City of Oak Ridge Kaufman County, Texas City Council "Workshop" Meeting Minutes December 9, 2024 at 6:00 PM Item 1 Call to Order Meeting was called to order by Mayor Paul Hullar at 6:01 PM. Present were Council Members, Janelle Davis, Scherri Holmes, Nena Langford, Rolando Guzman and Mayor Pro Tem Jimmy Quick. Chief Bill Weatherly and City Secretary Karen Stacey were also in attendance. Item 2 Citizen Input (3 Minute Limit) Landon Darwin of Riverside Homebuilders was present to speak on a later agenda item. Joel Gray and Katherine Melton were also in attendance to observe. Item 3 Discuss, Consider Action on update from Landon Darwin with Lackland Regarding FEMA and the Oak Valley South Development 116 homes in this phase. Don Allen was in charge before Landon Darwin took over. Landon stated "the Prelim Plattisjust to prove there is an agreement to move forward not a final document". Landon also stated, "there are two phases to the development approval plat to start engineering. Flood plan study has been sent to flood plain admin, once approved FEMA will review and issue CLOMER then LOMAR at the point it will be out of flood plain". Erosion control will be under TCEQ. Landon will have Riverside correct and replace incorrect Billboard. A motion was made by Scherri Holmes to approve Preliminary Plat sO it can progress to engineering/FEMA and was seconded by Janelle Davis. All being in favor, motion carried. Item 4 Item 5 Update on Court Activities of November 2024 Reviewed handout with monthly data preprinted. Approve Minutes of November 25, 2024 Council Meeting Motion was made by Janelle Davis and seconded by Nena Langford to approve City Council Minutes of November 25, 2024. All others being in favor, motion carried. Item 6 Approve Payment of December 9, 2024 Bills/Invoices Motion was made by Janelle Davis and seconded by Nena Langford to approve Bills/Invoices of December 9, 2024. All others being in favor, motion carried. Chief stated he will pick up new pursuit vehicle next week. Captain Murray may be coming off light duty in the next week. Item 7 Discussion on Police Department (Chief, Bill Weatherly) - PD 5 year plan is in the works. Item 8 Discussion on Roads, Status on Red Oak and Approve Pct. 1 Extra Costs Karen to try and contact Texas Materials to get an estimate and use our asphalt. Tabled approval of extra costs pending estimate from Texas Materials Group. Jimmy and Rolo to repair pot holes on Abner. Page 11 Item 9 Discuss, Consider Action migrating all "City Hall" employees to Tier 1 Paycor Payroll System if covered by Tier 1 (Paydays 5th & 20 each month) There was discussion on 3 Options; 1st Option-Tier 1 pay the costs of Paycor; 2nd Option-Retrieve EIN from Tier 1; 3rd Option-City pay fees to Paycor. Under any option need MOU that City take back our EIN ifTier 1 contract ever ends. Motion was made by Nena Langford for the 1st Option and seconded by Janelle Davis. All being in favor, motion carried. Item 10 Adjourn Regular Meeting and go into Administrative Session Motion was made by Janelle Davis and seconded by Nena Langford to adjourn regular meeting and go into Administrative Session. All others being in favor, motion carried.
