Kirkner, Chair Present with the Commission were the following persons: Mary Lane, Hannah Weber, and Tiffany Fossett, Bureau ofComprehensive Planning; Christopher Heyn, Department ofl Planning and Land Management; Elizabeth Moore, County Attorney; Daphne Daly, Planning and Zoning Commission Secretary; and, Gail Hawkins, Clerk. CALLTOORDERDER/WELCOME PLEDGEOF ALLEGIANCE ESTABLISHMENTOF: QUORUM Mr. Vice Chair Kane called the meeting to order at approximately 6:00 PM. Ms. Hawkins took attendance and noted that five members were present, and a quorum was established. REVIEW AND APPROVALOF AGENDA ADMINISTRATIVE REPORT ADMINISTRATIVE MATTERS On motion of Mr. Robertson, seconded by Mr. Smith and carried, the Agenda was approved. Secretary Daly noted the annual review for the Planning and Zoning Commission Procedures, electing a Secretary, Chair, and Vice Chair will take place at the November 19th meeting. Plus, Ms. Daly stated the second public meeting on Bear Branch Solar project will be December 2, 2024, Lastly Ms. Daly noted MPRP will have their second public meeting on November 13th at 6:00 pm the Commission will make official approval oft the 2025 Meeting Dates. at 6:00 pm at John Street Quarters, 28 John Street, Westminster. at the Agriculture Center in Westminster. Planning and Zoning Commission Official Minutes November 6, 2024 Westminster Annexation No. 80 - Maryland Home Builders LLC Ms. Weber provided an overview of Westminster Annexation #80 (Maryland Home Builders LLC). Also present were Ms. Kelly Shaffer-Miller, attorney, Maryland Home Builders, LLC, and Mr. Matt Hurtt, owner of property. The annexation area is in the County's "R-10,000" Residential zoning district. All adjoining properties within the City of Westminster are zoned "R-10,000" Residential. The city has indicated its intent to place the annexation area into the "R-10,000" Residential use. This annexation does not require a zoning waiver. No action was necessary by the Planning and Zoning Commission; the presentation was for informational purposes only. The petition is scheduled to be presented to the Board of County Commissioners on November 14, 2024. Discussion: this property. Mr. Lester asked whether the County or City of Westminster maintain the road. Ms. Hurtt explained the City of Westminster maintains the road. The County line is two houses down from Mr. Kane asked for clarification on the requirement that 25% oft the surrounding neighbors agree with the annexation. Ms. Weber explained to annex a property in Maryland, 25% of the property owners must agree to the annexation. Public Comment: Kelly Shaffer-Miller, Attorney, explained the City of Westminster requires an annexation if the property were to be redevelop. It is the City's position ifyou need additional water capacity and are eligible for annexation, the City wants you to go through the annexation process. 2023 Water and Sewer Master Plan - Fall 2024 Amendment Water and Sewer Master Plan Fall 2024 Amendments. Andrew Gray presented a Power Point on the purpose, requirements, and supporting documents ofthe Discussion: Mr. Lester asked about the properties that are in the Freedom District amendment area. This area includes four parcels, three with well water, and one that has no access to water. Mr. Gray confirmed the Bureau of Utilities stated a water line must be located a certain distance from a sewer line, the threshold was not met, and it is not economically feasible to connect water to this Mr. Kane asked whether the lot with no water is vacant ori ifthere an existing home on the property. Ifitis a vacant lot, this lot has no value. Mr. Gray will get back to the Commission regarding if Mr. Robertson stated that ift the owner requested water for their property in the future, there would be no access to water. Mr. Gray confirmed according to Bureau ofUtilities this lot has no access property. there is an existing house on the property. to water. 2 Planning and Zoning Commission Official Minutes November 6, 2024 Secretary Daly noted that the Town ofl Manchester and Town ofHampstead Planning and Zoning Commissions certified the amendments are consistent with their comprehensive plan. Public Comment: No Public Comment Presentation: Carroll County Housing Study Draft Tiffany Fossett, Comprehensive Planner, along with Jeremy Gray with Mosaic Community Planning, Secretary Daly informed the Commission, Mosaic Community Planning is the consultant who gathered information to incorporate in the County's Master Plan. The final Housing Study will be gaveap presentation on the Housing Study for the County's Master Plan. presented to the Board of County Commissioners in mid-December. Discussion: Mr. Lester asked how workforce apartments are defined in the study. Mr. Gray explained it was defined on their survey; he will get back to the Commission on the exact definition. Mr. Robertson asked how the distinction is made between the need for people that work in Carroll County, and people living in Carroll County and commuting elsewhere. Mr. Gray explained there isasection on workforce trends, commuting into Carroll County, and living in Carroll County but commuting out of Carroll County. The survey was based on residents that live in Carroll County. Mr. Robertson asked if the survey included demographics, race, ethnicity, and income levels. Mr. Mr. Lester asked ift the State wants to affirm we. have addressed affordability ofhousing. Mr. Gray Commissioner Gordon asked if the housing types could be broken down more, according to the demographics. An older person would have different wants than a young single person. Mr. Gray explained they can break down the survey results by owners verses renters, income, and age. Ms. Daly noted that Carroll County is part of the Baltimore-Columbia Metropolitan Statistical Area (MSA). At an upcoming meeting, the Commission will hear about migration patterns, including where people moving into Carroll County are coming from and where people moving Mr. Robertson stated The Arc has 30 houses for citizens. He asked whether The Arc would fall under Section 811, Supportive Housing for Persons with Disabilities. Ms. Daly explained they were involved in the initial conversations. Mr. Gray confirmed there were representatives Mr. Robertson noted that the wants and needs of citizens in the southern part oft the county will be different from the wants and needs from the citizens in the northern part of the county.
