COMMISSIONERDISCLOSURES: APPROVAL OF MINUTES: Town Council Liaison Bertaut requested that his inquiry to Director Wilkes for a report detailing all decisions and determinations made inl her capacity as Zoning Administrator be inçluded in the Chair Rise disapproved the minutes, citing the omission ofkey details regarding the discussion oft the 2030 Comprehensive Plan inj relation to Director Wilkes's presentation on the Comprehensive Plan Update Process, which was included in the agenda packet. Plan. attached to the minutes. CITIZEN COMMENTS: Chair Rise praised citizen Beverly Chiasson for her insightful emails regarding Planning Commission discussions from its previous meeting in November. With her approval, he read aloud an email exchange shared with thel Planning Commission between himself, Commissioner Hombach, and Ms. Chiasson. The exchange addressed thel history oftransportation issues in Purcellville and the Western Loudoun Recreation Center. The emails are attached. COMMISSIONER COMMENTS: After offering each commissioner the opportunity toj provide comments and hearing none, Chair Rise extended a welcome to the Intercessors for America, who recently established their national headquarters in Purcellville by purchasing the building on 21st Street, adjacent to Magnolia's. Town Council Liaison Bertaut shared that the Town Council received a second presentation on the! Zoning Ordinance during their most recent meeting. He noted that this topic will likely be discussed further at the December 10th meeting, where planning staff's recommendations will be COUNCIL REPRESENTATIVE REPORT: presented in greater detail through ai redline document. PLANNING STAFF REPORT: a. Work Plan Update Director Wilkes provided updates on thel Planning Commission's Work Plan items, which are detailed in the agenda packet. She announced that aj public meeting for the Western Loudoun Recreation Complex will be held at. Loudoun Valley on December 9th. Earlier that day, Town staffi met with county representatives to discuss updates to the site and the proposed recreation Director Wilkes shared an email listing concerns raised by residents int the neighborhood adjoining the site, noting that all concerns had been addressed by the county. Following the center plans. meeting, she provided a status update: The: recreation center will not use the Town's water supply. the County Planning Commission and the Board of Supervisors. The project's master plan will be submitted as part oft the Special Exception Application tot the county. The Board ofZoning Appeals (BZA)approved a Special Exception for an accessory dwelling unit. DISCUSSION ITEMS: a. Comprehensive Plan Director Wilkes requested to defer this item to ai future meeting toj present the history of the last Comprehensive Plan update, which occurred from 2015 to 2020. Chair Rise requested that the Critical Findings Report, which was referenced and used to update the 2030 Comprehensive Plan, bej provided to the Commission for review. b. Forming Committees Chair Rise announced the establishment oft two major committees: the Zoning Committee and the Comprehensive Plan Committee. Vice Chair Green and Commissioner Hombach will be responsible for organizing subcommittees under each of these main committees. ACTION ITEMS: None.
