Council Minutes Workshop Meeting July 24, 2023 - 6:30 p.m. - 502 Front St. E, Coeburn, VA Attendees: Upon roll call, all members of council were present. Jimmy Williams - Town Manager, and William Sturgill - Town Attorney, were also in attendance. Cathy Sharpe - Clerk/Ireasurer, was not present. Call to Order: Mayor Deventae Mooney called the meeting to order. Mr. Joe Still gave the invocation. The groupremained standing for the Pledge of Allegiance led by Mr. Deventae Mooney. Public Expression: There wasi no Public Expression. Public expression was closed. Response to Public Expression: There was no response from July 10, 2023, Public Expression. Approval of the Agenda: Mr. Jimmy Williams, Town Manager, would like to change the typc of meeting to workshop Vice Mayor Sharon Still made a motion to accept the agenda as presented, noting that it is a workshop meeting. Mr. Joe Still seconded the motion, which resulted in all Ayes. meeting. Reports: Fire Department There was no representative from the fire department present. Police Department Mr. Ryan Gardner, Captain, had nothing to report. Town of Coeburn - Workshop Meeting July 24, 2023 - Page 1 of 4 Town Manager Mr. Jimmy Williams, Town Manager, said all he had to report was that there have been more complaints about the state oft the road on Elm Avenue. Mr. Williams said that the road may have tol be closed. He advised he has been trying to contact contractors suggested by VDOT but has not been successful. Mr. Jeff Kiser suggested that ownership of the road needs to be verified through Richmond. Mr. Mooney asked how many residences are affected by this road. Mr. Williams reported there are three on the town portion of the road and is not sure how many are past town limits. Mr. Jeff Kiser said that Mr. Williams needs to start at the State Representative'sofice: and establish ownership of the road. Mayor Mooney asked Mr. Williams to do that and report back to Mr. Joe Still asked how many roads were mentioned in the quote from Boyd's Construction, and when the roads would be paved. Mr. Jimmy Williams said that there was money to do two roads, but Council will need to decide which roads to do, He said to complete the list, more money will need to be approved to use for paving. He said to complete the list ofroads that need to be paved would require over $350,000.00. Mr. Mooney asked if Council was ready to okay spending that much money or should they be considering spending half that and prioritizing the list. Mr. Joe Still asked if Council would like him to ride around and take pictures. He said he could go alone or be accompanied by Mr. Williams. Mr. Mooney said a prioritized list needs to be made and he trusts Mr. Still'sjudgement. Mr. Still said he would rank the roads according to how much work Mr. Still asked about the status of the staining of the bridges. Mr. Williams said there must be a new request submitted to get the crew to do the work. Mr. Still said that he would put in a: request. Mr. Livingston said that he was waiting to hear from the crew to schedule the staining. Mr. Still said hel had spoken with Mr. Paul Lampkins and Mr. Terrence Phillips at the Job Corps. He had a meeting with them Wednesday to discuss having the deck at the depot done. Mr. Still is waiting to get a plan from The Lane Group and says the Job Corps is interested in doing the work; all the town will need to do is supply materials. He reported Mr. Lampkins may be able to put a plan Mr. Mooney asked if a fountain had been ordered. Mr. Williams said it had and it should be in before the Guest River Rally. Mr. Mooncy asked who would be doing the installation. Mr. Williams said the fountain would be delivered and then he would see about installation. He Mr. Mooney asked about the status of the Invoice Cloud. Mr. Williams said that Invoice Cloud is still unable to access the server. Mr. Williams is going to contact the IT tech to have that set up. Council. they nced. together. advised the plumbing is already in place and the fountain comes with a pump. Mr. Mooney asked Mr. Williams to set up CPR Training. Mr. Williams said the road closure is in place for the Back-to-School Block Party. Town of Coeburn Workshop Meeting July 24, 2023 - Page 2 of4 Public Works Mr. JeffLivingston, Public Works Supervisor, reported that leaks were repaired on Centre Street, sewer lines jetted on Meadow Street, and a new hookup for the tank was installed at the water Mr. Livingston said public works removed a stump from the mini park, jetted sewer lines at Beech Street and noticed that there is a sewer problcm there. Mr. Livingston said he will meet with Mr. plant. Williams to discuss that. Mr. Livingston reported 190 work orders were completcd. Mr. Joe Still informed Mr. Livingston that thcre is a leak in the road on High Street ncar the Methodist Church parsonage. Water Plant There was no representative from the water plant present. Lane Group There was no representative from The Lane Group present. Treasurer Report Ms. Cathy Sharpe, Clerk/Treasurer, was not present to give the report. Attorney Report Mr. William Sturgill, Town Attorey, said his report would be done during closed session. Closed Session: Mayor Deventae Mooney made a motion to enter into closed session in accordance with Virginia Code $2.2-3711 (A1) to discuss performance ofTown of Coeburn personnel and $2.2-3711 (A8) to discuss with legal counsel pertaining to legal matters. Ms. Sharon Still seconded the motion, Immediately following closed session, Mr. William Sturgill, Town Attorney, read "Certification of Closed Meeting", which is attached to these minutes and made a part hereof. A roll call vote certifying that only business matters that were identified in the motion convening were discussed which resulted in all Ayes. or considered.
