Police Chief Tedra Bilby, Administrative Assistant to the Police Department Mayor Fenter called the meeting to order at 5:30 p.m. The invocation was led by Brian Smith. 3. PLEDGES TO THE FLAGS Pledges led by Mayor Fenter. 4. PUBLIC COMMENTS Robert Atkinson spoke to the Council. He stated that he had been in attendance at the last three meetings, and was a supporter of law enforcement, stating he has carried a badge for 19 years and his mother-in-law was a prior Chief of Police for Nocona, but that the City of Jacksboro had a police department problem. He described how the two police department officers had recorded the City Manager to set him up, that a state trooper had pulled him over and that he was sent on his way without incident. He stated that there were two things police officers should do: they should do what they are supposed to do and they should not do what they are not supposed to do, and what the police department did was wrong. Mr. Atkinson stated that at the prior council meeting, a statement was made that was incorrect, and that the City of Jacksboro is not a strong Mayor city, buti is run by a City Manager and has a weak Mayor structure. Mr. Atkinson urged the council to let the City Manager just do his job. He also stated that he would like to clarify that the Texas Rangers are not investigating the City Manager, but are investigating the police chief, two officers and the department. He urged that the public remain patient and allow for thei investigation to be completed. He also stated that a public comment section on an agenda is not a q and a" session, and he felt the Mayor orchestrated the last agenda's public comment questions and Toni Rike, representing the Texas Municipal Police Association, addressed the Council. Mr. Rike stated that the only individuals with all of the facts are the Texas Rangers. He described an incident over the weekend with one police officer on duty at 3:44 a.m. There was a call of threats from an individual with a blue warrant. The individual was located at a home. The officer on duty tried to call and locate the active Chief, but could not locate him. Aaron Austin responded to the officer, and they took the individual into custody. He stated that the Jacksboro Police Department is comprised of officers that want to be in Jacksboro and who care about the community. He stated that the officers here are working for less money, and he credited Chief Bryan Corb for turning the department around. Mr. Rike stated that there were not 3 R.C. Langford asked the Council for details regarding the shooting of the swine by an officer. He questioned whether animal control was called and if he responded. The question was addressed to the City Manager, and he did respond that the animal control officer did respond. Mayor Fenter reminded the public that there would be no questions answered for items not on the agenda. Johnny Rupe asked to bei included on the list for Public Comment at this time. Paul Glidewell addressed the Council regarding an issue with an easement on his property. He stated that the boring company, Sentrio, had bored and laid a fiber line on two sides of his property. Mr. Glidewell stated that after researching answers for Aaron Austin and allowedi it to occur. officers out, 3 remaining. He is requesting that the City research the easement for his property, or that Sentrio pay for an easement, or remove the fiber line. Mayor Fenter asked the City Manager if the City was aware and working on an easement for utilities on the property, Jackie Hamilton introduced herself as the Jacksboro Middle School principal. She stated that her main concern in speaking was the Jacksboro Police Department. She complimented the care and concern that the current officers and Chief Corb have exhibited to the students at. JISD. She stated that the police department was always eager to assist and The Council agreed to allow Johnny Rupe to add his name to the list of speakers for Public Comment. Mr. Rupe stated that he also had questions regarding the shooting of the domestic pig by the police. He stated that he observed the shooting, and that it was obvious to him that the pig was not a wild pig. He stated that Chief Corb had never been and the City Manager stated that hei is currently working on the situation. had al high priority for safety for the students. oppressive, but he believed there needed to be smarter decisions made by the police department. 5. All matters listed under Item 5, CONSENT AGENDA, are tol be considered routine by the City Council and will be enacted by one motion. There will not be as separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and Alderman John Moffit was excused from attending the meeting. DECEMBER! 9, 2024 REGULAR MEETING MINUTES. Alderman Sisson made a motion to approve the December 9, 2024 regular meeting minutes as presented. Alderman Robinson abstained from voting due to an absence at the December 9, 2024 meeting. Motion carried with remaining council members consent. i. DECEMBER 23, 2024 SPECIAL CALLED MEETING MINUTES. Alderman Hood made a motion to approve the December 23, 2024 special called meeting minutes as presented. Alderman Sisson abstained from voting due to an absence at the December 23, 2024 meeting. Alderman Gonzales seconded the motion. Motion carried with remaining council members consent. 6. RESOLUTIONS: Discussion was held. a. R-01-2025 A RESOLUTION OF THE CITY OF JACKSBORO, TEXAS, PROVIDING THE ANNUAL DESIGNATION OF THE JACKSBORO HERALD-GAZETIE NEWSPAPER AS THE OFFICIAL NEWSPAPER FOR THE CITY OF JACKSBORO. Alderman Sisson seconded the motion. Motion carried with unanimous consent. Alderman Gonzales made a motion to approve Resolution R-01-2025 as presented. b. R-02-2025 AI RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JACKSBORO, TEXAS AUTHORIZING AN AGREEMENT WITH THE STATE OF TEXAS, ACTING BY AND THROUGH THE DEPARTMENT OF TRANSPORTATION, FOR THE PURPOSE OF THE TEMPORARY STREET CLOSURES; AUTHORIZING THE CITY MANAGER AS SIGNER OF THE AGREEMENT; AND PROVIDING AN EFFECTIVE DATE.
