SFTRRA 1867 CRAWFORD CITY COUNCIL May 14, 2024 Minutes The City, Council oft the City of Crawford, Texas conducted a Regular Meeting on Tuesday May 14, 2024, at 6:00 P.M. at City Hall, 6719 N Lonestar Pkwy., Crawford, Texas 76638. Present: Mayor Bobby Bain Mayor Pro Tem Cindy Vannatta Councilmember Jared Ferrell Councilmember Lewis Snow Councilmember John Weldon Councilmember Neil Watts City Manager Brian Bolfing Chief of Police Bob Fuller 1. Call Meeting to Order 2. Invocation Absent: City Secretary Alicia Chaney Public: Jamie Mauerman Robert Campbell Jay Parker Mayor Bobby Bain called the meeting to order at 6:00 p.m. Mayor gave the invocation. 3. Public Comments 2 citizens signed up to address the council during public comments. Robert Campbell spoke on agenda item #9 regarding the storm sirens for the City. Jamie Mauerman spoke on agenda item #5 regarding the no parking signs ini front of the bank and bank customers parking on public right of way in front of the bank. 4. Discuss and consider action on appointment of Mayor Pro Tem. Motion was made by Councilmember Jared Ferrell to appoint Cindy Vannatta as Mayor Pro Tem. Motion was seconded by Councimember Lewis Snow and passed. 5. Discuss and consider action on city Ordinance No. 2005-04 providing for parking. Motion was made by Councimember John Weldon to take no action at this time. Motion was seconded by Councimember Neil Watts and passed. 6. Discuss and consider action on Tonkawa Falls RV Park rental rates. Motion was made by Councilmember Neil Watts to adjust the site rental rates as follows: Daily: $40/Sun-Thurs; $80/Fri-Sat Weekly: $240 Monthly: $500 Motion was seconded by Councimember Lewis Snow and passed. 7. Discuss and consider action on proposal from Keystone Inc. for Telemetry Scada for water system controls for Well #2. Motion was made by Councimember Lewis Snow to approve the proposal from Keystone Inc. Motion was seconded by Councilmember Neil Watts and passed. 8. Discuss and consider action on quote from Rafter 5R for Well #1 pump house repair. Motion was made by Councilmember Lewis Snow to approve the quote from Rafter 5R for well #1 pump house repair. Motion was seconded by Mayor Pro Tem Cindy Vannatta and passed. 9. Discuss and consider action on purchase of storm sirens. Motion was made by Mayor Pro Tem Cindy Vannatta to move forward with finding a solution for citizen's to be alerted of bad weather. Motion was seconded by Councilmember Neil Watts and passed. 10. Discuss and consider action on a date for the FY '24-'25 Budget/Tax Rate Workshop. Motion was made by Councimember Lewis Snow to come up with a date by the June council meeting. Motion was seconded by Councimember Jared Ferrell and passed. 11. EXECUTIVE SESSION - Council moved into executive session at 7:22 pm and reconvened in open session at 7:25 pm. 12. .Discuss and consider action on hiring of public works employee. Motion was made by Councilmember Jared Ferrell to approve the hire of a public works employee as discussed in executive session. Motion was seconded by Councilmember Lewis Snow and passed. 13.Discuss and consider action to approve minutes from April 2024. Motion was made by Councimember Jared Ferrell to approve the minutes as written. Administrative Update City Manager Brian Bolfing gave an admin update that included an update on COVID funds. Report was filed and the remaining funds need to be allocated by December 2024. Liquidated damages from Hydro Resources have been requested in the amount of$127,500, we are waiting for a response from them. 18. Adjourn Councimember Lewis Snow made a motion to adjourn at 7:39 pm.
