"Greg" Crowder, Mayor Ed' Terry, Pine Creek Greg Yonce, Laurel Fork David Young, Pipers Gap Barry Jessup, Sulphur Springs Town Manager/Town Treasurer, LeAnna Surratt Town Attorney, Trent Crewe Town Engineer/Building Official, Steve Bowman Police Chief, Shannon Goad Clerk of Council, Valerie Padgett L.CALL TO ORDER-7:00 PM Mayor Greg Crowder called the meeting to order at 7:00 p.m. II.I INVOCATION Councilman Ed Terry gave the invocation. I.P PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited in unison. IN.APPROVAL OF MINUTES A. November 25, 2024 Onamotion by Barry Jessup and a second by Ed Terry, Council moved to approve the minutes of November 25, 2024, as presented. TOWN MANAGER'S REPORT Copies of the Town Manager's confidential report were distributed prior toi the meeting. Mrs. Surratt stated "we are excited to welcome Mason Dalton part time on the Public Works Department, as well as Jake Phillips as our Public Works Assistant to the Supervisor, hopefully this will alleviate some pressure that Kelly has been under. Nick Wagg has also promoted. And then as oft today, we hired Lisa Leonard as our Payroll and Collections Technician. She will begin. We begin in January 2nd. The community business launch deadline to register is January 3rd." VII. TOWN. ATTORNEY'S REPORT Town Attorney Trent Crewe had nothing to add. VIII. POLICE CHIEF'S REPORT Copies of the police report were distributed prior toi the meeting. A copy is attached herewith and made a part of these minutes. Chief Shannon Goad stated "I would like to compliment Lauren Chitwood and Public Works. Since I've been with the Police Department, this Christmas parade was the smoothest. Good job with how they had the barrels, which we've done similar to that in the past, but it was just like effortless for the PD. Public Works had everything set up and we just come up there and did our thing. Everything was ready for us. There was no kind of confusions, like we've had some of in the past, but Lauren has done extra good this year and Ij just want to compliment her on all the events, all the praises, Ijust want to say how impress I am with the Facebook Live. What got mei thinking about this is my fiancé pulled it up, and she noticed there were watchers from all over the United States which was veryi impressive. Our small town is doing things in different ways, and it is getting noticed in a great way." IX. REPORTS OF MAYOR. AND COUNCIL Councilman Greg Yonce stated "I'd like to repeat what Shannon said for the wonderful job for the Christmas parade. Ithink attendance may have been down just a little bit, butl think there were a few other things going on that we were competing against. Butldid not run out of candy which is always a good thing, but everyone did ai fantastic job. Ih had several people stop me as Iwas walking up to get lined up for the parade, who said the town looked as they called it Hallmark-ish. So, Ithink we've got our own little Hallmark town going on here, and I'm glad there's people from all over the place looking ati it. Andl just think everyone did a wonderful job. lwould like to give condolences to the Donnie Easter family. He did pass away earlier today. He was a longtime business owner here in town, and doesn't quite live in town, but very close to town. Wishes his family the best during this difficult time. Would also like to add a thank you to Santa and Councilman Ed Terry stated "1 was quite impressed with the logistics of the parade, and al lot of little things that happened during this that make things more interesting that no one normally thinks about, for example, we follow Jeeps. Well, there was a bunch of Jeeps. We had some jeeps, and then we had some floats, then some jeeps, and then we Mrs. Claus for visiting our small town as well." December 9th, 2024 Page 3 of6 had a band and then we had fire trucks and dump trucks, and then some more jeeps, and it was all scattered out. It was well thought out and coordinated by our town staff and volunteers. Iwas also impressed with the live stream, which was edited then broadcast on four different pages. That was pretty neat. If you wanted to watch a small-town parade, you got just that with multiple camera angles. I've heard al lot of people say good Councilman David Young stated that he was sorry he missed the parade. He has heard many compliments. No complaints have been heard. Thank the town employees and the Hillsville Police Department and everyone who had a part or the job well done. Councilman Barry Jessup thank you to town employees. Everyone knew what was going on. Special thanks to Lauren. She hasn't been with us quite a year yet but she has made areal impression ont this town. All the town employees are doing a wonderful job. Jessup Lauren has a request for a Christmas Bumble which stands 9.75ft. Barry would like for the town to come up with the money needed to make this happen. Jessup also asked for prayers for Kelly Goad's wife who is having medical issues. Councilman Jessup stated the Town is off the 24th and 25lh and would like to request that we give Monday, the 23rd On a motion by Barry Jessup and a second by Ed Terry, council approved to grant December 23rd has an additional holiday for Town staff. He stated the HPD did a wonderful job during this weekend's event. He said participation was a little down but then again it hasn't been this cold in many years during parade time. X. NEW BUSINESS A. PRESENTATION BY DONNA CHAR concerning the Carter Home and Carroll County Donna Char stated "1 came toi introduce myself to you all and tell you a little bit about myself. First, I'm passionate about art. Istarted when I was two with my mother's red lipstick and my father's brand-new convertible car. Idon't remember that, but that seems to be the beginning of my art career, and I've had my ups and downs. I love all kinds of art. II love the art of cuisine. llove architecture. Isaw myself as the Henry Moore in female form for the world. And It took two years of sculpture and transferred toi the Creative Arts Program December 9th, 2024 Page 4 of6 University of Missouri, and found out that they didn't have a sculpture major, much to my chagrin. So, Iwas in Kansas City, and I had my choice between commercial art or two dimensional. So, Iwent two dimensional, graduated and just knew that Hallmark cards was going to hire me instantly. They weren't even interviewing. So, May went by, then June went by, then July.lended up on a temporary teaching certificate and fell in love with teaching art to elementary school children. So that was the first two years of my art career was in teaching, and - taught for a number of years until the dumbing down of America started, and that kind of made it sO Isaid, Ic can't do this. Can't support this anymore. Can't support this, and went into art, and It thought I was going to starve to death, but Ididn't, and I have had a wonderful career. IV was a gallery director for five years of two different galleries, and those of you that have businesses know about employees and how much fun that is. Then lwent into publishing. Idid the layouts, all this stuff for 14 years. Imarried a policeman, and he was Hawaii Chinese. So, Istudied dance. And I'm passionate about dancing also. So, the arts are something that Ifeel very strongly about, and Ifeel like people grow exponentially every exponentially every time they have an art experience where they try to do something different. Ir never in my life imagined myself being the executive director oft the Carroll County creative arts centers. Idon't know how he came up with that name, but he did, and somehow it landed in my life to keep it going. And I'm happy to say that it's a very fancy name for an idiot that volunteers her time more than not. When Itook over from Jay, there were six artists across the street. Have any of youl been in the gallery? And we now have 27 in the two and a half years, and we've got two classrooms. We're doing some after school activities. We brought in some dance people last summer. We're doing all kinds of things for this next year, and I know that one of our members here is going to be seeing me Saturday at the Christmas dinner. And I'm really excited about that, because it's not just the history, it's also what the community is doing with the Carter home. So, with that, Iwould love to invite you to come over, and if you would like to set up a.special time, lwould be more than happy to give you a tour of the home." B.
