City Manager Report Thanks to Cindy Roller and the Community Development Board for the Christmas parade and' The Sip! N There willl be al New Year's Eve concert at the Community Center 8:30 p.m. featuring Gus Clark & The City Offices willl be closed on the 24h and 25th for the Christmas Holidays. Thel Nelson Street Bridge is winding down. On ap project like this, small things need to be done before we make the final payment. For example, the grate over the Dropbox in thei intersection is still not withouta problem. Grass will need to be planted, the metal plate on Mill Street will need to be removed, anda af few other odds and ends will need tol be fixed. The ditch at Houston and Mill Street will need some concrete to prevent erosion there, which will be at our expense because the engineer did not see the erosion problem coming. The negotiation starts with the construction company regarding the final payment amount. TWDB has approved Phase 2 oft the sewer line project. Itwill include Coffield, Strong, Roach, Hudspeth Streets, and the alley behind Hulme Street. We wilil begin the bidding process shortly and should be ready to goi in ai month or so. The easement for the Glenn Hills lift station is now being negotiated, and The new transformer at thes substation has been delivered and assembled. That crew left the week before Thanksgiving. Wel have been waiting for one particular structure to get here so that we can get the Brazos crew back to finalize their part oft the project. The structure fort the transformer switches came in last Wednesday, and Brazos is planning on being here the week of December 16. So, it's nice to be able to say The Wichita Street CDBG water line project is in its final stages. The final payment oft the grant money Our CDBG grant company, Public Management, had us go ahead and take the necessary first steps fora new CBDG grant even though we did not get funded in the first round this time. But, ifs you remember, we got funded in the second-round last time, so there is still aj possibility that we could get funded again. Councilor Post moved, with a second from Councilor Sproles, to approve the change order to the Nelson Street Project. Considerairport hangar lease terms for privately buill hangars at the City of Bowie Municipal David Cassel gave a presentation to the council about a 50-year lease on land at the airport where he would like to build hangars. There have been 25- and: 30-year leases, but he said there is no way to get a successful return in today's marker withi interest rates, material and labor costs without a longer lease. Cassel also would like to collect the hangar lease for his return. Airport Manager Stony Lowrance said there are many things to factor in to determine the cost ofthe land lease and direction on what he is asking for. City Manager Cunningham said in his opinion a 50-year lease is totally unreasonable. Cunningham said he would be building hangars tomorrow if we could gete enough rent to pay fori it, but that'st the problem cities are facing. Rent is low and ifr rent is raised, they start losing people, which is what we have found in the past. The city needs the revenue but it also needs to be a good deal for the city, we can't subsidize you. Mayor Burris sees other factors such as a private individual starting al business out there while wel have our own airport director. This would make two leaders out there. She is also not in favor of subleasing hangars. Cassel responded he is not going to spend millions of dollars and then charge $100 to $150 in rent on a 25-year lease, it won'tr make the money back. Cunningham said "that is why I think your deal will fold because people won'tp pay the prices you are going to have tol have." Councit took no action Councilor Sproles moved, with as second from Councilor Post, to change the meetings to the 2nd and 4th Tuesdays of the month. starting in. January, 2025. Motion carried with Councilors Ashley, Post, Shaw, Ordinance 2024-10- - An ordinance amending Appendix C Fee Schedule "Water Rates-2018" ofthe Code of Ordinances ofthe City of Bowie, Texas increasing water rates and addinga 2-ycarschedule: This ordinance isa 16% rate increase this year, along with a 16% rate increase the following: year. Council would like tol bring back to the next meeting the figures to charge more to the out of city limits customers. The city manager said he would get new figures and check Airport. on this item and would like to do more research on the issues. He also wondered how much the city was paying Waterworth to create the rate schedule when Cunningham could come up with it himself. Cunningham told him our costs were half oft those from previous water studies Angie Christmas spoke on the airport saying one oft her friends lease was $7,500 ar month in Grandbury and Ont the water rate issue, Christmas can see a bunch of places the city could cut money and movei it to water, James McAfee went to his neighbors on thes south side oft town and found that people are not in favor ofa water rate increase. He suggested selling the street sweeper and we would have some money. and they were the experts. others pay $500 to $1,500. without adding more to the citizens.
