Council Minutes Regular Meeting July 10, 2023 - 6:30 p.m. - 502 Front St. E, Coeburn, VA Attendecs: Upon roll call, the following members of council were present: Carles Collins, Jeff Kiser, and Mayor Deventae Mooney. Vice Mayor Sharon Still and Joe Still were absent. Jimmy Williams Town Manager, Cathy Sharpe - Clerk/Treasurer, and William Sturgill - Town Attorney, were also present. Call to Order: Mayor Deventae Mooney called the meeting to order. Reverend Marty Puckett, Mary's Chapel, gave the invocation. The group remained standing for the Pledge of Allegiancc Icd by Mr. Mooney. Public Expression: There was no Public Expression. Response to Public Expression: There was no response to the June 26, 2023, Public Expression. Approval of the Agenda: Deventae Mooney made a motion to add under Old Business (A.) Reports: Fire Department Mr. Cliff Hawkins, Chief, gave the monthly activity report for June 2023. There were 45 calls, 204.5- man hours, 215 personnel responding, and 410 training hours. He reported the fire department went to a bible school event, washed Front Street and the Rally Shack area in Mr. IIawkins reported the new truck has been ordered. He said the county has been asked to pay ap portion ofthe cost of the new truck, but he has not heard from the county at this time. preparation for the Fourth of. July celebration. He asked Mr. Hawkins to thank the members of the firc Mr. Jimmy Williams asked Mr. Hawkins if the old truck was ready to be given back to the town. Mr. Hawkins said he needs to take a speaker off the truck, and it should be ready in a few days. Mr. Williams said he would like to use thc truck as a landscaping truck for public works. department that helped with the fireworks. Police Department Mr. Ryan Gardner, Police Captain, gave the police department report for the month ofJune 2023. Mr. Jeff Kiser thanked the policc department for assisting bis wife on the Fourth ofJuly. Captain Gardner said the upfitting of the vchicles is supposed to start this week. He said some of the equipment hasn'tbeen delivered yet. He advised the window tint should be installed this week. Mr. Gardner is having a local shop do the tint for $750.00. He reported the quote from Wise Glass Mr. Mooney asked Captain Gardner if unit 601 and the investigations vchicle were the only ones being used by the police department now. Mr. Gardner said that unit 601 and the investigations vehicle are in use and unit 602 came back from the shop today. He reported unit 603 is being worked on and the rack and pinion needs to be replaced on unit 600. Mr. Mooney asked what is wrong with unit 603. Mr. Gardner said the water pump is out, the timing nceds fixed, and the vehicle is at Morgan McClure Ford in St. Paul for repairs. Mr. Mooney asked what vehicles wcre being given to public works. Captain Gardner said units 600, 601 and the Suburban if council There were 938 total events. Mr. Gardner gave a summary of these events. was nearly $3,000.00. He said the striping will be done at. Jerry's in Abingdon. wishes to do SO. Water Plant There was no representative from the water plant present. Mr. Jimmy Williams provided Council with a monthly water report and adviscd Council that Mr. Markham is working on a survey with the Health Department. Town Manager Mr. Jimmy Williams, Town Manager, informed Council that he has been trying to get quotes for ab boom lift. He said he expects a lift to be in the neighborhood of $50,000 to $60,000. Mr. Mooney asked Mr. Williams to schedule the CPR/AED training class before the next regular meeting. Town of Coeburn Regular Meeting July 10, 2023 Page 2 of5 Public Works Mr. Jeff Livingston, Public Works Superintendent, reported that public works has cleaned Complex B, repaired a water leak on Beech Street and replaced the meter and setter. He said ditches on Valleyview Street have been cleaned and brush cut in the curve to improve visibility. Mr. Mooney asked ifitems were being gathered for the auction. Mr. Williams said there are quite ai few items ready for auction, some of those being tools, vehicles, and computers. He said the Mr. Kiser asked Mr. Williams about the issue with the garbage. He was refcrring to trash being left out causing rodents, etc. Mr. Williams informed Mr. Kiser that hel has only found an ordinance concerning Wisc County but is unable to find the ordinance regarding the town. Mr. Williams is contacting other towns to see the wording of their ordinances. Lane Group There was no representative from The Lane Group present. Treasurer Ms. Cathy Sharpe, Clerk/Treasurer, reported a posted cash balance of$275,331.67as of6/10/2023. She reported outstanding checks in the amount of $48,096.11, accounts payable due in the amount of $30,607.00 and interim accounts payable in the amount of $25,377.62. After deducting the accounts payable due and outstanding checks, the reconciled cash balance was $196,628.56. Ms. Sharpe presented meeting minutes for Junc 12, 2023, public hearing meeting, June 12, 2023, Ms. Sharpe reported one additional deposit since reports had been presented for the mecting. Mr. Mooncy asked about the status oft thc Invoice Cloud. Mr. Williams said it is active but waiting Carles Collins made a motion to accept the total accounts payable due as presented. He reported Mr. David Osborne has been contacted to DJ the event for 4 hours charging $200.00. Fun for All Inflatables has offered 3 inflatables, a bounce house and a dunk tank for $1000.00. Deventae Mooney made a motion to use $1,200 from ARPA funds to pay for the Back to School Block Party. Carles Collins seconded the motion. Mr. Jeff Kiser asked where Fun For All Inflatables was located. Mr. Mooney said it was in the Tri Cities and was a better choice than the inflatable provider used last year, because last year'si inflatables werc in rough shape and the dunk tank was almost broken when it arrived. A vote resulted in all Ayes. Closed Session: Deventae Mooney made a motion to enter into closed session in accordance with Virginia Code $2.2-3711 (A1) to discuss performance of Town of Coeburn personnel and $2.2-3711(A3) to discuss the disposition of publicly held real property where discussion in open meeting will affect thei negotiating strategy ofthe governing body.
