MEETING MINUTES October 2, 2024 Carroll County Planning and Zoning Commission Location: Reagan Room, 003 Michael Kane, Vice Chair Ralph Robertson Steven Smith PeterLester Tom Gordon III, Ex-officio Matthew Hoff Members Present: Janice R. Kirkner, Chair arrived 6:21 PM Members Absent: Richard. J. Soisson, Alternate Present with the Commission were the following persons: Mary Lane, and Andrew Gray, Bureau ofComprehensive Planning; Christopher Heyn, Department of Planning and Land Management; Elizabeth Moore, County Attorney; Daphne Daly, Planning Commission Secretary; and, Denise Mathias, Clerk. CALLTOORDERDER/WELCOME PLEDGE OF ALLEGIANCE ESTABLISHMENT OF QUORUM Mr. Chairman Kane called the meeting to order at approximately 6:00 PM. Ms. Mathias took attendance and noted that five members were present, and a quorum was established. REVIEW AND APPROVALOF AGENDA On motion of Mr. Robertson, seconded by Mr. Lester and carried, the Agenda was approved. ADMINISTRATIVE REPORT A. ADMINISTRATIVE MATTERS Secretary Daly noted the Maryland Department of Planning Association has training for new members and a refresher course. Ms. Daly will forward the website to the Commission. B. OTHER Secretary Daly discussed the PZC 2025 Meeting Dates. The two dates that are in question are January Ist meeting (Holiday) moved to January gth and July 2nd meeting (Holiday week) moved to. RURAL VILLAGES REPORT OVERVIEW Presentation on the County's 35 Rural Villages. (Andrew Gray) Contact nyeamplsemome-s 410-386-2141 (30 minutes) Andrew Gray presented the report and overview. Ms. Daly explained Rural Villages are designated Priority Funding Areas (PFAs). This isa State designation that is locally-driven and allows for State funding to be made available for growth-related infrastructure and other projects. The Rural Villages were identified by the County a number of years ago as a way to make rural communities eligible for State funding for certain projects like water or sewer systems and roadway improvements. Discussion: Mr. Kane asked is the funding mostly State funded ori is the County contributing. Mr. Lester added, do Ms. Daly explained it depends on the funding source. It opens the possibility for State funding either in we have to put money forward to get money? whole or in part. Mr. Robertson asked ift the park in Smallwood is a County Recreation and Parks park. Mr. Gray explained that all the parks in each Rural Village were included. Mr. Kane asked what the growth potential is in each village. Mr. Gray explained when the Rural Villages were designated, they were kept small and not Mr. Robertson asked ifs some oft the Rural Villages are historical sites or Historical Villages? Mr. Gray explained the one main village that is a historical village is Uniontown. Madam Chair Kirkner asked about the size of a large rural village. Mr. Gray explained he is unsure how many acres make up a large rural village. Madam Chair Kirkner asked how far Smallwood (Route 32) and Deer Park go. intended for a lot of growth. MASTER PLAN WORK PLAN Review and discussion of proposed work plani fort the Master Plan update. Ms. Daly confirmed the draft Master Plan was shared with the Board of County Commissioners (Daphne Daly) Contact 410-386-5145 or msmisxtSa and the Commission. Discussion: Mr. Lester asked how the Commission is going to change the Master Plan. For instance, will it Ms. Daly explained the redline update would be difficult to do, with the amount ofi information that needs to be updated. Also, since there is support for merging the Finksburg area and the Freedom area into the Master Plan, it will be difficult to redline a document that brings in two Mr. Lester shared that the complaints they have heard from the publici ist the amount ofinformation Mr. Robertson asked about Task 2.16 (joint work sessions with the towns). Madam Chair Kirkner asked if the committees described in the work program will be getting Ms. Daly explained 2.3 (Internal Coordinating Committee) will communicate within the County Ggvernment. Task 2.4 (Focus Groups) will be aimed at getting feedback from people at a local Mr. Kane asked how we can communicate with the developers.
