Council Minutes Workshop Meeting July 25, 2022-6:30 p.m. - 502 Front St. E, Coeburn, VA Attendees: Upon roll call, all members ofcouncil were present. Cathy Sharpe- Clerk/Treasurer, was present. Jimmy Williams, Town Manager and William Sturgill, Town Attorney, were not in attendance. Call to Order: Mayor Deventae Mooney called the meeting to order. Mr. Joe Still gave the invocation. The group remained standing for the Pledge of Allegiance led by Mr. JeffKiser. Public Expression: Mr. David Collins, 306 Central Street, wanted clarification on the time frame needed to move mobile homes in and out of the town on land zoned for a trailer park. Mayor Deventae Mooney said that Council will need to further research the details about trailer parks. Council advised there isadifference between at trailer on a private lot and a trailer on al lot zoned for trailer parks. Council will: review ordinances, speak with the town attorney and get the details clarified for Mr. Collins. Ms. Shirley Cassidy, 704 Plum Avenue SE, expressed concern on the parking situation she mentioned at thel last meeting. She wanted to know where Council was on updating the ordinances. Ms. Sharon Still informed Ms. Cassidy that there has been no voting meeting after the concern about the parking situation was brought up. She said the town attorney is working on the Ms. Cassidy also expressed concern about the July 1 reorganizational meeting and the election of al new: mayor and re-election of vice mayor. Ms. Cassidy felt that the election could have waited until November. Mayor Deventae Mooney informed Ms. Cassidy that the terms were up as of June 30, 2022 and everything was handled legally and properly following guidelines set by the Governor of Virginia. Ms. Cassidy said she is sure Mr. Mooney will be a good mayor with a little Ms. Cassidy wanted to know what can be done about people pulling the flowers out of the flowerpots that are placed throughout town. Ms. Still informed Ms. Cassidy that she would like to see cameras placed around town to increase security and that the town manager is working with Scott County Telephone and Comcast to provide wifi for the security cameras. Ms. Cassidy was also concerned about the homeless people sleeping at various locations throughout town. She said she did not call out names at the last meeting and she was upset about how she was talked to at the pool. Public expression was closed. Public Works Mr. JeffLivingston, Public Works Superintendent, reported public works repaired 6 inch water line leaks in Flatwoods, on Route 72, at the primary/high school area and a 34 inch waterline in Powers Town. He also reported sewer lines were jetted at Brooks Street. Mr. Livingston advised trees were cut on Schoolhouse Hill and at the swimming pool. He said doors were installed at the depot and the police department and the filter at pool had been started several times. Mr. Mayor Mooney expressed his appreciation for public works and their hard work during the water main leak. He said crews were working throughout the night to: repair the leak. Livingston reported that 212 work orders were completed. Lane Group Chris Mullins, The Lane Group representative, asked to go: into closed session for discussion. Town of Coeburn Workshop Meeting July 25, 2022- Page 2of5 Treasurer Report Ms. Cathy Sharpe, Clerk/Treasurer, reported a posted cash balance of$584,797.19: as of7/22/2022. Shei reported outstanding checks in the amount of$370,616.61, accounts payable due in the amount of $18,500 and interim accounts payable in the amount of $409,350.50; this includes the Water Systems Improvement Project check. After deducting the accounts payable due and outstanding Ms. Sharpe informed Council that the town has received the additional American Recovery funding and she has created a spreadsheet to track American Recovery funds and spending. She Ms. Sharpe advised that July 1, 2022 reorganizational meeting and the July 11, 2022 regular meeting minutes will be distributed along with the August 8, 2022 council packets. Ms. Sharpe reported two additional deposits since reports had been presented for the meeting. Friday's deposit $8,270.59 and today's deposit was $1,986.87 making the combined cash Mr. Mooney asked if the signs listed on the spreadsheet are the new Welcome to Coeburn signs. Ms. Sharpe confirmed that the purchase listed is for the Welcome to Coeburn signs. Mr. Mooney asked about Paycom. Ms. Sharpe said she was able to complete the April bank Mr. Mooney also asked about the price of the audit and asked ifit was for the 2022 Fiscal Year. Ms. Sharpe confirmed that the amount in the accounts payable was for the audit and it was for the checks, the reconciled cash balance was $195,680.58. presented the spreadsheet to council. availability $205,938.04. reconciliation. 2021 Fiscal Year. Attorney Report William Sturgill, Town Attorney, was not present. New Business: A. Business Association - Mr. Mooney informed council that he has been approached by a few business owners about being part ofa business association. He said this could help business owners meet each other and help support businesses in the Town ofCoeburn. Ms. Still thinks there was an association ofthis type in the past. She suggested that Mr. Jimmy Williams look and see if there is any paperwork from past associations. Mr. Jeff Kiser asked for Mr. Mooney to extend an invitation to business owners to become a part oft the Coeburn Improvement Association. Town of Coeburn Workshop Meeting July 25, 2022 Page 3of5 Old Business: A. Back to School Bash Mr. Mooney thanked council for voting to move forward with the Back to School Bash. He advised there have been donations for prizes to be given away at the Back to School Bash and free haircuts will be given at the event. He said Point ofLife Ministry has a Farmer's Market for children under 18 to purchase fruits and vegetables with free vouchers and they will be set up Friday night. Mountain Empire Community College Talent Search will be set up giving away a limited number ofs school supplies, backpacks and a super backpack as aj prize. Mr. Mooney advised a Mountain Empire Community College representative will be on hand to sign up kids from sixth grade up: forl help with college and career planning. There was a discussion about where to hold the event in the event ofi rain. Mr. Mooney said he will check and see ifthe event can bel held at one oft the schools. Ifone oft the schools is not available, the event may have to be cancelled. Friday, August 5, 2022 was selected as the day to hold the Back to School Bash. Mayor Deventae Mooney made a motion to enter into closed session in accordance with Virginia Code $2.2-3711 (A1) to discuss performance ofTown of Coeburn personnel and $2.2-3711 (A7) toc consult with legal counsel pertaining to specific legal matters. Mr. Carles Collins seconded the motion, which resulted in all Ayes. Closed Session: Immediately following closed session, Ms. Cathy Sharpe read "Certification of Closed Meeting", which is attached to these minutes and made a part hereof. A roll call vote certifying that only business matters that were identified in the motion convening were discussed or considered. The roll call vote resulted in all Ayes. There was no action taken from closed session. Council Comments and Concerns: Carles Collins Mr. Collins had no comments or concerns. Jeff Kiser Mr. Kiser thanked all the departments for all they do. He reminded council to invite Joe Still - Mr. Still thanked everyone for the work they do to keep the town going. She thanked Jeff Livingston and public works for all the work they do, especially for the work they do at the pool. Ms. Still thanked Ms. Sharpe and all the girls at town hall for the work they do and expressed her local business owners to be a part oft the Coeburn Improvement Association. appreciates everyone. She also thanked the citizens for Deventae Mooney - Mr. Mooney agreed with all that was said by council. He thanked all the departments for the work they do to make Coeburn a town he is thankful to live in. He thanked the council for all they do; not just in meetings but also taking calls with concerns from the citizens. He also thanked Ms. Still for presiding over the meeting while he was on vacation.
