II. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited in unison. IV.APPROVAL OF MINUTES A. Mrs. Surratt stated "would like to report that Ashley Slate is our new Assistant Farmers Market Director in case you see her, she'll be around a lot. Ihad the newsletter, but it didn't get into your packet, so I need to distribute that soon. Hillsville Police Department hired two new officers, Jason Lawson and Larry Evans. You do have an RSVP invitation in your packet. In March, we'll be doing our budget meeting. If you! have any conflicting times, please get them to me solwon't schedule it at a bad time" VII. TOWN. ATTORNEY'S REPORT Town Attorney Trent Crewe had nothing to add. VIII. POLICE CHIEF'S REPORT Copies of the police report were distributed prior to the meeting. Acopy is attached herewith and made a part oft these minutes. Chief Shannon Goad did not have anything toa add. IX. REPORTS OF MAYOR AND COUNCIL Councilman Greg Yonce stated "Glad everybody made it through the snow and thei ice and the cold weather. Ithink thet town did a wonderful job at clearing the streets and doing what they normally do sO well. Andla also have been in touch with Lori Huff to replace Doctor Joe Berry on the Planning Commission, and she has graciously accepted On a motion by Greg Yonce and a second by Barry Jessup, Council moved to appoint Lori Huff to the Planning Commission for her term to begin February 1, 2025 and expire tot take the position." on September 1, 2029. VOTE: Barry Jessup - Aye Greg Yonce - Aye Ed' Terry - Aye David Young - Aye Councilman Ed Terry stated "I don't have anything to add. We've had some extremely cold weather, and Ihave driven by our guys six feet deep in a ditch oft three feet of water trying to repair some antiquated water lines. Ithink all these years of water line projects that we've endured have started to pay off, Ihope so, and la am happy with the way that Councilman David Young stated "first off, I'd like toi thank the mayor for about a month or sO ago, he loaned me two cars to get through transmission and hitting the deer on my truck. I'd like to thank Shannon Goad for sending an officer out to start one of the cars, one of my loaders, but lappreciate what he did. Officer went beyond what he should have done. I'd like to also thank Wesley Yonce, my building did catch on fire at Fancy Gap, Irealize that's out in the county, but still when a man that runs it from our fire department here and does what he done that day he got there first, very good, very good at what he done. His crew was very good. They all were very good, but we'd already had they were able to do the town's part of snow." Idol have al Ireally like to bring up, butl I'have to have LeAnna's help ont this. Iwould like to either make a motion or or ask the council that maybe we have her check into another venue for a Christmas party coming up this year. lappreciate the Hillsville Pentecostal for what all they've done, they've done a great job. But It think we should look into another venue this year and start early right now and try to get another venue. That's my personal opinion, to look forward toi that. And I'd also like to ask if the council would agree that we do the same venue for our employees int the summertime, maybe have a barbecue or something set up for them over here across the street, where we're all together, there toi thank them personally. Again, they do a lot of work, Steve's crew and all that, and everybody, all of y'all are very, very good at what you do, very good. Andl Ithink appreciation dinner, al barbecue dinner, or something like that, maybe in. July or June or something, ift that's okay with the rest of the council and okay with the rest oft the Council for her to schedule another venue. We had pulled up the last four years, Ibelieve, and it's declining a little bit. So hopefully, maybe if we can change the venue and add another barbecue or something to it, might help. That's my opinion. And leave at the rest of y'all." LeAnna Surratt questioned if he had a preferred day. Councilman Young stated he didn't have a preference. Councilman Barry Jessup stated "What everybody else said, great work. Steve's department, leanest department, everybody's doing a great job. The town's really looking good. Ithink public works done an excellent job the last two snowstorms. Ithink are Mayor Greg Crowder stated "The only thing Ihave to say is the roads in Hillsville was better than anywhere. Galax was awful. The road to my house is awful. And come in town, you could about go anywhere, but it was, it was pretty rough, but Steve's crew doing better than what' VDOT is doing. Thank you, guys." done a good job." X. UNFINISHED BUSINESS A. Consideration of Article XXII Section 171-154 Solar Energy Town Attorney Trent Crewe stated "What you've got in front of youi is a proposal for your consideration. Your code does not address anything about solar panels, as to where they can and can't go, or anything size wise, location, that sort of stuff. Whatlhave compiled isab bare bones ordinance that basically says, it doesn't say where it can go, and we'll come back to that in a minute, but it regulates. It's designed to limit any solar panel that generates enough electricity that is distributed across the network, if you put it up and using iti in your own structure, then this ordinance really doesn't affect it, but if you're selling it back out on the distribution network, this ordinance would. Our approach was, if it's something really small, we don't care, ifi it's something really large, then yeah, you want to make sure what it's going to be. Iwould think that R1 and R2 would be the districts to not want any such structures located in. But that's your decision, that if somebody puts up, we've got height restrictions and that kind of stuff on here. It's basically a pretty small system that service the structure on that property that would be underv would not be affected by the control oft this regulation. But anything bigger than that, you've got some control over. You've got toj jump through a bunch federally and state in order to get one permitted. And then it also covers if it wears out and the January 13th,2025 Page4of5 technology changes. What happens in this decommission is you don't have these structures hanging around, and this is a standalone structure. We: started offi int the old ordinances two years ago were regulated by size, that you could use a small one with basically no regulation. But, 20-acre field, you have got toj jump through al bunch more hoops. Ican't imagine that you have a multi acre fuel somewhere in the town limits, but it could. And what we were trying to do was address a need before it arises. So you have something on the books that said you can't do that unless you do it this way. That's what this is designed to do. It's basically to allow personal use buti it doesn't allow mei to generate enough electricity iflcan sell it to the factory down the street somewhere." Councilman Yonce asked "You're talking about a solar farm, right" The attorney replied "Right. Technology has changed sO fast. Iwould suggest you look at this and see ifit addresses what you think it does. And as a part oft this, Iwould suspect that you ought to say it is or is not allowed int the following zones iny your zoning ordinance. What most places are doing is R1 and R2 cannot have anything other thanj just a small one fori that particular structure, but you can limit the commercial zone or agriculture. For tonight, it's presented for your consideration." This item remains on the table. XI. NEW BUSINESS A.
