Recommendaton-APProVa-AdOPton of Resolution 2025-05 Approve Lot Line (LL) Adjustment No. 2025-01 of City owned property to accommodate a future affordable Senior Apartments Development and Police Station Complex. Adopt Resolution 2025-05 approving Lot Line Adjustment 2025-01. Lot Line adjustments are often used to reconfigure parcels to accommodate ac change in land use requirements. Lot Line adjustment 2025-01 isb being requested to reconfigure the subject parcels to accommodate independent ingress and egress requirements of the proposed Senior Apartments Development and Police Station 4.e. Recommendaton-APPIoVa-AdOPton of Resolution 2025-06 "Award of SB1 - 6th Street Resurfacing (Adams Ave. to "C" St.)" Adopt Resolution 2025-06, awarding the contract for the SB1 - 6th Street Resurfacing (Adams Avenue to "C" Street) project to Don Berry Construction, Inc. in the amount of $236,655.00, and provide a $47,731.00 (-20%) contingency to deal with any unforeseen issues that might arise during the course of construction for a total encumbrance of $286,386.00. REGULAR BUSINESS Patlan 5.a.SUBJECT: The City Council to Consider Adopting of Resolution No. 2025-04 Amending the Classification Listings of Section 17.28.020 of the Orange Cove Municipal Code to Add A "Martial Arts/Boxing Activity Center" Use Classification In the C-1 (Neighborhood Shopping Center) Zone District. RECOMMENDATION: Staff recommends that the City Council consider approving the request under certain findings to amend the Classification Listings of Section 17.28.020 of the Orange Cove Municipal Code to add a' - Martial Arts/Boxing Activities Center" use as a permitted use under Section 17.28.030 OCMC in the current C-1 (Neighborhood Shopping Center) by approving Resolution 2025-04. City Council to consider denial if certain finding(s) cannot be made. 5.D.SUBJECT: Contract Award - Sheridan Park Renovation and Dominguez Welcome Orange Cove Monument Signs RECOMMENDATION: Adopt Resolution 2025-07, awarding the contract for the Sheridan Park Renovation and Welcome to Orange Cove Monument Signs to Clean Cut Landscape, Inc. (CCLI) on the basis of their base bid amount of $1,605,077.00 and authorize the Public Works Director and /or his designee tor negotiate a change order in the amount of approximately $100,000.00 sO that the project can be executed within the remaining grant funding of Based on a final negotiated contract award of a $1,505,077.00, post change order - staff is requesting a total project encumbrance authorization of $1,550,000.00 to match the remaining grand funding. The requested funding authorization $1,550,000.00 would be sufficient to accommodate the contract award (post change order) of-$1,505,077.00 and provide a small project Staff further recommends that the Acting City Manager and/or his designee be authorized to execute a final award agreement and the associated change order to reduce the base bid price of $1,605,077.00 to - $1,505,077.00 in favor of 1,550,000.00. contingency of $44,923.00. Warrant Register for December 2024 4.d. Consideration and Necessary Action to Recognize Obligation Payment Schedule 25- 26 for July 1, 2025, through June 30, 2026, and Administrative Budget for Fiscal Year 2025-26 and Adopt a Resolution approving the Orange Cove Successor Agency Budget Recognized Obligation Payment Schedule 25-26 and Administrative for the twelve-month period from July 2025 through June 2026. 4.e. Consideration and Necessary Action to Adopt Resolution 2025-01, awarding the contract for the CMAQ Alley Paving project to Toasted Asphalt, Inc. in the amount of $389,500.00, and provide a $77,900.00 (-20%) contingency to deal with any unforeseen issues that might arise during the course of construction for a total encumbrance of $467,400.00.Staf further recommends that the City Manager and/or his designee 4.f. Alternate City Representative on the Board of the GSA. BACKGROUND: The Sustainable Groundwater Act (SGMA) was signed into law by Governor Brown. In the following years, each groundwater basin within the State of California was required to form Groundwater Sustainability Agencies (GSAS) and establish Groundwater Sustainability Plans (GSPs) that address issues of declining groundwater, degradation of groundwater quality, land subsidence due to over pumping of groundwater aquifers, saltwater intrusion into groundwater aquifers, and a host of other Under the guidance and administration of Alta Irrigation District (AID), the City of Reedley and 16 other entities entered into a partnership throughi formal Memorandum ofUnderstanding, and then subsequent legislation, SB 37, to form the Kings River East Groundwater Sustainability Agency. The GSA Bylaws, as well as SB 37, call for the three cities within the GSA, Reedley, Dinuba, and Orange Cove, to select one Representative and one Alternate to serve on the Board of the GSA. Because Orange Cove lies within the GSA boundary, it is included in the GSA.
