REGULAR SESSION MEETING JANUARY 13, 2025 Be it remembered on the 13th day of. January at 10:00 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members To-wit: present, Isabel Izzy Carrasco Kirk Frye Charles Wilkins Casey Russell Sharon May Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Wendy Carthel, Parmer County Museum Awyna Sanchez, Tax Assessor-Collector Jessica White, Election Administrator Eric Geske, Sheriff Amy Dudley Kenny White Absent: Commissioner Pct. #3 When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments There were no comments from members of the public. 4. Update on Historical Commission Wendy Carthel informed the Court that Don and Gladys Spring have resigned from the Parmer County Historical Commission. As Director of the Parmer County Museum, Wendy will be updating Parmer County History on the Museum website. 1 She gave an update on the projects the Museum has completed and those ongoing. See attached. The Court thanked her for her work at the Museum. Commissioner Wilkens left the meeting due to an appointment. 5. Approve Minutes from Previous Meeting Upon a motion to approve the minutes from the Regular Meeting on December 23, 2024, by Judge Carrasco, seconded by Commissioner Upon a motion to approve the minutes from the Special Meeting on January 2, 2025 by Commissioner Russell seconded by Commissioner the motion passed by a majority vote. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for December 31 and January 13 for 2024 invoices. She presented a list for January 2nd and 13th for 2025 invoices. Motion by Commissioner Russell, seconded by Commissioner Frye to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 7. Consider Treasurer's Payroll Report-Sharon May Judge Carrasco made the motion to approve the Treasurer's Payroll Report for December 31, 2024, Commissioner Frye seconded and the motion passed by majority vote. See attached. 8. Consider and Discuss Applying for a Credit Card for the Election Administrator Judge Carrasco explained that the new EA has need of a credit card to conduct election duties. Treasurer, Sharon White wanted the Court to Commissioner Russell made a motion for the County to apply for a credit card for the EA. Commissioner Frye seconded the motion and the motion approve the application for a new credit card. passed by majority vote. 2 9. Consider and Discuss Resolution Opposing Legislation to Eliminate the County Wide Polling Place Program Judge Carasco made a motion to table this issue until all Commissioners were present. Commissioner Frye seconded and the motion passed with an majority vote. 10. Consider and Discuss Resolution in Regard to Election Security and Cost Judge Carasco made a motion to table this issue until all Commissioners were present. Commissioner Russell seconded and the motion passed with a majority vote. 11. Consider and Discuss the 2025 Holiday Schedule This discussion was held out of order. Commissioner Wilkins was present for this discussion. Judge Carrasco presented the Holiday Schedule for 2025. Commissioner Commissioner Frye made a motion to approve the schedule as presented. Commissioner Wilkins made a motion to approve the schedule minus the Wilkins objected to the schedule. A discussion was held. Itdied for lack of a second. Juneteenth Holiday. It died for lack of a second. 12. Draw the Salary Grievance Committee The two Commissioners and the Judge each drew 3 names out of an envelope for the nine members of the Committee. Two more names were drawn as alternate members. See list attached. 13. Consider and Discuss Water Line Under County Road An application was filed to place an 8-inch water line 140 yards north of the intersection of CR A and Stateline Road. A motion by Commissioner Russell to approve the line, seconded by Commissioner Frye passed with ar majority vote. See attached. 14. Consider and Discuss Setting the Terms of Commissioners Court for Regular Meetings Commissioner Russell made a motion to convene Commissioners Court Meetings every 2nd and 4th Monday of each month. Judge Carrasco seconded and the motion passed by majority vote. 3 15. Consider and Discuss Regular Meeting and Budget Workshop Schedule Commissioners Court for Judge Carrasco made a motion to schedule meetings each Monday in the months of. July and August. These dates would be used to hold budget meetings as necessary. Commissioner Frye seconded and the motion passed by majority vote. Enforcement Center 16. Consider Any and All Matters Concerning the Parmer County Law The Sheriff reported 18 inmates housed in the Parmer County Jail. Six of The Sheriff stated there were no major traffic accidents during the recent snow storm event. He stated the area of construction by Cargill was a problem area with the blowing snow. TXDot workers were not helping and the Sheriff's Department dug out several cars that were stranded the inmates are from Lamb County. shovels. using With no further business to come before the Court, Judge Carrasco moved to adjourn.
