A Regular meeting of the Commissioners Court of Garza County, Texas was held on Monday, January 13, 2025 beginning at 9:00 a.m. at the Commissioners' Courtroom, 300 W. Main St., Post, Texas with the following members present: Lee Norman, Judge; Pct. 1-Jeff Williams; Pct. 2-Kim Wilks; Pct. 3-Byron Lane Jones and Pct. 4-Giles W. Dalby. County officials present: Terri Laurence, District & County Clerk; Michael Isbell, Sheriff; Annhya Velez, County Attorney; and LuAnne Terry, Treasurer. Also present Carol Williams, Administrative Assistant; Kylene Wheeler, Elections Administrator; Danya Peterson, Agri-Life Extension Agent; David Graves, Constable Pct. 1; Bruce Boren, Constable Pct.2; Chris Atkinson, Community Recovery Center; Xane Reiter, Family Health Community Agent; Kye Baker, Rein Howard, Bella Hayek and Anna Gibson, Post Dispatch. Judge Norman called the Regular Meeting to order at 9:00 a.m. Order 1: Prayer Order 2: Pledge to Flags Order 3: Public Comment None presented. Order 4: Minutes from the December 23, 2024 regular meeting were approved as presented with a motion by Commissioner Williams and seconded by Commissioner Dalby. With a majority of the court members voting aye, the motion carried and sO ordered. Order 5: Came on for consideration was accounts payable from December 23, 2024 through January 13, 2025. Motion was made by Commissioner Williams and seconded by Commissioner Wilks that all accounts presented in the fund requirement print-out is ordered paid and presented to the Treasurer for payment. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. Order 6: Reports from county offices-The following items of information were brought before the Court as a written and/or verbal Sheriff Isbell: Jail Inmate Count; 76, 28 are county inmates and 48 out of county. Garza County Billing for December 2024. 2024 Annual Statistics Report. Have installed an automated David Graves, Constable Pct.1: Had a few septic inspections Danya Peterson, Agri-Life Extension Agent: Gave numerous reports. Junior Livestock sale will be Thursday, January 16, 2025 Xane Reiter, Family Health Community Agent: Three members, Kye Baker, Rein Howard and Bella Hayek with 4-H for the Homemakers Association showed a quilt they had made to be raffled during the Junior Livestock Association sale on Thursday, Chris Atkinson, Community Recovery Center: Gave reports on Community Recovery Center and Post City Garza County Airport. Giles W. Dalby, Commissioner Pct. 4: Been busy completing Judge Norman: District Clerk received letter from Attorney General, Ken Paxton for the Clerk's Office help in collecting Child Support payments for the past year. Have had calls and concerns about the intersection on Highway 380 and Avenue F. Have talked with an engineer with TXDOT and they are going to study the situation. RFP for the Dalby Unit should be ready in a couple of weeks. Kathy Nelson is in charge of the County's Wellness Program. Healthy County Contest will begin today. Report: phone system at the jail. District & County Clerk: Appointed Attorneys and Fees Report for Nov. and Dec. 2024 Monthly Distribution report for Nov. 2024 and Dec. 2024 County & District OCA reports for Nov. 2024 and Dec. 2024 US Bank: Garza County Public Facility Corporation Taxable Project Revenue Refunding Bonds, Series 2012 from December 1, 2024 to December 31, 2024. See attachment. A motion was made by Commissioner Dalby and seconded by Commissioner Williams. With a majority of the court members voting Aye, the motion carried and SO ordered. Order 7: Consider to approve Bonds for Elected Officials. A motion was made by Commissioner Williams and seconded by Commissioner Wilks to approve the Bonds as presented. With a majority of the court members voting aye, the motion carried and SO ordered. Order 8: Consider to approve Statewide Automated Victim Notification Service (SAVNS) agreement. A motion was made by Commissioner Dalby and seconded by Commissioner Wilks to approve Fifth Contract Renewal to begin September 1, 2024 and end of August 31, 2025. With a majority of the court members voting aye, the motion carried and SO ordered. Order 9: Budget Amendments and Line Item Transfers. None presented.
