TOWN OF DAVIE Town Council Meeting Meeting Minutes Wednesday, December 4, 2024, at 6:30 p.m. PLEDGE OF ALLEGIANCE The meeting was called to order at 6:30 p.m. and was followed by the Pledge of Allegiance. II. ROLLCALL The meeting was called to order at 6:30 p.m. Present at the meeting were Mayor Paul, Vice Mayor Hattan, and Councilmembers Whitman, Starkey, and Luis. Also in attendance were Town Administrator Lemack, Deputy Town Administrator Lewis, Assistant Town Administrator Holste, Mayor Paul asked for a moment of silence in memory of the three (3) Palm Beach deputies who had Town Attorney' Weinthal, and Town Clerk Roig. tragically been killed and laid to rest. PRESENTATIONS No public comments were provided during this section of the meeting. 1.2 2024 Sustainability Awards, Lise Bazinet, Planner III Lise Bazinet presented the 2024 Sustainability Awards to several recipients who demonstrated Lise Bazinet presented the 2024 Sustainability Awards to several recipients who demonstrated outstanding contributions to sustainability in the Town of Davie. Dylan Bastos was recognized for his leadership at the Robins' Preserve Community Garden. In his role, he organized volunteers, taught sustainable gardening practices, and led events such as gardening classes and seed packet distribution. He noted that over two hundred (200) pounds of organic produce had been donated Rick Strain, a long-time resident of Davie, was honored for his innovative composting practices at Strain Groves. He explained how his efforts had improved soil quality and promoted sustainable Lorna Bravo received an award for her work with the University of Florida Extension's Sustainable Urban Food Production Program. Since its launch in 2019, the program had provided education and hands-on training in urban agriculture, addressing issues such as food insecurity and supply chain disruptions. She highlighted the program's success in fostering collaboration among local The Florida Engineering Society (FES) at Nova Southeastern University was recognized for its efforts in promoting sustainable engineering practices. The group had engaged in various activities, outstanding contributions to sustainability in the Town of Davie. inz 2024 and expressed excitement about expanding the garden'si impact. farming practices. practitioners, nonprofits, and urban growers. including campus-wide events and collaborations with other student organizations, to raise awareness about sustainability. They focused on paperless practices and sustainability-driven engineering projects, such asi improving medical instruments. The group's commitment toi fostering sustainability among future engineers was celebrated, and they expressed plans to expand their outreach and initiatives. 2. Relay For Life Presentation, Cheryl L. Ellett Cheryl Ellett highlighted the Town of Davie's longstanding commitment to raising awareness and funds for the American Cancer Society. Since 2003, the town's team, Horsing Around, had actively participated int the Relayf for Life event. Ms. Ellett shared that the Town of Davie was partnering with the cities of Plantation and Weston for the annual Relay for Life. She encouraged everyone to attend the first chance drawing for Relay for Life baskets, which was scheduled for Thursday, December: 12, at Bamford Sports Complex. She mentioned that the Town of Davie aimed to raise $10,000 for the The main Relay for Life event was scheduled for Friday, April 25, from 5:00 p.m. to 10:00 p.m. at Central Park in Plantation. Ms. Ellett mentioned that a resolution was included in the agenda to further support the town's Relay for Life initiative. Finally, she encouraged attendees to make donations to the Town of Davie's Relay for Life team by using a QR code linked to the American 3. Davie School Zone Speed Cameras Education Campaign, James Polan, Town of Davie Assistant Assistant Chief of Police James Polan shared information about the new school zone speed camera program. This program, initiated in 2023 following a new state lawi in Florida, allowed municipalities to install speed measurement devices in school zones. These devices captured a photo of the violator, including the date, time, and location, and sent it to the registered owner of the vehicle if Chief Polan emphasized that the speed limit enforcement would be in effect not only during school hours but also thirty (30) minutes before and thirty (30) minutes after school. He shared that the main goal of the program was public safety, particularly to protect children, parents, and school staff. Chief Polan stated that speeding was as significant contributing factor to accidents, with 12,000 The program's goal was to modify driver behavior over time. Chief Polan referenced a 62% recidivism rate from the vendor's data, Vera Mobility, which indicated that drivers, once caught, were less likely to violate the speed limit again. Chief Polan shared that there were thirteen (13) schools in Davie, and the program would be rolled out in two phases. The first phase would cover six (6) schools, with additional cameras planned for the second phase once permits were obtained. The cameras would not only capture speed violations but also provide video footage, which assisted cause, with ongoing fundraising initiatives throughout the year. Cancer Society website. Chief Polan explained that several measures would be taken to inform the public, including press releases, social media posts, school notifications, and an FAQ section. John Wilson, a previous red light camera program manager, would serve as the main contact for the speed camera program. Councilmember Whitman asked if the program would be active during school breaks, like winter break, or when school was canceled. Chief Polan responded that the program would not be in operation when school was out or if school was canceled due to circumstances like hurricane season. Councilmember Starkey asked if the cameras also used tag readers. Chief Polan further explained that the system would work with the town's existing license plate reader systems, adding an additional layer of safety and investigative capability for the Town of Davie. 4. Davie Area Land Trust 20th Anniversary Presentation Councilmember Starkey moved to add item #41 Davie Areal Land Trust 20th Anniversary presentation tot the agenda. Vice Mayor Hattan seconded the motion. In a voice vote, motion carried by a majority Ms. Greck shared that the Davie Area Land Trust was celebrating twenty (20) years. Ms. Greck introduced. John Ladue and. Jacqueline Ladue, both member of the board. The Davie Areal Land" Trust was formed in 2004 under the support of Marcie Oppenheimer Nolan, who was a Town of Davie Planner at the time. Ms. Greck shared that Ms. Nolan since had passed away in 2016 but the Davie Area Land Trust was an important part of her legacy. Ms. Nolan urged citizens to come together to form the Davie Area Land Trust and championed the cause. As a 501C3, the organization had the ability to help preserve property, primarily through conversations easements which prevented Ms. Greck shared one project that the Davie Area Land Trust worked on which was the windmill located on the Robbins Lodge preserve. The windmill was assembled by the Complete Water Systems Company and Girl Scout Troup 10066.In addition to being a symbol of the Town of Davie's agricultural roots, and a reminder of the strength of the Land Trust, the windmill provided naturally drawn water for horses that were released in the park during a hurricane emergency. Ms. Greck shared that many of the original members were still part of the Davie Area Land Trust which included Mayor Paul, and Fred Siegel. Ms. Greck shared that there was a standard of how much green space should be in a developed area and the Town of Davie had surpassed the standard with one-hundred and eighty seven (187) miles of trails and 9.3% of parks and open space. vote 5/0. future development. Jacqueline Ladue shared information as to how members of the community could join the Davie Area Land Mayor Paul stated that the passion of preserving of open space and trees would always be one of their priorities along with the other members of the Town Council.
