Public Hearing regarding Submission ofa an Application to the Texas Community Development Block Grant Program (TxCDBG) for Program Years 2025-2026 to participate ini the Colonia Fund Construction Program and/or the Downtown Revitalization Program. (City Mgr.) City Manager Frank Rodriguez II explained the Texas Department of Agriculture offers competitive grant programs to distribute the funding to small rural communities across the state. The City of] Fort Stockton is targeting Economic Development through the Colonia Fund Construction Program and/or the Downtown Revitalization Program. The City has been invited to submit project details for an application in the amount of $750,000.00. He stated the purpose of this Public Hearing is to allow citizens an opportunity to discuss and participate in the process. There was a second meeting with the management team, consisting ofCindy Sanchez, Brenda Delao, Maria Rodriguez, Lawson Kemp, Jesse Gonzales, Jr. and Frank Rodriguez III. They have been identifying a strategic plan for Downtown Revitalization that will be prepared and tentatively presented to Council sometime in February. III---- City Manager's Report City Manager Frank Rodriguez HI advised Council that Assistant City Manager Jesse Gonzales, Jr. would be presenting the City Manager's Report. Assistant City Manager Jesse Gonzales, Jr. recognized Council Member Jerome Chavez for his contributions rendered to the Baseball Division oft the Texas Association of Sports Officials (TASO), through his years ofs service and actions as a member ofTASO Baseball as al High School Baseball Official. Council Member Jerome Chavez was named the recipient oft the George Coit Distinguished Service Award at the Annual TASO Baseball State Meeting held in Dallas on January 4, 2025. He has served for 10 years as an At Large Board Page155 Member Representative for the West Texas Chapter ofTASO Baseball. He has served over 20 years officiating for the Youth and High School, including 14 years officiating Junior College Baseball. Hel has officiated the UIL Baseball State Tournament for multiple years. The Nomination was Recognized by his fellow officials for his willingness tol help his fellow officials. He asked everyone to join him in congratulating Council Member Jerome Chavez Mayor Paul Casias commended Council Member Jerome Chavez for his continued support ofs sports officiating, recognizing the importance ofhaving qualified officials. Council Member Jerome Chavez expressed his gratitude to everyone for their appreciation and recognized the efforts of the Public Works Department, more specifically Carlos Lopez, Fed Valenzuela, Daniel Pitts, Willie Celaya, DAngelo Rodriguez and Andres Rodriguez for fixing the recent water leak in this harsh winter weather. The precision that Fed demonstrated with the backhoe was impressive. Furthermore, the teamwork the crew exhibited in repairing the leak was remarkable. Thanks to their efforts, the citizens probably for his dedication and commitment to sports officiating and youth sports. didn't realize they were without water. 4. Co. Original Grantee, Pecos County Texas (TDCJLynaugh WWTP Effluent Water Pond). (City Atty.) City Attorney Jesse Gonzales, Jr. explained this is the Agriculture Contract for the Effluent Water Pond. A Notice of Default was sent to Mr. Durham on October 25, 2024, followed by a3 30-day notice oftermination on November 26, 2024. He requested Council Confirm the termination ofthe Agriculture Contract due to the default by the contracting party. The payment which was due in September, was not received, even after the City waited until Motion was made by Mayor Pro-Tem James Warnock, seconded by Council Member Paul Jerome Chavez, and carried unanimously to approve the Termination of Agriculture Contract between the City of Fort Stockton and Rayburn Durham for Approximately 274. City Attorney Jesse Gonzales, Jr. explained this is a new contract with Matthew Garvin for the Effluent Water Pond. He further clarified that the term of the contract is for 10 years and Council Member Ruben Falcon inquired ift there were any crops currently planted.
