PAGE II PUBLICHEARING: TAX COLLECTIONS Town Manager Monday read the public hearing notice. Mayor Holbrook called for public comment. There was none. Mayor Holbrook called for public comment a second time. There was none. Mayor Holbrook called for public comment at third time. There wasi none. PUBLIC HEARING: 15MPHSPEEDI LIMIT Town Manager Monday read the public hearing notice. Mayor Holbrook called for public comment. Under Public Comment, George Robinson addressed the council opposing the 15 MPH: speed limit. Mr. Robinson said he saw no reason to change the current speed limit downtown, although he could see a Mayor Holbrook called for public comment a second time. Under Public Comment, Carey Watkins addressed the council in favor of the 15 MPH speed limit. Ms. Watkins said she especially favors the reduced speed limit in residential areas. She said the downtown area hasa al lot of on-street parking, Under Public Comment as a citizen, Harry Kelly addressed the council opposing the 15 MPH: speed limit. Mr. Kelly said there wouldn't be as many complaints from town citizens ift the current 25 MPH speed limit were enforced. He said he asked for a report from the police department addressing speeding complaints. There were only 15 complaints logged in ay year. Mr. Kelly said he has also received complaints from town citizens saying changing the speed limit to 15 MPH is setting a speed trap. reduction int the speed limit ins subdivisions. which is dangerous with a 25 MPH speed limit. Mayor Holbrook called for public comment a third time. Under Public Comment as a citizen, Matt. Jordan addressed the council supporting only the 15 MPH speed limit in residential areas. Mr.. Jordan said the main concern for most town citizens is speedingi in residential areas, especially those with al high concentration of children playing outside. He said the police department could not bei ine every location at once enforcing speed limits. Mr.. Jordan noted speed bumps in certain residential places could be a solution. Mayor Holbrook closed the public hearings at 6:15 p.m. Approval of Minutes Councilman Langley made a motion to approve the December 9, 2024 council minutes. Councilman Kellys seconded the motion. Committee Reports None Old Business CIP Allocation Town Manager Monday said the camera installation project is around $100,000. Thei installation comes with at five-year license and ai ten-year warranty. Once the project is complete, the Town Manager will return to the council to request a motion to sell the old cameras. Town Manager Monday asked the council toi table this agenda item to February, 2025. Councilman Kelly made a motioni to table the agenda item to February 2025. Councilman Wallace seconded the motion. The motion passed unanimously. New Business Wastewater Treatment Plant Lab Report Confirmation Public Works Director Earl Carter addressed the council on this agenda item. Mr. Carter said he must present the council with ay yearly report ont thet functions and operations of the wastewater treatment plant. The plant was recertified fori the next five years. Two issues were found in the labi inspection, which were addressed and corrected immediately. Councilman Kelly made a motion to confirm the Wastewater Treatment Plant Lab Report. Councilman Salyers seconded the motion. The motion passed unanimously. VDOT Consulting Agreement HSIP Project Town Manager Monday informed the council that the project's interview committee selected Mattern and Craig. The next step is entering into a contract with them. Town Manager Monday said the project is slated to start int the summer of2026. He reminded the council that the whole project is 100 percent reimbursed by VDOT. PAGEIV Town Manager Monday asked the council for a motion to execute the contract with Mattern and Craig. VDOT TA and General Engineering: Services RFP Town Manager Monday said the town is required to procure engineering services every four years. The RFP was issued last week and closes on. January 21, 2025. Another RFP for the Wise Street Project is getting ready to bei issued. The Town Manager asked the council if they would like to do a committee for this process. Councilman Kelly said he saw no problem with a committee for the process. Councilman Jordan made a motion to proceed with a committee for the general engineering and sidewalk project. Councilman Kelly seconded the motion. The motion passed unanimously. Budget Calendar Town Manager Monday presented the council with ai tentative 2025-2026 budget calendar. He asked the council ifa any changes needed to! be made to the schedule. After discussing dates and times, Councilman Jordan made a motion to approve the amended budget calendar.
