On a motion by Barry Jessup and a second by Ed Terry, Council moved to approve the minutes of October 28, 2024 as presented. JOINT PUBLIC HEARING WITH PLANNING COMMISSION TO RECEIVE COMMENT CONCERNING REZONING PROPERTY TAX MAP#310-A-68, CHERRY STREET FROM A-1 On a motion by Barry Jessup and a second by Ed Terry, council moved to reconvene the joint public hearing with the Hillsville Planning Commission regarding Tax Map #310- A-68, Cherry Street from A-1 (Agricultural) to R-1 (Medium Density Residential). AGRICULTURAL) TO R-1 (MEDIUM DENSITY RESIDENTIAL) November 25, 2024 Page 2of5 Mayor Crowder opened the hearing for public comment. Mr. Chris Çooper was in attendance stating he owns the property adjacent to the property up for rezoning. He questioned council concerning what the rezoning entails. Councilman Greg Yonce stated that moving the zoning from A-1 to R-1 would allow the property owner to build homes. The land owner's intentions are to build tiny homes for their employees' use. Councilman Greg Yonce stated Hillsville Planning Commission met prior tot this meeting, after reviewing, voted unanimously to approve rezoning of property from A-1 to R-1. On a motion by Greg Yonce, and a second by Barry Jessup, Council moved to approve the rezoning of Tax Map#310-A-68, Cherry Street from A-1 to R-1. VOTE: Barry Jessup - Aye Greg Yonce - Aye Ed Terry - Aye David Young - Aye VI. CITIZENS TO BE HEARD No citizens to be heard. VII. TOWN MANAGER'S REPORT Copies of the Town Manager's confidential report were distributed to council prior to the meeting. Mrs. Surratt stated we do have three open positions. First two start out at $15.25 per hour. The administrative position will roughly start at $38k yearly. She asked to please direct anyone inquiring on a position to navigate to our website. Surratt also stated that Lauren Chitwood is doing and fantastic job, along with Public Works, decorating the town. She also reminded council of the Christmas festivities coming upon December 7th. VIII. TOWN ATTORNEY'S REPORT Town Attorney Trent Crewe had nothing to add. IX. POLICE CHIEF'S REPORT Copies of the police report were distributed prior to the meeting. A copyi is attached herewith and made a part of these minutes. X. REPORTS OF MAYOR AND COUNCIL Councilman Greg Yonce thanked everyone for work done at the Safe Halloween event. He stated it was a very" well attended event and that hopefully Christmas will be the same way. He stated the town is starting to look a little more like Christmas. He thanked the town crew and town office staff for the fine job that they do. Yonce wanted to recognize Lauren Chitwood one more time, stating Hillsville is on the cover ofa a statewide publication along with a nice article inside. He thanked her for hard work and for bringing recognition to our town. November 25, 2024 Page 3 of5 Councilman Ed Terry nothing to add to what Councilman Yonce had stated and it is all Councilman David Young dittoed what Yonce stated and appreciates everyone's Councilman Barry Jessup dittoed Councilman Yonce as well, but wanted to add a thank you to Lauren Chitwood and' Valerie Padgett for the work they did to grow the Veterans Day Parade. He stated it had noticeably grown from last year and knows Lauren and Mayor Greg Crowder mimicked all councilmen and said this town is going in the right good reports. continued hard work. CONSIDERATION OF ARTICLE XXII SECTION 171-154 SOLAR ENERGY On a motion by Barry Jessup and a second by Ed Terry, Council moved to table Article XXII Section 171-154 Solar Energy to the December gth council session. VOTE: Barry Jessup - Aye Greg Yonce -A Aye Ed Terry - Aye David Young - Aye XII. NEW BUSINESS A. PRESENTATION = MICHAEL PARRIS WITH THE HILLSVILLE FIRE VOLUNTEER Michael Parris stated that he contacted LeAnna Surratt and questioned the insurance coverage of the ladder truck being provided by the town. It was discovered that the ladder truck is on a depreciated coverage cost. He requested that we take from depreciating coverage cost to a true replacement cost. Parris asked it be set at latest purchase that is comparable which is $1.5million, and to put 5% increase yearly to cover inflation cost. He also stated we need to look at replacement at the end of life cycle, if trade in now will get higher trade in/sell value. Starting at 15-year life it greatly depreciates due to many technology upgrades. Parris recommended that we establish a committee because we are looking at 16-18 months of planning before signing contract then looking at 48 months before delivery. So, a 15-year-old truck will be around 20 years when a new truck is delivered. Councilman Ed Terry questioned how many times ay year does truck get used in firefighting. Michael said it runs in spurts. It has merit to work on residential structures but not always utilized for that. The truck is used as a shielding piece for interstate construction at the end of project area, however it is not used for that purpose very often. Councilman Ed Terry stated he doesn't believe the town puts restrictions on the use oft truck and Michael said its utilized by town/county need. Young stated he doesn't see why the truck isn't being used ont the interstate more now. Parris stated he will take that back to the department. They decide how to utilize it tot the fullest. It takes the same amount of personnel to operate this truck, but the classification of driver training and certification is different. Town Manager LeAnna Surratt reached out to VRSA to increase coverage prior to council and VRSA stated the FIRE DEPARTMENT November 25, 2024 Page 4of5 increase of cover will not result in an increase of premium for this FY, however will increase $500-600 in the future. Councilman Ed Terry said ifr not worrying about fighting a depreciating downhill battle, what is the key factor of value, is it pump time/hours use? Michael Parris stated its service history, inspection status for state and federal, and has itb been maintained throughout its life span. If able to show service documentation of service since birth, the value increases. Also, a factor of how well the exterior has been maintained plays a factor. Councilman Ed Terry stated the size oft the town and municipality it looks as if we should look into purchasing used instead of new. Previous purchase price was $600K in 2011, now a new on is $1.5million. Councilman Terry stated that until it gets to unserviceability, we may be better off to ride it out. Parris stated itd depends on howy you sell it and the way you market it for sale. Last truck was bought as a demo, at the moment demos are rare to find. We know how today's economy is, you watch cost ofi items increasing almost daily. Councilman Terry questioned ifa municipality does a contract, does manufacturer lock dollar value of time when contract signed. Parris said some do, some holds the rate with an agreed upon portion of increase due when delivered. Councilman David Young stated he believed the life of the truck will be longer because only used for town and not the county. Parris stated he wished he had the crystal ball to predict the life, but you can never predict when mechanical issues will arise. He knows that the town nor himself has all the answers tonight. He expressed appreciation of the town increasing coverage. Surratt stated the current truck will be paid off in 2032. At the end of the day, economics rides on the backs B. PRESENTATION - DR. He stated the total cost to install a flag at the Carroll Wellness Center is around $8000. They have raised funds and are still in need of a little over $5000.
