Minutes Regular Meeting January 14, 2025 Floyd County Board of Supervisors 1. Called to Order - Chairman Turman called the meeting to order at 8:30 am orsoon thereafter. 2. Opening Prayer - The opening prayer was offered by Supervisor Cox. 3. Pledge of Allegiance - Supervisor Turman offered the Pledge of Allegiance. 4. Quorum - Linda Millsaps called the roll. A quorum was found. PRESENT: Joe D. Turman, Chairman; Jerry W. Boothe, Vice Chairman Kalinda Bechtold, Levi Cox; and Linda DeVito Kuchenbuch, Board Members; Linda Millsaps, County Administration, Kim Chiddo, Deputy County Administrator/CFO, and Danny Lowery IT Operations Manager to live stream and film the meeting. 5. Approval of Agenda - On a motion by Supervisor Boothe, seconded by Supervisor Kuchenbuch and carried to approve the agenda as amended: Supervisor Turman requested to add A.1 under closed session and the County Administrator requested to add Sparrow under A.3. 6. Approval of Disbursements = On a motion by Supervisor Bechtold, seconded by Supervisor Boothe and unanimously carried to approve the disbursements as presented. 7. Approval of Minutes = On a motion by Supervisor Kuchenbuch, seconded by Supervisor Bechtold and unanimously carried to approve the minutes from 12/10/2024 and 01/02/2025 with the correction of Supervisor Boothe's last name, missing an' "e". 8. Presentations: 1- a. Dr. Cromer, Floyd County Superintendent Dr. Cromer was unable to attend. b. David Clarke, Virginia Department of Transportation Mr. Clarke gave an update on the following: Maintenance on the following: VDOT responding to all the storm activity Route 8 near Elephant Curve a new Brine tank was placed Repair of Thunderstruck Supervisor Cox requested that Mr. Clarke investigate the installation of a stop or yield sign at Pine Forest and County Line Road. Supervisor Cox also noted that the culvert problem on Lick Ridge and Lovell Road needs maintenance. Supervisor Boothe discussed the pothole issue at Routes 705 and 730. needing maintenance or improvements under the 6-year road plan. Supervisor Kuchenbuch shared about the potholes on Sunny Ridge and Dobbins Farm Road Supervisor Turman shared that signs are down at 221 and Mira Fork Road. Supervisor Turman also noted that unpaved roads need maintenance when the weather is appropriate. c. Constitutional Officers No Constitutional officers were present at this time 9. Special Presentation: a. Proclamation - Heart of Floyd Month - Honoring Bill St. Pierre Supervisor Kuchenbuch read the following proclamation by the Floyd County Board of Supervisors: Each supervisor noted their thanks and gratitude for all the efforts of Mr. St. Pierre in helping those through issues caused by Hurricane Helene. Itv was also noted to give thanks to all the residents of Floyd County who also assisted and continue to assist in these efforts. -2- FLOYD VIRGINIA Proclamation By the Floyd County Board of Supervisors WHEREAS, Bill St. Pierre of St. Pierre Woodworking and Sawmill has embodied the true spirit of WHEREAS, he has worked tirelessly to raise funds for the residents of western North Carolina WHEREAS, these funds are being used to purchase campers and other temporary shelters, rebuild homes, and clean up debris left by the storm, as well as provide hope in the wake of WHEREAS, thel Board wishes to express their sincere gratitude not only to Bill St. Pierre but to all residents who have come together to show the compassion and support that our community is NOW, THEREFORE, the Floyd County Board of Supervisors proclaims the month of February in Floyd County, Virginia through his tremendous volunteer efforts, and who were displaced by Hurricane Helene, and devastation. known for. the year 2025 as: "The Heart of Floyd County Month - Honoring Bill St. Pierre" Given under our hand this 14th day of January 2025. Mr. St. Pierre thanked the board and gave the board a history of how the entire event came to fruition through the current time. Mr. St. Pierre noted all the support of the community of Floyd County is amazing and that Floyd is a special place. Also, shared the plan to keep going. 10. Public Comment Supervisor Turman read the handicap statement and opened the meeting for Public Comment. Steven Wade - Court House District Mr. Wade discussed his frustration with the restrictions of the sub-division ordinance. He continued to explain his issue of living next to a neighbor, who lives in New York, and who owns 27 acres and wants to sell 9 ofit. Mr. Wade shared that he proceeded with the process, speaking with Karla and Lydeana. He continued stating he needed one signature however the Health Department denied it due to one word, the word approximate. Mr. Wade closed with the Health Department and needs to lose control of this. Supervisor Turman closed Public Comment time. 11. Old Business: a. Deeds and Agreements transfer and use of EMS Buildings in Check, Floyd, and Indian Valley i. ii. Deed and Agreement for EMS Buildings in Check and Floyd Deed and Agreement for EMS Buildings in Indian Valley Dr. Millsaps gave an overview of events that got us to this current point. Noted the Rescue squad will continue in a fashion that will work towards providing scholarships for individuals. Also, shared that the Buildings will be used for Public Safety and Emergency services. 4- Onar motion by Supervisor Boothe, seconded by Supervisor Kuchenbuch and unanimously carried to approve the Deed and Agreement documents for Check and Floyd with appropriate staff signatures. Supervisor Kuchenbuch thanked All the Volunteer Rescue for all their service throughout the years. Supervisor Boothe also noted his thanks to all and shared that it has not been easy for any Supervisor Cox shared his thanks to all those within the rescue but wanted to state a special thank you to Ann and Pat, especially to him, and shared his history personally and professionally referencing is time in dispatch. Supervisor Bechtold also noted her thanks and acknowledged the history and all that has been done. Dr. Millsaps thanked the Volunteer Rescue for their contribution to the County. Also explained and gave an overview of the deeds and agreement regarding the buildings and community room. Also noted the funds that remain with the Volunteer Rescue will be used for scholarships.
