for a term ending C.A Appointment of Clerk - Mr. Jeff Kiser made a motion to appoint Cathy Sharpe to an The appointment of Clerk will have to be deferred until the next council meeting Mr. Jeff Kiser withdrew his motion to appoint Ms. Sharpe and the Appointment of Clerk will be put on the agenda for the. Sharon Still seconded the motion. when Ms. Sharpe and Mr. William Sturgill are present. Adoption of Procedure for Agenda: Mayor Mooney made a motion to adopt the same procedure in the past with the addition of having an electronic copy of the agenda emailed to council members on the Friday before the council meeting. Vice Mayor Sharon Still seconded the motion, which resulted in all Ayes. Adoption Robert's Rules of Order: Vice Mayor Sharon Still made ai motion to adopt the most recent edition of Robert's Rules of orders for the meetings. Mr. Deventae Mooney seconded the motion, which resulted in all Ayes. Setting of] Rules for Public Expression: Ms. Sharon Still made aj motion to leave the rules for public expression as it is at this time; with a five-minute limit and time set aside at the beginning oft meetings. Mr. Deventae Mooney seconded the motion, which resulted in all Ayes. Public Expression: There wasi no public expression. Closed Session: There was no reason to enter closed session. Reorganization (Continued) A. Set Times, Dates and Locations of Meetings - Sharon Still made a motion to continue with twice a month Council Meetings at the Depot at 6:30pm. Meetings are the second and fourth Mondays of the month; with the second Monday oft the month as a regular meeting and the fourth Monday as a workshop meeting. Deventae Mooney seconded the B. Set Council Members Salary - Mr. JeffK Kiser made a motion to set Council member's salary to $1.00 per year. There was no second for the motion. Mayor Deventae Mooney made a substitute motion to set the salary of council members as it was in the past fiscal year; $100.00 per month for Mayor, $50.00 per month for Vice Mayor and $25.00 per month for Council Members. Vice Mayor Sharon Still seconded the motion. Ms. Still opened discussion about the matter, suggesting that council could donate back the pay if they were inclined to do SO. Mr. Kiser asked ift that was what council had in mind, why motion, which resulted in all Ayes. not just take the $1.00 per year salary. Jeff Kiser- - Mr. Kiser had no comments or concerns. Joe Still - Mr. Still thanked everyone for a job well done and said he appreciates the work Sharon Still - Ms. Still thanked everyone for the work they are doing. She said she thought the town looked good for Christmas and appreciated the town Christmas dinner. Ms. Still recognized that there is a downward turn in the town's financial situation and said that is something that council will have to address and find a way toi resolve these problems. Deventae Mooney Mr. Mooney thanked the council members that voted for him as Mayor and congratulated Sharon Still on her reappointment as Vice Mayor. Mr. Mooney thanked the citizens and employees that make the town of Coeburn a great place to live and work. everyone is doing. Adjournment: Deventae Mooney made a motion to adjourn this meeting.
