TOWN Op GITONSVIL 1892 Meeting Minutes ofTown Council on January 7, 2025 As reviewed, approved, and accepted by the Town Council on February 4, 2025 There being a quorum, Mayor Charles Hendricks called the regular meeting oft the Town Council toc order at 7:32 p.m. The meeting was held using video conferencing. Council Members Charles Bradsher, Tom Burke, Amy Koval, and Christina Pellegrino were present. Town Treasurer Angela Hoffman, Town Clerk Mary Burke, Assistant Clerk James Schneider, Planning Commission Chair Brendan Deyo, Historic District Commission Chair Jennifer Sizemore, and approximately four residents or guests were also present. Minutes: The minutes oft the Town Council Meeting held December 3, 2024, were approved as submitted. Treasurer Hoffman reported income tax receipts of$113,882 in November 2024. She added that the budgeted income in that category fort the year was $310,000, and we've already received $401,000. The main expenses for the: month were: for grounds maintenance, $7,436; waste collection, $6,515; and payroll, $6,371. Those are the normal expenses. We did have one remaining picnic expense that came in for $1,671. So, ini total, our income for the month was $144,682, and our expenses were $28,640, which left us with a surplus of $116,042 on the balance sheet. Our fund balances, which include both real property and liquid assets, surpassed Council Member Koval made ai motion to approve the Treasurer's Report as submitted pending audit. Council Member Bradsher seconded the motion. Unanimously approved. Treasurer's Report the $4 million mark and stand at $4,108,713. Audit Report Treasurer Hoffman reported that we received a 40-page audit report and sent it to the members of the Town Council. The auditors found that the town was fiscally in good shape. Everything had been reported as required, and there were no irregularities. The town' s net position at the end of the year had gone up by $196,677 over the previous year, as reflected on pages 7 and 13. She added that the comparison of budget numbers with actual numbers start onj page 28. Mayor Hendricks stated that anyone who has not received the current Audit Report can request it, and we'll gladly send them a digital copy. Laytonsville, Maryland 1 Historic District Commission Report iss scheduled for Tuesday, January 14. Unfinished Business Jennifer Sizemore, Historic District Commission (HDC) Chair, stated that an HDC Work Session Update on the Community Survey Planning Commission Chair Brendan Deyo reported that the contractor, Wallace Montgomery, is currently tabulating the results of the Community Survey, which closed on. December 19,2024. The next step will be reviewing the data. Wallace Montgomery will facilitate using the data to Mayor Hendricks asked how the data will be shared with the public. Chair Deyo stated that we will follow how Wallace Montgomery suggests the data be shared. He expects some joint visioning meetings between the Town Council and the Planning Commission to come up with an agreeable vision. We need to look at and analyze the data first. We need the common vision before writing the new Comprehensive Plan. Town Council members expressed a desire to work create a vision for the Town ofLaytonsville. with the Planning Commission ini this endeavor. Town Hall Porch RoofE Replacement Mayor Hendricks summarized previous discussions for the renovation/repair oft the porch roofof Town Hall, pointing out that copper has superior longevity at a higher price. He reported a proposal received from Scates Corporation to apply an EPDM synthetic rubber material to replace Town Hall's current painted tin roof. Its price would be less than half the cost ofa copper roof. He stated that Mr. Cary Scates reported that EPDM: roofing would last 20-25 years if tapered properly, and copper would last 30-40 years. Black EPDM could be painted red, and the material is sometimes available in other colors. Mayor Hendricks stated that you could replace the porch rooftwice and get the color you want at less than the cost of a copper roof. He recommended approval oft the Scates Corporation proposal to use EPDM material to cover the Council Member Burke agreed with the advantage of obtaining just slightly less longevity for less than halfthe price. He also felt that this material would conform to the unusual shape and Council Member Pellegrino stated that this appears to be a good alternative and helps create HDC Chair Sizemore stated that the big issue previously seemed to be that the color of the new roof was not being considered, and this seems to be a good alternative. Council Member Koval asked about the proposed materials tol be used, including the Council Member Burke gave a briefexplanation of these materials stating that this is very Mayor Hendricks responded that iti is a 3-year workmanship guarantee and a 10-year material warranty. He asked Chair Sizemore about the Historic District Work Permit application process. Chair Sizemore suggested that providing some images of what this product will look like when porch roofat Town Hall. slope oft this porch roof. uniformity. underlayment and how it would bei installed. commonly done for roofing over the last 20-30 years. Council Member Koval asked about the warranty. installed would be helpful for HDC members. 