PLANNING STAFF REPORT: 9a. Planning Commission Work Plan Update Commissioner Rise passed out a copy oft the Planning Commission Work Plan adopted by the Town Council on October gth, 2024 for reference during the discussion. Director Wilkes shared that she will give an update of the projects outlined in the work plan at each Planning Commission meeting. 9a.1 Arts Plan Director Wilkes shared Loudoun County's RFP for the Comprehensive Arts Plan and also the Purcellville Arts Council's projects in 2024. The RFP and projects summaries can be found in Chair Rise shared with the Commission al Resolution passed by thel Board of Supervisors in January, 2023, to highlight while the majority oft the Loudoun County Board of Supervisors voted in favor the initiative regarding social and racial equity as fundamental values ofLoudoun County, not all supervisors affirmed the resolution and each commissioner should consider the resolution as iti is proposed as the bases for the County's Comprehensive Arts Plan RFP. the agenda packet. 9a.2 Western Loudoun Rec. Complex Director Wilkes shared Loudoun County's] PowerPoint presentation given at the June 27,2024 public information meeting for the Western Loudoun Recreation Complex that highlight 3 design 2Page concepts for thej proposed center. She explained that this is an opportunity to coordinate planning efforts for the Town with the County's planning process and analyses when updating Purcellville's Comprehensive Parks, Recreation and Open Space Master Plan as well as the Comprehensive Plan. The Commission and Director Wilkes then discussed the status ofat traffic study being conducted by the County for the proposed recreation center. 9a.3 Coordination with Loudoun County Comprehensive Plan Update Director Wilkes shared with the Commission the background, implementation plan, and scope of work for the County's current comprehensive plan update process. Comprehensive Plan Update Chair Rise highlighted remarks from Theresa Stein, a former member oft the Purcellville Planning Commission, as published in a 2023 Loudoun Now article. Stein's comments addressed growth challenges, annexations, and parks and open space, all of which are central to Purcellville's Comprehensive Plan. The Commission reviewed Director Wilkes's presentation on the Comprehensive Plan Update Process, included in the agenda packet. Chair Rise suggested that the plan's title should reflect its purpose more explicitly, proposing: 2030 Town of Purcellville Comprehensive Plan. 5-Year Review and Update, in alignment with the "Maintaining the Plan" section on pages 119-120 of Director Wilkes clarified that the presentation served as a general roadmap for updating any comprehensive plan and was not tailored specifically to the Purcellville 2030 Plan. Chair Rise emphasized the need to reconcile this process with the current plan's framework. The Commission discussed the importance ofaddressing resilience in the update, particularly in preparing for potential disasters. Vice Chair Green emphasized the next step: defining the scope ofwork and building on the implementation plan outlined on page 119 ofthe Comprehensive the existing Comprehensive Plan. After posting the document on Oct. 14, planners held two open house sessions Saturday at town hall. "[Public input] is going to formulate how the draft is revised," said Planning Commission Chairwoman Theresa Stein. "This continues to be a work in progress." The draft has been worked on since 2015 when town council called for an update. Since then, the commission has held numerous workshops and public input sessions to come up with the update, following ai five-phase process that emphasizes communityi input. Thet first and: second phases gathered resident feedback, which showed an overall desire to maintain the town's small-town feel. The third phase posed public questions to determine how the plan could best achieve residents' desires. According to Stein, the most significant way the draft plan does this is by discouraging any expansion of the town's boundaries. "That's: something we had heard from the public that they were not interested in," she: said. "They're looking for smaller scale." Residents also said they want more sidewalks, parks and open space, and Stein said the draft plan touches on improving and creating such amenities. The plan review is now on phase four. The draft has been posted for public review. Public comments were collected during Saturday's open house andi thei town has posted a survey on the town its website. Residents have until Nov. 31 to review the draft and: submit feedback. Director of Community Development Patrick: Sullivan said the Planning Commission hopes to hold ai formal public hearing early next year before voting to recommend the updated plan to Town Council, which will hold its own public hearings before adopting it. The Code of Virginia requires towns to have a comprehensive plan that includes policies and recommendations for transportation, land use, affordable housing and location of future public facilities. Because comprehensive plans are not regulatory documents in Virginia, regulations must be adopted to implement the plan's recommendations. Purcellville's first comprehensive plan was adopted in 1978. It wasn't for another 20 years, however, that the plan addressed new growth challenges. The most recent update to the plan was made in 2011. "thinkt this document reflects : how we want to: see redevelopment occur," Stein said.
