Council members present were Dennis Kimble, Shane Rossman (via Zoom), Matt Chance, Chris Weatherly, and Michael Wright (via Zoom). NEW BUSINESS Request for Council Approval ofTown Priorities for County Recreational Trail Segments Ms. Faux and Mr. Burnett discussed the trail elements presented in the September 6, 2024, Frederick County Division ofPlanning and Permitting "Frederick to New Market and Mt Airy Pedestrian and Bicycle Trail Feasibility Study". The trail elements reflected on Map 2 of4i in The following comments regarding specific segments to be prioritized through the County for County Design and Construction Appendix B of the report were specifically reviewed. project development process are to be presented to the County Council. 1. Strongly support the trail segments that provide a continuous path for users between the City of Frederick and the Town of Mt. Airy and that follow the New Market Parkway alignment through the Town. This includes the improvements to Mussetter Road and the sidewalk on the SHA ROW1 from Rte. 75 to the eastern end oft the town's sidewalk by the abandoned County sewer plant, as well as the trail elements along MD 75 between the future intersection of the New Market Bypass (currently Old New Market Road) and 2. Support the inclusion ofa strong bike-pedestrian connection/bridge across MD 75 at the intersection with Old National Pike. The Town has long desired this improvement. 3. Strongly support a shared use path in accordance with Figure 13 on page 15 oft the report along Royal Oaks Drive from the LOUYAA Park to Talbot Drive/Ross Court or Wicomico Court, with noi further connection south to Main Street. While this segment is shown in the plan as a potential future trail, this segment is a high priority both fori the Town and nearby county residents. It would be beneficial to park users and residents, particularly students, going to and from the New Market Middle and Elementary schools as this collector road has no sidewalks. As part of the installation oft this shared-use path, coordination with Fredrick County Public Schools should be undertaken to improve/formalize the paths between the schools and Royal Oaks Drive. 4. Do not support the study' s proposed shared-use path segments along Old National Pike extending east from Mussetter Road to the New Market Middle School, as large numbers and groups of cyclists would likely continue eastward utilizing Main Street. This would result in dangerous conditions for motorists and cyclists along congested historic Main Street. The concern is that this shorter, more direct route might become the main route by 5. It was a fun event that was heavily attended. He thanked Val Vinson, Heather Blanton, and all the Councilman Weatherly reported that there was a Green Team meeting this week and that Claire Cawthorne sent emails to the Council regarding proposed projects for the Speed Camera Disbursement Fund Program, requesting that the Council send al letter in opposition to the MPRP. Councilman Weatherly volunteered to draft the letter. He also mentioned that the Green volunteers for their hard work. Team meetings will now bel held on the first Tuesday oft the month.