2 Council Member Burke made a motion to withdraw the copper porch roof proposal and approve the Scates Corporation EPDM proposal. Council Member Bradsher seconded the motion. Unanimously approved. 2024 Montgomery County Hazard Mitigation Plan Mayor Hendricks explained that approving the County's plan will enable the town to apply for federal funds, and it should not cost anything to approve this plan. He suggested that Council members look over the plan for other concerns. He stated that an approval resolution can be written for next month's s meeting unless a' Town Council member has ai reason for not approving Council Member Burke stated that he was surprised to see that Laytonsville was mentioned in conjunction with Lyttonsville relative to some previous plan that he is not aware of and wonders what this is referring to. He thinks that maybe there is some confusion for Laytonsville to be Council Member Burke stated that he still feels the document is too long for digestible understanding. He would like to see an executive summary of this document. this plan. paired with Lyttonsville in such a plan. New Business 2024 Update to the Montgomery County Master Plan of Highways and Transitways Mayor Hendricks stated that the county Planning Board had announced a public hearing on a proposal to remove the plan to extend the Midcounty Highway to Ridge Road in Clarksburg and tot the ICC near Shady Grove Road from the county's transportation master plan. A decision not to extend this road will permit new development on the property set aside for its proposed route. The mayor stated that in future years, ift this extension is not built, traffic through Laytonsville may increase and more development may occur on the land designated for this extension. He believes this proposed Midcounty Highway extension should be kept in the County's Master Council Member Burke stated that he would like more information regarding the thinking about Mayor Hendricks stated that he is planning toj provide verbal testimony at the hearing and asked ifhe could state that the Laytonsville Town Council supports not removing the extension of Midcounty Highway from the County's Master Plan. A majority ofTown Council members agreed that it would be in Laytonsville's best interest for the proposed extension ofMidcounty Plan. this road extension. Further discussion ensued. Highway not to be removed from the County's Master Plan. 4th Quarter Safety Inspection Council Member Bradsher reported that the safety inspection is complete except for the' Town Hall building. He reported that a cover broke offofthe electrical outlet at the outbuilding nearest the fire pit behind Town Hall and that the covers over two ofTown Hall's parking lot lampposts are off, allowing precipitation into the lighting. A Maple Knoll culvert is clogging up with dirt and debris, and the culvert at 1st Street and Sunset Drive is filling up as well. There is aj power pole near Route 108 and Maple Knoll Drive with a wire hanging to the ground. Council Member Koval will complete the 1st Quarter Safety Inspection. 3 Snow Storm Response Mayor Hendricks stated that Town Clerk Burke and hel had reported to. J.B. Kline that snow had not been cleared from some areas oftown and those issues had been resolved this afternoon. He later reported to. J.B. Kline that a few streets had initially not been plowed in as wide a manner as appropriate. Council Members Pellegrino and Burke shared with the Council their thoughts Mr. Brian Kline asked ifh his team members had been responsive to the mayor's communications. Mayor Hendricks said that they had been and added that overall J.B. Kline had done a very good job with snow removal. He questioned the use ofice melt on the newly built accessible wooden ramp and deck at the rear entrance of Town Hall. Mr. Kline defended the use ofice melt there for liability reasons. Council Member Koval asked about using sand or kitty litter on this back deck. Mr. Kline stated that sand will ruin the interior wood flooring, and ice melt is what is about the snow removal efforts. recommended. Resident's Forum during a very difficult storm. Mr. Eric Wenger commented that he thought J.B. Kline did a very good job clearing the snow Mr.. Jim Ruspi stated that J.B. Kline did a great job with sidewalk clearing this year.
