PRESENTATION Chaffee County Fire Protection District Chaffee County Fire Interim Chief Kira Jones provided an update to the Trustees, noting 2024 call volume had risen from the prior year, with at total of 608 calls and 40% relating to traffic accidents. Jones announced new hire Matt Brooks, who previously served as Hartsel's Assistant Fire Chief, has been focusing on commercial and Short-Term Rental inspections. Jones went on to voice concerns and recommendations for adding electric vehicle (EV) charging stations in Town. Namely, Jones voiced reasons for clearing perimeters at stations and that EVI battery fires can require upwards of 30,000 gallons of water to extinguish. PRESENTATION Chaffee Housing Authority (CHA) CHA Interim Executive Director Marjo Curgus provided an update to the Trustees, stating housing costs generally continue to rise. Increases have been significant since 2019, when households making 139% oft the Area Median Income (AMI) could afford a single family detached home. In 2024, similar options required an estimated 248% AMI. Curgus reported that CHA is leading a Housing Needs Assessment (HNA) in partnership with local. The assessment will guide ac county-wide strategy, addressing a projected need for 985 new housing units by 2027. Curgus gave an overview of CHA's current projects. "Jane's Place", in Salida, will have 17 units along with commercial space and should be completed by December. "The 505", also in Salida, willl have 19 units renting at 80%-120%. AMIa and marks CHA's firstr rental property. "Alpine West", a 2.4 acre property, was purchased using a state grant from Proposition 123 Land Banking and will be the site of a future apartment complex. Curgus noted the difficulty for "rural resort communities" to secure state funds and that the HNA could help secure a waiver to raise the funding ceiling from the current $70k per unit. Curgus described the need to span the project costs gap with unrestricted funding, which includes philanthropic sources and local backing. CHA has been working with Chaffee Housing Trust to acquire mobile home parks, "River Village", in Poncha Springs, and "Mountain Village" in Johnson Village. Mobile home parks make up 10% of affordable housing in Chaffee County and represent the most economical housing type. Curgus described a "cost burden" affecting half the renter- occupied households in the county, whereby rents cost over 30% of one's income. Curgus referenced Buena Vista'sMidland Apartments (AKA Carbonate Street project), which has higher rents but deed-restricted units that will seem more affordable in the future. Trustee Rowe raised concerns that the project doesn't meet the needs of current residents seeking affordable housing. Trustee Huyckr noted the higher cost ofl living and lower wages in Buena Vista compared to Salida, and Curgrus confirmed that the HNA would factor these points. Trustee Rice revisited the topic of Town's land contribution to the Midland Apartments. Jack Jones, of Tributary Development, explained the land was given by Town as a one-to-one value in return for the developer building a core & shell childcare facility, as part of the complex. Trustee Rice expressed unease that the project has evolved differently than initially envisioned. Curgus suggested reviewing the project's pro forma tol better understand its costs. Curgus concluded with an overview of staffing and budget. In 2025, CHA will focus on tenant and asset management, with efforts underway to hire an Executive Director and Finance Director. She mentioned that most of CHA's revenue is dedicated to capital projects, acquisitions, and development. Trustee Swisher inquired about the future resale potential of units in the mobile home parks, and how affordability would be maintained for future buyers. Curgus assured that the projectsaffordability, goals are intended to be preserved in perpetuity. BUSINESS ITEMS Public Hearing - Municipal Code. Amendment = Campaign Finance Complaints Should the Board of Trustees approve the adoption of Ordinance No. 01, Series, 2025, entitled, "AN ORDINANCE OF THE TOWN OF BUENA VISTA, COLORADO, ADDING A NEW: SECTION 2.7 TO THE TOWN OF BUENA VISTA MUNICIPAL CODE TO REFER CAMPAIGN FINANCE COMPLAINTSTO1 THE COLORADO SECRETARY OF STATE." Town Clerk Paula Barnett referenced 2024 Colorado House Bill 24-1283, which establishes proceduresf for municipal clerks tot file municipal campaign finance complaints with the Colorado Secretary of State (SOS) if the municipality does not have a campaign finance complaint and hearing process. Barnett stated the Town of Buena Vista lacks a complaint or hearing process, and that in order for Town to benefit from utilizing the SOS to process the complaints, an Ordinance is required by the state. Administrator Brian Bergerreviewed the selection of KUJ Engineering, LLC-a planning and engineering service - for Buena Vista's foreseeable consulting needs. The recommendation of moving forward with the firm followed a robust evaluation process by a review committee consisting of the Town. Administrator, Planning Director, Public' Works Director, Town Treasurer, and Town Engineer. Berger indicated the value in evaluating Town's external contracts every Trustee Rowe inquired about the option to have the previous firm transfer knowledge to KU. Berger stated that continuity has been considered but that two services will not overlap. Trustee Rice pointed out the agreement lacks explicit language granting ownership of digital assets to Town. Trustee Rice asked ift the Board would be casting votes fort the Trustee vacancy during the. January: 28th meeting, ther night candidates present. Administrator Brian Berger: stated flexibility in the decision's timing, with a result needed by the end of February. Trustee Rowe suggested including the opportunity for the Board to decide at the January 28th meeting by including it ont the agenda and the item could be tabled if necessary. INFORMATION ONLY Letter of Support: Chaffee County Habitat for Humanity (CCHfH) and their application for the Colorado Enterprise Zone Contribution status.
